Projektbeschreibung

Das Austrian Blockchain Center soll Blockchain-Technologien und deren Anwendungen umfassend erforschen. Ziel des Zentrums ist es, die Anwendung von Blockchain-Technologien im Finanz- und Energiesektor, in der Logistik und im Einzelhandel, in der Verwaltung sowie in industriellen Anwendungen wie Industrie 4.0 und IoT voranzutreiben. In Anbetracht der disruptiven Natur der Blockchain-Technologien wird das Zentrum auch zur Koevolution der technologischen, rechtlichen und organisatorischen Rahmenbedingungen beitragen, die notwendig sind, um dezentrale Anwendungen zu ermöglichen. Diese neuen Anwendungen und Geschäftsmodelle, die sich aus Kooperationen zwischen etablierten Akteuren, innovativen Start-ups und führenden Forschungsinstituten ergeben, sind der Schlüssel für die Schaffung neuer Arbeitsplätze und die Etablierung von Österreich unter den zehn innovativsten Länder in Europa.
Der aktuelle Stand der Blockchain-Adaption in Österreich kann als lokales Bottom-Up-Lernen und Experimentieren bezeichnet werden. Innovative etablierte Unternehmen und Organisationen des öffentlichen Sektors haben Blockchain-Technologien in begrenzten internen Umgebungen ausprobiert, um sich mit den neuen technologischen Möglichkeiten vertraut zu machen, ihren Entwicklungsstand zu testen und die Auswirkungen auf Geschäftsprozesse und Geschäftsmodelle zu untersuchen. Innovative Start-ups haben ICOs durchgeführt und ihre Arbeit aufgenommen, juristische Gremien haben damit begonnen, Strategien zur Anpassung der regulatorischen Rahmenbedingungen zu entwickeln, und Universitäten und andere Forschungseinrichtungen haben Forschungsgruppen zu Blockchain- und Distributed-Ledger-Technologien gegründet. Dies sind wichtige erste Schritte. Blockchain-Technologien haben jedoch das größte Potenzial in Bereichen, die Grenzen von Organisationen überschreiten, so dass Innovationsnetzwerke gebildet werden müssen. Blockchain-Technologien haben auch das Potenzial, völlig neue Formen der Organisation von Wirtschaft und Staat zu unterstützen. Interdisziplinäre Forschung in den Bereichen Technologie, Wirtschaft und Recht ist notwendig, um diesen Herausforderungen gerecht zu werden.
Um zu dieser nächsten Phase der Adoption überzugehen, wurde vom österreichischen Bundesministerium für Digitalisierung und Wirtschaftliche Angelegenheiten der 9 Punkte Aktionsplan von Blockchain Austria https://www.blockchain-austria.gv.at/unser-9-punkte-plan/ erstellt. Der Antrag für das Austrian Blockchain Center folgt den Aktionspunkten drei und acht dieses Plans. Punkt drei sieht die Einrichtung von interdisziplinären Forschungsinstituten und Forschungsplattformen, die mehrere Universitäten einbeziehen, vor. Aktionspunkt acht fordert die Bildung eines österreichischen Blockchain-Zentrums (ABC) als Wissensnetzwerk aller Interessengruppen. Diesen Leitlinien folgend haben sich 21 österreichische Forschungseinrichtungen und ihre internationalen Partner zusammengeschlossen, um interdisziplinär im Blockchain-Bereich zu forschen. Die Forschungsthemen des Zentrums sind in fünf Bereichen organisiert, die auf Aspekte von Blockchains in den Bereichen Informatik, Betriebs- und Volkswirtschaftslehre, Fertigungstechnik und Engineering sowie Recht und Politik abzielen. 55 österreichische und internationale Unternehmen werden mit den akademischen Partnern in der angewandten Forschung und der Entwicklung von Use Cases, Prototypen und Proof of Concepts zusammenarbeiten. 19 öffentliche Einrichtungen, die für die Blockchain-Einführung wichtig sind, nehmen als assoziierte Partner am Zentrum teil, so dass eine gemeinsame und reibungslose Koevolution des technologischen Fortschritts und der rechtlichen und politischen Infrastruktur gewährleistet ist.

Abstract

The Center's mission is to be the one-stop-shop Austrian Research Center for Blockchain (and related) technologies. The center´s goal is to advance the application of Blockchain technology in the financial and energy sector, in logistics and retailing, in government and in industrial applications like industry 4.0 and IoT. Considering the disruptive nature of Blockchain technology the center will also contribute to the coevolution of the technological, legal and organizational infrastructures that are necessary to bring the promise of decentralized applications to life. Those new applications and business models resulting from collaborations between established players, innovative startups and top R&D institutes will be the key for the creation of new jobs and establishing Austria among the top ten innovative countries in Europe.
The current state-of-the art of Blockchain adoption in Austria can be characterized as local bottom-up learning and experimentation. Innovative established firms and public sector organizations have completed first proof of concepts, where Blockchain technologies were tried out in limited internal settings to get acquainted with the technology, to test its readiness and to study the impact on business processes and business models. Innovative start-ups have conducted ICOs and started operations, legal bodies have started to develop strategies for adapting the regulatory frameworks and universities and other research institutions have established research groups on Blockchains and distributed ledger technology. Clearly, these are important first steps. However, Blockchain technology has the greatest potential in areas crossing boundaries of organizations, so that innovation networks must be formed. Blockchain technology also has the potential to support totally new ways of organizing economic activities and government calling for interdisciplinary research in technology, economics and business and law.
In order to progress to this next phase of adoption the nine point Blockchain Austria action plan https://www.blockchain-austria.gv.at/unser-9-punkte-plan/ has been drafted by the Austrian Federal Ministry of Digital and Economic Affairs. This proposal follows action point three of this plan, which calls for the establishment of interdisciplinary research institutes and research platforms integrating several universities, and action point eight, which proposes the formation of an Austrian Blockchain Center (ABC) as a knowledge network of all stakeholders. Following these guidelines, 21 Austrian research institutions and their international partners have joined in this initiative to do interdisciplinary research in the Blockchain field. The R&D themes of the center are organized in five areas targeting aspects of Blockchains in information technology, in management and economics, in production technology and engineering and in law and politics. 55 Austrian and international companies will work together with the academic partners in applied research and the development of use-cases, prototypes, and proof of concepts. 19 public institutions important for Blockchain adoption participate in the Center as associated partners, so that a joint and smooth coevolution of technological progress and adoption of the legal and political infrastructure is assured.
