Projektbeschreibung

Das Vorzeigeprojekt Industry4Redispatch (I4RD) ist ein Schlüsselprojekt innerhalb der Modellregion NEFI - New Energy for Industry. I4RD wird das erste NEFI-Projekt sein, das innovative, netzunterstützende Lösungen entwickelt, die (i) die Bereitstellung von Flexibilität von der Nachfrage- und Angebotsseite auf Verteilungsnetzwerkebene für den Redispatch und (ii) die Demonstration eines Online-, vorausschauenden und ganzheitlichen Steuerungskonzepts für industrielle Energieversorgungssysteme ermöglichen, das die Marktteilnahme eines Unternehmens optimiert und gleichzeitig seine Energieversorgung sichert. Mit diesem Ansatz wird die Beteiligung der Industrie am Redispatch ermöglicht. Außerdem wird die technologische Entwicklung innerhalb der NEFI-Gemeinschaft gefördert, da es einen wichtigen Beitrag zu den zentralen NEFI-Innovationsfeldern Digitalisierung und Flexibilisierung der Industrie leistet.
Ausgangssituation und Motivation zur Durchführung des Vorzeigeprojektes:
Ein wachsender Bedarf an Redispatch ist vor allem durch die Integration der fluktuierenden erneuerbaren Erzeugung und die fortschreitende Integration der europäischen Stromnetze gegeben, wobei die Kosten für Redispatch in Österreich von 23 M€ (2015) auf 117 M€ (2018) deutlich angestiegen sind. Redispatch ist eine notwendige Maßnahme für das Engpassmanagement auf der Ebene des Übertragungssystems, um den n-1 sicheren Betrieb aufrechtzuerhalten, wohl wissend, dass keine kritischen Betriebsbedingungen im Verteilungsnetz durch industrielle Redispatch-Maßnahmen auftreten dürfen, und folglich ist zu erwarten, dass in Zukunft auch auf Verteilnetz-Ebene Engpässe durch Redispatch gemanagt werden.
Derzeit wird in den meisten Fällen die Flexibilität von Kraftwerken für Redispatch genutzt. Der regulatorische Rahmen und die Anreize sind derzeit für Industriekunden noch nicht interessant genug. Gleichzeitig steht die produzierende Industrie vor Herausforderungen wie dem Erreichen von Energieeffizienzzielen und der Anpassung an den sich verändernden Energiemarkt. Die aktuelle Situation zeigt, dass ein hochdynamischer Industrieanlagenbetrieb oft nicht möglich ist, da es an Algorithmen fehlt, die industrielle Prozessoptimierung mit automatisierten Beteiligungsalgorithmen im Engpassmanagement kombinieren.
Ziele und Innovationsgrad im Vergleich zum Stand der Technik: Das primäre Ziel von I4RD ist es, die Bereitstellung von Flexibilität von industriellen Anlagen für Redispatch zu ermöglichen. Im Rahmen des Projekts werden daher alle notwendigen technischen, regulatorischen, wirtschaftlichen und organisatorischen Voraussetzungen für die Umsetzung der Redispatch-Anforderungen, das notwendige Zusammenspiel und die Optimierung/Steuerung zwischen TSO (Übertragungsnetzbetreiber) und DSO (Verteilnetzbetreiber) untersucht. I4RD ist das erste Projekt in Österreich, das alle relevanten Akteure zusammenbringt, um eine integrierte Lösung zu finden, etwa durch die Automatisierung und Optimierung der Industrie, einen Koordinationsprozess zwischen dem TSO und den DSOs zu etablieren, ein neuartiges Redispatch-Modul auf Basis standardisierter Anforderungen zu entwickeln und den Wert des neuen Ansatzes durch den Proof-of-Concept zu demonstrieren. Auf diese Weise wird I4RD ungenutzte Flexibilität von Industriekunden für die Bereitstellung von Redispatch unter Einhaltung der Anforderungen der DSOs genutzt.
Erwartete Ergebnisse und Erkenntnisse: I4RD wird die Redispatch-Prozesse sowie die damit verbundenen Tools für den Austausch technischer Beschränkungen zwischen dem TSO und den DSOs entwickeln. Zusätzlich wird I4RD das integrierte Redispatch-Konzept anhand von mehreren Demonstrationen bei verschiedenen Industrieanlagen, die im Verteilernetz angesiedelt sind, testen. Dadurch können Industriekunden mit unterschiedlichen Reifegraden der Automatisierungssysteme effizient angesprochen werden. Damit wird die Grundlage für das zukünftige Engagement verschiedener Industriesektoren gelegt. Eine Kosten-Nutzen-Analyse ermittelt die Wirtschaftlichkeit der jeweiligen Interessengruppen. Eine Skalierbarkeitsanalyse für die Interaktion zwischen TSO/ DSOs identifiziert die Auswirkungen auf das Verteilernetz, die durch ein groß angelegtes nachfrage- und angebotsseitiges Management für Redispatch im Übertragungsnetz eventuell verursacht werden, sowie die erforderlichen Informationsflüsse zwischen TSO und DSOs. Schließlich wird ein Leitfaden mit einer Schritt-für-Schritt-Anleitung für die Umwandlung eines konventionellen, bestehenden industriellen Energieversorgungssystems in ein flexibleres, stärker dekarbonisiertes, optimaler betriebenes System sowie die Richtlinien für den TSO-DSO-Koordinierungsprozess bereitgestellt.

