Technische Weiterentwicklung und Konsolidierung der Nationalen Schaden- und Ereignisdatenbank für Österreich (CESARE)

Projektbeschreibung

In Österreich erfassen aktuell eine Vielzahl an Institutionen und Organisationen Daten über Schäden durch Katastrophen und Naturgefahrenereignisse sowie deren Auswirkungen. Dies ist eine wesentliche Basis und Datenschatz, welcher jedoch auf unterschiedlichen Bedarfen und verschiedenen Systemen beruht. Eine konsistente und kuratierte Schaden- und Ereignisdatenbank auf nationaler Ebene, welche verschiedenste Gefährdungsereignisse und Schaddaten als ‘one-stop-shop’ erfasst, gibt es allerdings bislang nur als Demonstrationssystem, welches das Ergebnis des FFG geförderten Projektes CESARE ist, aber noch nicht als operationelles System.

Das Projekt "CESARE+PLUS" soll die technische und inhaltliche Weiterentwicklung der gleichnamigen Schaden- und Ereignisdatenbank hin zu einem operationellen System fördern. Im Rahmen dieses Projektes wird zum einen die Erweiterung und Vervollständigung der Datenbasis angestrebt. Des weiteren wird die Weiterentwicklung des Demonstrators auf ein Produktivsystem durchgeführt.

Dies geschieht mit Fokus auf Optimierung der Datenhaltung, Verbesserung von Nutzer:innenfreundlichkeit, Stabilität und Performance. Darüber hinaus wird eine moderne Nutzerverwaltung aufgebaut und regelmäßige Backups und Monitorings der Datenbank etabliert.

Abstract

In Austria, a variety of institutions and organizations currently collect data on damage caused by disasters and natural hazards, as well as their impacts. This is a valuable resource, but it is based on different needs and systems. A consistent and curated damage and event database at the national level, which captures a wide variety of hazard events and damage data as a ‘one-stop-shop’, has so far only existed as a demonstration system, the result of the FFG-funded CESARE project, but not as an operational system.

The "CESARE+PLUS" project aims to promote the technical and content development of the damage and event database CESARE into an operational system. Within the framework of this project, the expansion and completion of the database is one of the goals. In addition, the development of the demonstrator into a production system will be carried out.

This will be done with a focus on optimizing data storage, improving user-friendliness, stability, and performance. In addition, a modern user management will be established and regular backups and monitoring of the database will be established.
