Wiener AAL TestRegion

Projektbeschreibung

Die Wiener AAL TestRegion, WAALTeR, berücksichtigt die demografischen, gesundheitspolitischen Herausforderungen sowie die allgegenwärtige Digitalisierung des Alltags und basiert auf aktuellen Wiener Konzepten. Um die hohe Lebensqualität zu erhalten und optimale leistbare Gesundheitsversorgung zu bieten, sind insbesondere die Zielgruppe der SeniorInnen und das Umstrukturierungspotential im Pflege- und Betreuungsbereich durch AAL Technologien interessant. WAALTeR basiert auf Ergebnissen (inter-)nationaler AAL Projekte. Die bisher entwickelten Produkte und Prototypen sind jedoch oft nicht in Systemlösungen integriert und verfügen über keinen Wirksamkeitsnachweis und keine nachhaltigen Geschäftsmodelle.
Um älteren Menschen ein selbstbestimmtes Leben im gewohnten Umfeld mit hoher Lebensqualität zu ermöglichen, entwickelt WAALTeR auf die Bedürfnisse der NutzerInnen zugeschnittene Servicepakete. Im Sinn von Empowerment und Partizipation werden den NutzerInnen, auf Basis der Social Practice Theory, Handlungsspielräume durch Angebote in den 3 Bereichen Soziale Integration, Sicherheit und Gesundheit plus Querschnittsthema Mobilität eröffnet. Damit werden Fähigkeiten und Motivation für ein aktives, selbstbestimmtes Leben gestärkt. Weiters werden durch die Förderung individueller Aktivität die persönliche Sicherheit und Gesundheit erhöht und die soziale Integration, gesellschaftliche Teilhabe sowie Selbstbestimmtheit gefördert.
WAALTeR adressiert aktive NutzerInnen (Go Gos & Slow Gos) in heterogenen Wohn- und Betreuungsformen im urbanen Umfeld und unterstützt sie im Kontext ihres physischen und sozialen Umfelds (Vertrauenspersonen, Pflege & Betreuung, soziales Konstrukt „Stadt“ etc.). 100 Wiener Testhaushalte werden mit einer integrierten Tablet-Systemlösung und ergänzenden AAL Services und Technologien (Indoor-Sturzerkennung, Nachbarschaftsnetzwerk, Telemedizin etc.) ausgestattet. Gemeinsam mit 40 Kontroll-Haushalten sind sie Teil der empirisch-experimentellen Evaluierungs-Studie, in der über einen Zeitraum von 18 Monaten folgende Fragestellungen untersucht werden: 1) Welchen Einfluss hat die Intervention auf Mobilität, soziale Integration, Sicherheit und Gesundheit im Alter? 2) Wie sieht die notwendige Ausgestaltung der Servicepakete und der technischen Lösungen für die Zielgruppe aus? 3) Wie werden die Ergebnisse in Pflege- und Betreuungskonzepten und -prozessen verankert? 4) Welcher Nachnutzungs- und Geschäftsmodelle bedarf es für einen weiteren Einsatz?
Die NutzerInnen werden über den gesamten Projektverlauf aktiv eingebunden: Sie werden in interaktiven Info-Cafés, über lokale Medien, Nachbarschaftsnetzwerke und die Sozialdienstleister informiert und rekrutiert. Sie sind als BotschafterInnen der Ergebnisse an der Dissemination beteiligt. Relevante Stakeholder (politische EntscheidungsträgerInnen sowie die WAALTeR Beiratsmitglieder) sind ebenfalls über die gesamte Projektdauer involviert und agieren als MultiplikatorInnen für die Nachnutzung der Ergebnisse.
Das Konsortium hat alle relevanten Kompetenzen für anwendungsorientierte Forschung mit starkem Fokus auf Evaluierung und Nachnutzung und gewährleistet die Verankerung der Ergebnisse bei den Sozialdienstleistern, in der Produktentwicklung, sowie in der strategischen Weiterentwicklung bestehender Konzepte und Strategien der Smart City Wien.

Abstract

The Wiener AAL Test Region, WAALTeR, addresses demographic and health political challenges, the omnipresent digitalisation of today’s society and rests upon Viennese current concepts. To maintain the high quality of life and supply an optimal and affordable health care delivery system senior citizens and the restructuring potential of health care through AAL solutions are identified. WAALTeR builds upon experience and results of national and international AAL projects, in which AAL prototypes and products were developed. These solutions, however, have often been tested without integration in existing care processes, and thus lack to prove the aspired increase in efficiency and fail to provide sustainable business models. WAALTeR develops an integrated system solution based on existing products and prototypes. These solutions are combined to flexible service packages in order to enable an independent, self-determined life for elderly people in their usual environment. Based on the principles of empowerment and participation and the Social Practice Theory, WAALTeR offers scopes of action in 3 integrated service packages (social integration, security and health) interlinked with the cross-sectorial theme of mobility. By supporting the users regarding their individual activity, personal security and health needs, WAALTeR increases their abilities and motivation and enables them to live a more active and self-determined life. Additionally, social integration and participation in public life is improved. WAALTeR addresses active elderly users (go gos & slow gos) in heterogeneous housing- and care formats in an urban environment. The users are supported in the context of their physical and social environments (persons of trust, care and support, city as a social entity). To demonstrate the feasibility and efficacy of the approach, 100 Viennese households are equipped with an integrate system solution involving a tablet computer and additional smart home AAL services and technologies (indoor fall detection, mobile emergency call etc.). Together with a control group of 40 households they are part of an 18 month lasting empiric-experimental evaluation study focusing on 4 research questions: (1) How does the provision of AALs services and technologies influences the users’ mobility, social integration, security and health status? (2) How should integrated services packages be composed to address the needs of the different stakeholders? (3) How can the results be embedded in future care/supporting concepts and processes? (4) Which replication and business models are needed for further use and sustainable implementation? Users are actively involved during the entire project. They are informed and recruited as evaluation par-ticipants in interactive info-cafés, through local media and neighbourhood networks, as well as by the social services providers. Users are also involved in the project dissemination as ambassadors of the achieved results. Also, key stakeholders (e.g. political decision makers, the WAALTeR advisory board) are involved during the entire project and act as advisors and multipliers. The project team covers all relevant competences for applied research with focus on evaluation and market implementation and ensures the consideration of the results by the social service providers and in product development. The results are considered in the further development of existing strategic concepts and strategies of the Smart City Wien.