Abstract

The flagship project Industry4Redispatch (I4RD) is designed as a key project within the model region NEFI – New Energy for Industry. I4RD will be the first NEFI project that develops innovative grid-supportive solutions enabling (i) the provision of flexibility from the demand and supply-side at distribution network level for redispatch and (ii) the demonstration of an online, predictive and holistic control concept for industrial energy supply systems, which optimizes a company’s market participation while assuring its energy supply. With this approach, the expected results will enable participation of industry in redispatch and help to boost technological development within the NEFI community, especially by contributing to the central NEFI-innovation fields through digitalization and flexiblization of the industry.
Initial situation, problem to solve and motivation to carry out the flagship project:
A growing need for redispatch is largely caused by the integration of intermittent renewable generation and progressive integration of highly meshed European networks and it is bound to increase in the future. The costs for redispatch for Austria have been rapidly increasing from 23 M€ in 2015 to 117 M€ in 2018.
Redispatch is a necessary measure for congestion management at the transmission system level in order maintain n-1 secure operation of the transmission system, well knowing that no critical operation conditions in the distribution grid must occur by industrial redispatch measures, well knowing that no critical operation conditions in the distribution grid have to occur by industrial redispatch measures and consequently it can be expected that in future also on distribution levels congestions are going to be managed by redispatch. Currently, in most cases flexibility from generation units is utilized for redispatch. The regulatory framework and the incentives are currently not attracting industrial customers to participate in redispatch and the available capability to shift power is small compared to current redispatch needs.
At the same time, the producing industry faces challenges such as achieving energy efficiency targets and adapting to the changing energy market. The current situation shows that a highly dynamic industrial plant operation is often not possible due to a lack of algorithms combining industrial process optimization with automated participation algorithms in the congestion management
Goals and level of innovation compared to the state of the art: The primary goal of I4RD is to enable flexibility provision from the demand and supply-side at distribution network level for redispatch. The project will assess all necessary technical, regulatory, economic and organisational requirements for the implementation of redispatch requirements, necessary interaction and optimization/control between TSO (transmission system operator) and DSOs (distribution grid operators). I4RD is the first project in Austria bringing all relevant stakeholders together to provide a global solution through the automation and optimization of the industry, setting up a coordination process between the TSO and the DSOs, developing a novel redispatch module based on standardized requirements and demonstrating the value of the new approach through the proof-of-concept. In this way, I4RD will integrate untapped flexibility from industrial customers for the redispatch provision while observing DSO requirements.
Expected results and findings: I4RD will develop redispatch service and processes and related tools for the exchange of technical restrictions between the DSOs and the TSO. In addition, I4RD will set up industrial demonstrators/virtual power plants (VPPs) at distribution system level to efficiently address industrial customers with control systems with different levels of maturity and lay the groundwork for the future engagement of different industrial sectors and flexibility volumes. A cost-benefit analyses determines the distribution of costs and benefits among the stakeholder groups. A scalability analysis for TSO-DSO interaction identifies the impact on the distribution system caused by large-scale demand and supply-side management for redispatch in the transmission system and required information flows between TSO and DSO. Finally, a guideline is provided including a step-by-step tutorial for transforming a conventional existing industrial energy supply system into a more flexible, more decarbonized, optimally operated one as well as the guidelines for the TSO-DSO coordination process.
