Ein innovatives, energie-flexibles Plusenergiequartier – der Ortskern der Gemeinde Stanz

Projektbeschreibung

Ausgangssituation, Problematik und Motivation
Eine der zentralen Aufgaben einer Gemeinde wie Stanz im Mürztal ist es durch Innovationen in unterschiedlichen kommunalen Handlungsfeldern die Zukunftsfähigkeit und Lebensqualität der Gemeinde zu steigern und dadurch den Abwanderungs- und Schrumpfungsprozess zu stoppen. Dem Gemeinderat der e5-Gemeinde Stanz ist es gemeinsam mit engagierten BürgerInnen gelungen eine neue dörfliche Kultur zu schaffen, die vom Großteil der Bevölkerung getragen wird. Durch das Einbeziehen der relevanten Interessensgruppen werden Maßnahmen gesetzt, welche Stanz lebenswerter machen und gleichzeitig durch nachhaltige Energieversorgung und Wirtschaftsweise die lokale Wertschöpfung steigern. Beides ist Voraussetzung für eine langfristige Attraktivität als Lebensraum.

Ziele und Innovationsgehalt

Übergeordnetes Ziel ist es, ein „Best-Practice“ eines innovativen Plusenergiequartiers einer kleineren Gemeinde zu schaffen, das multiplizierbare Lösungen für Gemeinden mit ähnlichen Herausforderungen auf nationaler und internationaler Ebene anbietet.

Erstes Hauptziel ist, die derzeit bei etwa 30% befindliche Versorgung mit Erneuerbaren Energieträgern auf 100% zu erhöhen. Dies wird mit multiplizierbaren, innovativen Geschäftsmodellen zur Finanzierung und flexiblen Nutzung dieser Energieträger in einer strukturschwachen Gemeinde wie Stanz verknüpft, sowie in der Projektlaufzeit pilothaft umgesetzt. Parallel läuft die Optimierung und Erweiterung der örtlichen Energienetze (Wärme und Strom) im Ortskern sowie Lösungen zu deren intelligenten Nutzung.

Zweites Hauptziel ist Revitalisierung und Belebung des Ortskerns. Durch neue Ansätze des Flächensparens und verträgliche Nachverdichtung werden, aufbauend auf den bisherigen Aktivitäten der letzten beiden Jahre, in denen bereits das Gemeindezentrum saniert wird, verstärkt zentrale Bereiche für Wohnen und Wirtschaft genutzt. Die Verminderung des Energieverbrauches fokussiert auf die Sanierung einiger Bestandsgebäude und konkret des Neubaus des Musikvereins-Hauses im Rahmen des Demonstrationsprojekts Stanz+.

Neue Formen der Zusammenarbeit auf Energieversorgungsebene zwischen der Gemeinde Stanz und der sie umgebenden Region sowie Gemeinde-intern mit ihren BewohnerInnen, sowie neue Formen des zivilgesellschaftlichen Engagements ermöglichen ein nachhaltiges Wirtschaftswachstum und einen Multiplikatoreffekt für vergleichbare Gemeinden.

Angestrebte Ergebnisse und Erkenntnisse
• Errichtung und Flexibilisierung eines neuen Biomasse-Wärme- und Stromnetzes im Ortskern von Stanz. Einbindung von Wasser- und Windkraft sowie deren Stromüberschüsse in die Energieversorgung, gezielte Errichtung von Photovoltaik auf Dachflächen zur Erhöhung des Solaranteils
• Neubau Musikvereinshaus, Sanierung RAIKA; Neubauflächen platzsparend in Sonnenhanglage zentral neben dem Dorfplatz bereitstellen, entgegen dem Trend gute landwirtschaftliche Böden in Tallagen zu versiegeln, gezielte Verdichtung und Sanierung im Zentrum der Gemeinde
• Erarbeitung und Umsetzung neuer Energie-Nutzungs- und Finanzierungskonzepte für bestehende und neue Gebäude sowie Infrastruktur im zentralen Bereich der Gemeinde Stanz, mit dem Ziel einer 50%igen CO2-Emissions-Reduktion im Gebäudebestand
• Umsetzung neuer Geschäftsmodelle für Energieerzeugung, -verteilung und -nutzung als Beispiel für strukturschwache Gemeinden: Beteiligungs- und Finanzierungsmodelle (lokale Energiegemeinschaft, BürgerInnenbeteiligung) für neue Produkte und Dienstleistungen – „Rural Pioneers Community“

Abstract

One of the central tasks of a municipality such as Stanz / Mürztal is to increase the future viability and quality of life of the municipality through innovations in different municipal action areas and thereby stop the migration and shrinking process. The team of the e5 community of Stanz, together with committed citizens, has succeeded in creating a new village culture that is carried by the majority of the population. By including the relevant interest groups, measures are taken that make Stanz more livable and at the same time increase local value creation through sustainable energy supply and local economic management. Both are prerequisites for long-term attractiveness as a living space.

The main goal is to create a “best practice” for an innovative plus energy district in a smaller community that offers multiplicable solutions for communities with similar challenges at national and international level.

The first goal is to increase the supply of renewable energy sources, which is currently around 30%, to 100%. This is combined with multiplicable, innovative business and cooperation models for the financing and flexible use of these energy sources in a structurally weak community like Stanz, as well as being implemented on a pilot basis during the project duration. At the same time, the optimization and expansion of the local energy networks (heat and electricity) in the village center as well as solutions for their intelligent use.

The second goal is to reorganize and revitalize the town center. Through new approaches of saving space and compatible densification, building on the previous activities of the past two years, in which the community center is already being renovated, central areas for living and business will be used. The reduction in energy consumption focuses on the renovation of some existing buildings and specifically the new construction of the Musikverein house as part of the Stanz + demonstration project.

New cooperation on the energy supply level between the municipality of Stanz and the surrounding region and within the municipality with its citizens, as well as new forms of civic engagement enable sustainable economic growth and a multiplier effect for comparable municipalities.

Expected results
• Establishment of a new biomass district heating and electricity network in the center of Stanz also for the use of more energy flexibility. Integration of water and wind power and their excess electricity in the energy supply, targeted installation of photovoltaics on roof areas to increase the share of solar energy
• New Musikverein house, RAIKA building renovation; Providing new space on a sunny slope centrally next to the village square, contrary to the trend to seal good agricultural soils in valley locations, targeted re-densification and renovation in the center of the community
• Development and implementation of new tariff structures for energy use and financing concepts for existing and new buildings as well as infrastructure in the central area of the municipality of Stanz, with the aim of a 50% reduction in CO2-emissions of the building stock
• Implementation of new models for energy generation, distribution and use as innovative examples for structurally weak communities: Participation and financing models (local energy community, citizen participation) for new products and services - "Rural Pioneers Community"
