Otto Wagner Areal: Zukunftsfitte Transformation vom Spital zum NEB-Quartier

Projektbeschreibung

Das Otto Wagner Areal (OWA) soll in den kommenden Jahren eine substanzielle Transformation erfahren. Nach mehr als einem Jahrhundert klinischer Nutzung soll das von Otto Wagner entworfene, denkmalgeschützte Ensemble zu einem zukunftsweisenden und innovativen Standort für Wissenschaft, Bildung, Kunst und Kultur, Soziales, Gesundheit und Tourismus transformiert werden.
Für den Erfolg dieser Transformation wurden in den vergangenen Jahren bereits wichtige Grundlagen geschaffen. Das Projekt schafft nun im Rahmen eines interdisziplinären Prozesses die Möglichkeit einen weiteren, entscheidenden Schritt zur Entwicklung eines NEB-Quartiers zu machen. Das Otto Wagner Areal und dessen gelungene Transformation soll zu einem Vorbild und zu einer Inspiration für andere Städte bei der klimafitten Weiterentwicklung und Aufwertung von Bestandsquartieren werden.

Zur Umsetzung kommt ein dialogorientiertes Prozessdesign in dessen Zentrum die Umsetzung von interdisziplinär zusammengesetzten Expert-Foren stehen. In diesen wird an der Entwicklung von quantitativen und qualitativen Planungszielen anhand der Grundwerte Ästhetik – Nachhaltigkeit – Inklusion sowie an einer Vision zur Umsetzung des NEB Quartiers Otto Wagner Areal anhand der Arbeitsprinzipien Partizipation – Transdisziplinarität – Skalierbarkeit gearbeitet.
Ein besonderes Asset besteht in der Verfügungsgewalt der OWA Revitalisierung GmbH über alle 34 Pavillions, den Grün- und Freiraum sowie über die technische Infrastruktur. Daraus ergeben sich außergewöhnliche Hebel und Handlungsspielräume für Innovation, Urban Prototyping, Regulatory Sandboxes und Pilotvorhaben. Ergebnisse des Projektes können unmittelbar durch die im Projektteam vertretene Entwicklungsgesellschaft in die weiteren Entwicklungsschritte implementiert werden. Die OWA Revitalisierung GmbH als Eigentümerin im öffentlichen Besitz kann durch die Vorbereitung von innovativen Instrumenten und Lösungen im Rahmen des Projektes eine Vorbildrolle übernehmen bzw. durch das Aufzeigen von Lösungen die Investitionsrisken von Privaten reduzieren und deren Investitionsneigung steigern. Wissenstransfer, Synergieeffekte und ein hoher Innovationsgehalt des Vorhabens werden darüber hinaus durch die Nutzung von Lern- und Kooperationspotentialen mit Innovationslaboren, wie bspw. dem Programm „Stadt der Zukunft“ des österreichischen Bundesministerium für Klimaschutz, Umwelt, Energie, Mobilität, Innovation und Technologie (BMK) sichergestellt.

Mit der Entwicklung präziser quantitativer und qualitativer Planungsziele sowie einer Umsetzungsstrategie inkl. Finanzierungs- und Zeitplan für das NEB Quartier OWA wird nicht nur ein Rahmen für die weitere Transformation und Entwicklung des OWA geschaffen, es werden darüber hinaus auch wichtige Erkenntnisse für die notwendige Transformation von Bestandsgebieten und Bestandgebäuden in anderen Städten gewonnen. Neben (1) Fragen der Dekarbonisierung und der thermisch-energetischen Ertüchtigung gehören dazu insbesondere auch die Themen (2) neue Formen der Nutzungsmischung bzw. innovative Formen der Mehrfachnutzung, (3) die Neuinterpretation und den Bedürfnissen einer vielfältigen Stadtgesellschaft entsprechende Gestaltung von Grün- und Freiflächen sowie (4) die Aneignung und die Forcierung von Ownership-Prozessen, um Quartiere zu vollwertigen Teilen einer Stadt zu machen.

Abstract

The Otto Wagner Area (OWA) is about to experience a substantial transformation in the upcoming years. After more than a century of clinical use, the listed ensemble designed by Otto Wagner is to be transformed into a trend-setting and innovative location for science, education, art and culture, social affairs, health and tourism.
Important foundations for the success of this transformation have already been laid in recent years. The project now creates the opportunity to take a further, decisive step towards the development of the Otto Wagner Areal into a New European Bauhaus (NEB) inspired neighbourhood. The goal is to set an inspiring example for other cities in the climate-friendly development and upgrading of existing quarters.

A dialogue-oriented process design is being implemented, with interdisciplinary specialist forums at its heart. These forums will work on the development of quantitative and qualitative planning objectives that are on the one hand in line with the core NEB values "aesthetics - sustainability - inclusion" and on the other hand based on the NEB working principles "participation - transdisciplinarity - scalability". Besides the (1) issues of decarbonisation as well as thermal and energy efficiency upgrading, special attention will be paid to the following topics: (2) innovative forms of functional mixed- and multiple use, (3) the reinterpretation and design of green and open spaces in line with the needs of a diverse urban society and (4) the appropriation and promotion of ownership processes to turn neighbourhoods into fully-fledged parts of a city.

A special asset of the project is the ownership structure of the site. All thirty-four pavilions as well as the green and open spaces and the technical infrastructure are administered by the publicly-owned „Otto Wagner Areal Revitalisierung GmbH“ (OWA GmbH). This guarantees extraordinary leverage and room for manoeuvre with regard to innovation, urban prototyping, regulatory sandboxes and pilot projects. What is more, the results of the project can be directly implemented by the development company represented in the project team. The OWA GmbH can set an example by preparing innovative instruments and solutions as part of the project and in the course of this also reduce the investment risks for private individuals and increase their willingness to participate in the development of the site. Knowledge transfer, synergy effects and a high degree of innovation are inter alia ensured by collaboration with innovation laboratories such as the "City of the Future" programme of the Austrian Ministry for Climate Action and Energy.

The development of quantitative and qualitative planning objectives as well as an implementation strategy including a financing plan and timetable will not only create a framework for the further transformation and development of the area, but also provide scalable insights that are highly relevant for the transformation of existing areas and buildings in cities beyond the site itself.
