Masterplan: "Weiz lebt Klimaschutz!"

Projektbeschreibung

Angesichts der steigenden Bedrohung durch den Klimawandel und der kommunalen Verantwortung für eine nachhaltige Entwicklung arbeitet die Stadtgemeinde Weiz seit Jahren an der Umsetzung von Maßnahmen zur Reduktion dieser Bedrohungen. Aufrund dieser jahrzehntelangen Erfahrung in erneuerbaren Energien, Energieeffizienz und Klimawandelprojekten ist Weiz Vorreiter. Trotz bisheriger Erfolge erkennt die Gemeinde die zunehmende Klimakrise und beteiligt sich seit 2014 am Covenant of Mayors bzw. hat bereits 2019 den ersten Energie-Aktions-Plan (Sustainable Energy und Climate Action Plan) im Gemeinderat beschlossen, sowie dahingehend einen e5 SECAP Prozess implementiert.

Weiz strebt durch den Klimaneutralitätsfahrplan Erfolge in den Bereichen Dekarbonisierung, Energieeffizienzsteigerung, erneuerbare Energien und Wissensaufbau an. Ziel ist, eine Vorreiterrolle als Pionier-Stadt in infrastruktureller, wirtschaftlicher und sozialer Transformation zu übernehmen, die Resilienz zu stärken und Quartiere sowie Gebäude klimaneutral zu gestalten. Herausforderungen in Weiz umfassen vor allem auch den Sektor Mobilität, wie die Transformation des fossilen Individualverkehrs, in dem auch Potentiale wie Energieeffizienz durch Elektrifizierung, liegen. Genauso fordernd ist der Industriebereich, auf den man als Gemeinde im Sinne des Erhalts des Wirtschaftsstandorts nur bedingt Einfluss nehmen kann bzw. Forderungen stellen kann. Im Industriebereich wird eine Elektrifizierung nicht ausreichen, es gilt genauso wie bei der Bevölkerung, Angebote zu schaffen (On-Demand Systeme für die letzte Meile (Güter und Personen), Energiegemeinschaften, zentrale und ökologische Wärme- und Gasversorgung).
Der Klimaneutralitätsfahrplan wird entsprechend den zuvor dargestellten Rahmenbedingungen folgende Teilbereiche umfassen:

• Update der SECAP-Strategie inkl. Stakeholderprozess und Einbindung aller relevanten Akteur:innen in das kommunale e5-Team
• Update und Erhebung des Emissionsinventars
• Maßnahmenplan zur Klimawandelabschwächung und Klimawandelanpassung
• Update des MASTERPLAN: „WEIZ LEBT KLIMASCHUTZ!“ – SECAP (Ziel: Klimaneutralität 2040)

Die Beteiligung aller relevanten Akteur:innen und geschlechterspezifischen Aspekte werden in Planung, Zielformulierung und Maßnahmenintegration berücksichtigt. Dies unterstreicht das Engagement für Geschlechtergerechtigkeit und erhöht die Effektivität der geplanten Aktivitäten.
Die bisherigen Erfahrungen in Weiz bieten Einblicke in Bemühungen zur CO2-Reduktion einer österreichischen Pionier-Kleinstadt. Dabei liegt die Herausforderung in der erfolgreichen Umsetzung von anerkannten und akzeptierten, aber auch ambitionierten und innovativen Maßnahmen. Das Expert:innenteam bringt breite Fachkompetenzen und Erfahrungen ein und verfügt nicht nur über technische Kenntnisse, sondern auch über organisatorische und soziale Kompetenzen.

Weiz beteiligt sich aktiv am Klimabündnis, e5-Programm und Covenant of Mayors und wird seinen Teil zu den EU- und Landeszielen beitragen. Die Stadtgemeinde Weiz strebt nicht nur CO2-Reduktion an, sondern setzt auch innovative Ziele in verschiedenen Bereichen, wie der Integration von Anpassungsmaßnahmen, als wesentlicher Erfolgsfaktor. Der Klimaneutralitätsfahrplan, ist entscheidend für eine nachhaltige Entwicklung und einen zukünftigen Wettbewerbsvorteil sowie das Erreichen der Klimaziele 2040, durch eine unabhängige, preisstabile und lokale Energieversorgung.

Abstract

Due to the increasing threat posed by climate change and the responsibility for sustainable development, the municipality of Weiz has been working for years to implement measures to reduce these threats. Thanks to decades of experience in renewable energies, energy efficiency and climate change projects, Weiz is a pioneer. Despite previous successes, the municipality recognizes the increasing climate crisis and has been participating in the Covenant of Mayors since 2014 and has already passed the first energy action plan (Sustainable Energy and Climate Action Plan) in the municipal council in 2019, as well as implementing an e5 SECAP process to this end.

Weiz is striving for success in the areas of decarbonization, increasing energy efficiency, renewable energies and knowledge building with its climate neutrality roadmap.
The aim is to take on a pioneering role as a small town in infrastructural, economic and social transformation, to strengthen resilience and to make neighborhoods and buildings climate-neutral. Challenges in Weiz primarily include the mobility sector, the transformation of the current fossil-based private transport, which also offers potential, such as energy efficiency through electrification. Equally challenging is the industrial sector, on which the municipality can only exert limited influence or make demands in terms of remaining a strong economic location. Electrification will not be enough in the industrial sector, just as with the population, it is necessary to create offers (on-demand systems for the last mile (goods and people), energy communities, central and ecological heat and gas supply).
The climate neutrality roadmap will include the following sub-areas in accordance with the framework conditions described above:

• Update of the SECAP strategy incl. stakeholder process and involvement of all relevant players in the municipal e5 team
• Update and survey of the emissions inventory
• Action plan for climate change mitigation and adaptation
• Update of the MASTERPLAN: "WEIZ LIVES CLIMATE PROTECTION!" - SECAP (goal: climate neutrality by 2040)

The participation of all relevant actors and gender-specific aspects are taken into account in planning, formulating objectives and integrating measures. This underlines the commitment to gender equality and increases the effectiveness of the planned activities.

The experiences to date in Weiz offer insights into the CO2 reduction efforts of a pioneering Austrian small town, where the challenge lies in the successful implementation of recognized and accepted, but also ambitious and innovative measures. The team of experts brings a wide range of expertise and experience and has not only technical knowledge, but also organizational and social skills.

Weiz actively participates in the Climate Alliance, e5 program, Covenant of Mayors, and will contribute its share to the EU and national targets. The municipality of Weiz not only strives to reduce CO2 emissions, but also sets innovative targets in various areas, such as the integration of adaptation measures, as a key success factor. The climate neutrality roadmap, integrated into the e5 SECAP process, is crucial for sustainable development and a future competitive advantage through an independent, price-stable and local energy supply. Weiz is setting itself ambitious targets for climate neutrality by 2040, not only through technological measures, but also through awareness-raising, integrative and social activities.
