Integrative Quartiersplanung – Enabler auf dem Weg zum Plus-Energie-Quartier

Projektbeschreibung

In bisherigen Untersuchungen auf nationaler und internationaler Ebene wurde das Thema der Stakeholderintegration als ein Erfolgsfaktor für Quartiersprojekte identifiziert. Ob, wie und von wem das Thema „Plus-Energie“ in solche Prozesse integriert wird oder integrierbar wäre, ist aber in keiner Studie direkt beleuchtet worden. Für Österreich liegen somit keine Erfahrungswerte zu Erfolgsfaktoren oder strukturellen Anforderungen an Planungsprozesse für die zukünftige Transformation von bestehenden und entstehenden Quartieren zu Plus-Energie-Quartieren, vor.
Im Rahmen dieses Projektes, wird daher eine Leitlinie für die Implementierung einer Koordinationsstelle (mit Fokus Sanierung) entwickelt, die auf Bundesländerebene (gegebenenfalls mit Adaptierungen) und regionaler Ebene anwendbar ist. Komplettiert wird diese Leitlinie mit Anhängen, in welchen der Konsultationsprozess und die Ergebnisse der Recherchen/Befragungen dokumentiert sind, sowie mit einem einfachen, allgemein gültigen Schema von Transformationsprozessen unter Berücksichtigung des Themas Plus-Energie. Das Projekt baut dabei auf Erfahrungen aus erfolgreich umgesetzten (Quartiers)Projekten und in der Anwendung von bestehenden Instrumenten / Organisationsstrukturen auf.
Ergebnis des Projekts ist eine Entscheidungsgrundlage, aus welcher ersichtlich ist, ob eine mögliche neue Koordinationsstelle für Plus-Energie-Quartiere eingerichtet oder ob ein bestehendes Instrument/Organisationsstruktur entsprechend adaptiert werden sollte, um die Transformation von bestehenden und entstehenden Quartieren zu Plus-Energie-Quartieren zukünftig zu erhöhen.

Abstract

In previous studies at national and international level, the issue of stakeholder integration has been identified as a success factor for neighbourhood projects. However, whether, how and by whom the topic of "Plus-Energy" is integrated into such processes or could be integrated, has not been directly examined in any study. For Austria, there are no empirical values on success factors or structural requirements for planning processes for the future transformation of existing and emerging neighbourhoods into plus-energy neighbourhoods.
Within the framework of this project, a guideline for the implementation of a coordination office (with a focus on renovation) will be developed, which can be applied at the provincial level (with adaptations if necessary) and at the regional level. This guideline is completed with appendices documenting the consultation process and the results of the research/surveys, as well as with a simple, generally valid scheme of transformation processes taking into account the topic of Plus-Energy. The project builds on experiences from successfully implemented (neighbourhood) projects and in the application of existing instruments / organisational structures.
The result of the project is a basis for decision-making that shows whether a possible new coordination office for plus-energy districts should be established or whether an existing instrument/organisational structure should be adapted accordingly in order to increase the transformation of existing and emerging districts into plus-energy districts in the future.
