Klimaneutralitätsfahrplan der Pionier Kleinstadt Gleisdorf

Projektbeschreibung

Die Solarstadt Gleisdorf verfolgt bereits seit über 30 Jahren eine lange Tradition der Nutzung und Förderung erneuerbarer Energien. Aus ersten Initiativen kommunaler Akteure, wie AEE INTEC, Feistritzwerke und Stadtgemeinde selbst, entstand die höchste Solardichte Mitteleuropas, die Gleisdorf den Titel „Solarhauptstadt Europas“ verlieh. Gleisdorf ist seither Teil der KEM/KLAR Energieregion Weiz-Gleisdorf, e5 Gemeinde und Gründer der EnergieZukunft WEIZplus eGen (Reallaborinitiative).
Durch veränderte Rahmenbedingungen wie demografische Einflüsse, Unsicherheiten der energetischen Versorgungsicherheit und Wertschöpfungsabfluss durch fossile Energieträger entstehen auch Chancen der Transformation und Prozessoptimierung. In der Bestrebung die Gemeinde lebenswert und zukunftsfähig weiterzuentwickeln wurde 2022 mit dem Beschluss eines verbindlichen und selbstfinanzierten Klimaschutzplans ein Meilenstein erreicht. Gleisdorf setzt bei dessen Weiterentwicklung zu einem Klimaneutralitätsfahrplan auf den Ansatz „Vision, Strategie, Umsetzung, Monitoring“ bzw. einen wiederkehrenden Evaluierungs- und Verbesserungszyklus und ein mehrstufiges Forschungsdesign: Mission und Vision, Akteurseinbindung, Energie- & CO2e-Bilanzierung, Transformation von Strukturen und Abläufen in der Verwaltung, Wirkungsmonitoring und Maßnahmenplan.
Um die aktuellen Treibhausgasemissionen (292 GWh/a, 2020) bis 2040 auf netto null zu reduzieren werden Reduktionspotentiale, Absenkpfad und Einsparungsmaßnahmen identifiziert und um Aspekte der Klimawandelanpassung, Kreislaufdenken und Kohlenstoffsenken ergänzt. Die Verwaltungsabteilungen werden von der Klimaschutzkoordinatorin intensiv für den Prozess bzw. Klimaneutralität 2040 sensibilisiert und eingebunden, z.B. durch konkrete abteilungsspezifische Zielsetzungen für die nächsten Jahre. Kommunale Energiewende Pionieren aus der Verwaltung werden identifiziert und gemeinsam mit ihnen im e5-Team Ziele definiert und Maßnahmen gesetzt. Darüber hinaus werden Möglichkeiten identifiziert, um Private und Gewerbetreibende zu motivieren, im Bereich Klima- und Umweltschutz aktiv zu werden. Der Fokus liegt dabei auf Aktivitäten im Wirkungsbereich der Stadtgemeinde Gleisdorf sowie deren verbundener Unternehmen. Somit wird der bestehende Maßnahmenplan weiter konkretisiert und ein kurzfristiger und detaillierter Aktivitätsplans jeweils inkl. Ressourcen und Finanzierungsoptionen für unterschiedliche Zeiträume ausgearbeitet.
Gleisdorf wird als Vorreiter für resiliente, klimaneutrale und nachhaltige Stadtentwicklung durch transformative und soziale Innovationen und einem nachhaltigen Übergang zu einer erneuerbaren Energieversorgung vorangehen. Daher möchte Gleisdorf in diesem nächsten logischen Schritt – auch nach aus hin sichtbar – Pionier-Kleinstadt werden. Wissensaufbau und -transfer insbesondere für städtische Lernprozesse sind durch den Begleitprozess Mission „Klimaneutrale Stadt“ in das Gesamtkonzept eingebettet. Der Klimaschutzplan kann zum Klimaneutralitätsleitfaden weiterentwickelt und in Umsetzung bzw. Anwendung gebracht werden. Wichtig ist es dabei nicht nur monetär Effekte, sondern auch den Gewinn an Lebensqualität darzustellen bzw. langfristig zur Schaffung und Erhalt hochqualitativer Wohn-, Arbeits- und Wirtschafträume beizutragen.

Abstract

The solar city of Gleisdorf has a long tradition of using and promoting renewable energy for over 30 years. Initial initiatives by municipal players such as AEE INTEC, Feistritzwerke and the municipality itself resulted in the highest solar density in Central Europe, earning Gleisdorf the title of "Solar Capital of Europe". Since then, Gleisdorf has been part of the KEM/KLAR energy region Weiz-Gleisdorf, e5 municipality and founder of EnergieZukunft WEIZplus eGen (real laboratory initiative).
Changing framework conditions such as demographic influences, uncertainties regarding energy supply security and the outflow of value added from fossil fuels are also creating opportunities for transformation and process optimization. A milestone was reached in 2022 with the adoption of a binding and self-financed climate protection plan in an effort to further develop the municipality in a liveable and sustainable way. In its further development into a climate neutrality roadmap, Gleisdorf relies on the "vision, strategy, implementation, monitoring" approach and a recurring evaluation and improvement cycle and a multi-stage research design: mission and vision, stakeholder involvement, energy & CO2e balancing, transformation of structures and processes in administration, impact monitoring and action plan.
In order to reduce the current greenhouse gas emissions (292 GWh/a, 2020) to net zero by 2040, reduction potentials, reduction pathways and savings measures are identified and supplemented by aspects of climate change adaptation, circular thinking and carbon sinks. The administrative departments are intensively sensitized and integrated by the climate protection coordinator for the process and climate neutrality 2040, e.g. through concrete department-specific targets for the coming years. Municipal energy transition pioneers from the administration are identified and targets are defined, and measures set together with them in the e5 team. In addition, opportunities are identified to motivate private individuals and businesses to become active in the area of climate and environmental protection. The focus here is on activities within the sphere of influence of the municipality of Gleisdorf and its associated companies. The existing action plan will therefore be further specified and a short-term and detailed activity plan, both including resources and financing options for different time periods, will be drawn up.
Gleisdorf will be a pioneer for resilient, climate-neutral and sustainable urban development through transformative and social innovations and a sustainable transition to a renewable energy supply. In the next logical step, Gleisdorf would therefore like to become a pioneering small town - also visible beyond its borders. Knowledge development and transfer, particularly for urban learning processes, are embedded in the overall concept through the accompanying "Climate Neutral City" mission process. The climate protection plan can be further developed into a climate neutrality guideline and will be implemented and applied in the next step. It is important not only to show the monetary effects, but also the gain in quality of life and to contribute to the creation and preservation of high-quality living, working and economic spaces in the long term.
