Entwicklung und Umsetzung einer solidarischen Energiegemeinschaft

AUSGANGSLAGE
Das Erneuerbaren-Ausbau-Gesetz (EAG) erlaubt, Energie über Grundstücksgrenzen hinweg zu produzieren, speichern, verbrauchen und zu verkaufen - damit sind nun Energiegemeinschaften möglich. In Österreich sollen sie nicht nur die Energiewende unterstützen, sondern auch weitere ökologische, wirtschaftliche und sozialgemeinschaftliche Vorteile generieren. Mit Stand Mai 2022 sind in Österreich 14 Energiegemeinschaften in Betrieb und 34 in der Implementierungsphase. Explizit solidarisch ausgerichtete Energiegemeinschaften gibt es noch nicht. Diese könnten sozioökonomisch vulnerablen Gruppen die aktive Teilhabe an der Energiewende ermöglichen.

ZIELE UND INNOVATIONSGEHALT
Ziel des Projekts ist die pionierhafte Entwicklung einer solidarischen Energiegemeinschaft in der Stadt Graz. Die verschiedenen Möglichkeiten solidarischen Handelns (monetäre/nicht-monetäre Maßnahmen) in EEGs werden erörtert und im Rahmen des Projekts pilothaft erprobt. Mit dem Ziel den gemeinschaftlichen Eigennutzungsgrad zu optimieren und Solidarität auf unterschiedlichen Ebenen zu ermöglichen wird untersucht, wie unterschiedliche Gruppen optimal eingebunden werden können, und welche Auswirkungen sich durch die Zusammensetzung aus Produzent*innen, Prosument*innen und Konsument*innen sowie die Durchmischung bezüglich des sozioökonomischen Status der Mitglieder und hinsichtlich privatem / institutionellem Hintergrund ergeben.

ANGESTREBTE ERGEBNISSE BZW. ERKENNTNISSE
* Mindestens eine solidarische Energiegemeinschaft wird gegründet, durch partizipativ inklusive Organisationsentwicklung begleitet und dokumentiert

*Relevante Zielgruppen werden angesprochen und Erfahrungen für Kommunikation und Beteiligung abgeleitet. Der Prozess wird integral geführt und Methoden zur Partizipation von vulnerablen benachteiligten gemeinsam mit diesen auf Augenhöhe entwickelt, aufgezeigt und erprobt

*Solidarische Teilhabemodelle, Tarifmodelle und Maßnahmen werden entwickelt und getestet

*Beteiligungsmodelle und Vertragsvorlagen für Unternehmen, Mehrfamiliengebäude und Private zur Teilhabe bzw. Unterstützung von solidarischen Energiegemeinschaften werden erarbeitet

*Möglichkeiten von Sektorenkoppelung und Lastmanagement werden hinsichtlich Realisierungsmöglichkeiten und solidarischem Mehrwert überprüft und integriert

*Die Möglichkeiten solidarischer Finanzierungsmethoden wie Crowdfunding werden aufgezeigt und im Projekt exemplarisch erprobt

*Modelle für einen Österreich-weiten Roll-Out werden erarbeitet, der Roll-Out wird vorbereitet

*Leitfäden, Arbeitsmaterialen und Tools werden entwickelt und interessierten Gemeinschaften, Gemeinden und Wohnbauträgern zur Verfügung gestellt

Abstract

BASELINE
The Renewable Energy Expansion Act (EAG) allows energy to be produced, stored, consumed and sold across property boundaries - meaning that energy communities are now possible. In Austria, they are not only intended to support the energy transition, but also to generate further ecological, economic and social community benefits. As of May 2022, 14 energy communities are in operation in Austria and 34 are in the implementation phase. Explicitly solidarity-based energy communities do not yet exist. These could enable socio-economically vulnerable groups to actively participate in the energy transition.

GOALS AND INNOVATION
The aim of the project is the pioneering development of an energy community based on solidarity in the city of Graz. The different possibilities of acting in solidarity (monetary/non-monetary measures) in energy communities will be discussed and piloted within the project. With the aim of optimising the degree of collective self-use and enabling solidarity on different levels, it will be investigated how different groups can be optimally integrated and what effects result from the composition of producers, prosumers and consumers as well as the mixing with regard to the socio-economic status of the members and with regard to private/institutional background.

DESIRED RESULTS AND FINDINGS
* At least one solidarity-based energy community is founded, accompanied by inclusive participatory organisational development and documented.

*Relevant target groups are addressed and experiences for communication and participation are derived. The process is managed integrally and methods for the participation of socio-economically disadvantaged groups are developed, demonstrated and tested together with them.

*Solidarity-based participation models, tariff models and measures are developed and tested.

*Participation models and contract templates for companies, multi-family buildings and private individuals to participate in and support solidarity-based energy communities are being developed.

*Possibilities of sector coupling and load management will be examined and integrated with regard to realisation possibilities and solidarity-based added value.

*The possibilities of solidarity-based financing methods such as crowdfunding will be demonstrated and tested.

*Models for an Austria-wide roll-out will be developed, the roll-out will be prepared.

*Guidelines, working materials and tools are developed and made available to interested communities, municipalities and housing developers.
