Shared Mobility durch evidenzbasierte Steuerung katalysieren

Projektbeschreibung

Shared Mobility in Österreich umfasst ein vielfältiges Spektrum neuer Mobilitätsoptionen, charakterisierbar nach Merkmalen wie etwa Geschäftsmodellen, Modi, etc. Dennoch besteht bislang - räumlich und nach Shared Mobility Variante differenziert - begrenzte Marktreichweite.
Fehlende Daten und standardisierte Erhebungs- und Bewertungsverfahren für Wirkungen von Shared Mobility erschweren die Wirkungsanalyse. Ergebnisse sind daher häufig nur schwer übertragbar. Zudem wurden Shared Mobility Varianten bisher in unterschiedlichem Ausmaß untersucht, sodass zu einigen Varianten kaum Evidenzen vorliegen. Grundlagen für eine evidenzbasierte Steuerung der Shared Mobility sind somit bislang nicht gegeben.
Gleichzeitig bestehen hohe Erwartungen an Shared Mobility hinsichtlich inter- und multimodalem Verkehrsverhalten und zur Loslösung vom eigenen PKW. Dies deutet darauf hin, dass viel ungenutztes Potential in der Verbreitung und Nutzung von Shared Mobility besteht. Um dieses Potential auszuschöpfen und positive Effekte zu katalysieren, bedarf es strategischer evidenzbasierter Steuerung.
Im Bereich der Shared Mobility zeigt sich in Österreich nicht zuletzt durch vielfältige Geschäfts- und Organisationsmodelle ein komplexes Netzwerk an Akteur:innen. Diese Akteur:innen wirken mit unterschiedlichen Motivationen und Einflussbereichen auf die Umsetzung und Verbreitung von Shared Mobility in Österreich. Diese Akteurskonstellationen gilt es zu verstehen und Schlüsselakteur:innen zu identifizieren, um Ansatzpunkte für die strategische Steuerung zu erkennen.
Um die Potentiale von Shared Mobility auszuschöpfen, zielt CATMOBIL daher darauf ab,
- eine höhere Vergleichbarkeit der Wirkungsanalysen durch standardisierte methodische Vorgehensweisen für Erhebung und Bewertung von Effekten zu erzielen
- ein umfassenderes Abbild und Verständnis der Effekte der Shared Mobility durch optimierte und an die Charakteristiken der Shared Mobility angepasste Indikatoren sowie Betrachtung von Wechselwirkungen zu erlangen
- positive Effekte der Shared Mobility durch die Betrachtung im Wechselspiel mit anderen Maßnahmen im Sinne von Push & Pull zu katalysieren und Gelegenheitsfenster für erfolgreiche Etablierung und Verbreitung zu bilden
- die Komplexität der Akteurszusammensetzung unterschiedlicher Shared Mobility Varianten zu verstehen und Schlüsselakteur:innen zu identifizieren als Voraussetzung für zielgerichtete Steuerung

Abstract

Shared Mobility in Austria comprises a diverse spectrum of new mobility options, which can be characterised according to features such as business models, modes, etc. Nevertheless, the market reach - differentiated spatially and by shared mobility variant - has been limited so far.
A lack of data and standardised survey and evaluation procedures for the effects of shared mobility make impact analysis difficult. Results are, therefore, often difficult to transfer. In addition, shared mobility variants have been studied to different extents so far, so only some evidence is available for some variants. Thus, there is no basis for an evidence-based governance of Shared Mobility.
At the same time, there are high expectations of Shared Mobility regarding inter- and multimodal transport behaviour and detachment from the private car. This indicates a lot of unused potential in the diffusion and usage of Shared Mobility. Strategic, evidence-based governance is needed to exploit this potential and catalyse positive effects.
In Shared Mobility, a complex network of actors is evident in Austria, not least due to diverse business and organisational models. These actors have different motivations and spheres of influence on the implementation and diffusion of Shared Mobility in Austria. Understanding these actor constellations and identifying critical actors is essential to recognise starting points for strategic control.
To exploit the potentials of Shared Mobility, CATMOBIL therefore aims at
- achieving a higher comparability of impact analyses through standardised methodological procedures for the collection and evaluation of effects
- obtaining a more comprehensive picture and understanding of the effects of Shared Mobility through optimised indicators adapted to the characteristics of Shared Mobility and consideration of interactions
- catalysing positive effects of Shared Mobility by considering its interplay with other measures in the sense of push and pull and creating windows of opportunity for successful establishment and dissemination
- understanding the complexity of the composition of actors in different Shared Mobility variants and identifying key actors as a prerequisite for targeted steering.
