Anpassungen im Innovationsökosystem im Bereich der regulatorischen Rahmenbedingungen

Projektbeschreibung

Österreich hat bereits mit Programmen wie „Smart Cities Initiative“, „Pionierstädte“, usw. im Rahmen von nationalen und EU-Projekten einen wichtigen Schritt gesetzt, um die Innovationskraft der Städte hin zur Klimaneutralität zu fördern und zu stärken. Anpassungen und Veränderungen der regulatorischen Rahmenbedingungen, um diesen Transformations-Prozess weiter voranzutreiben, sind hier der nächste logische Schritt zur Zielerreichung bis 2040.
Die städtische Verwaltung und Politik handeln heute mehr denn je im Spannungsfeld gesetzlicher und finanzieller Vorgaben von Bund und Ländern, der Erwartungen ihrer Bewohner:innen und lokalen Unternehmen. Unterschiedliche übergeordnete Ebenen geben viele der derzeitigen und zukünftigen Rahmenbedingungen für die Erreichung (städtischer) Klimaneutralität vor. All diese - oft widersprüchlichen - Interessen und Vorgaben zu berücksichtigen stellt die Städte vor Herausforderungen.

Das Projekt soll aufzeigen, welche zentralen Gesetze, Verordnungen, Standards etc. die Zielerreichung der Klimaneutralität von Städten, insbesondere in den Bereichen Energie und Gebäude sowie Mobilität, erschweren bzw. innovative Lösungen blockieren. Es wird untersuchen und aufzeigen welche übergeordnete Governance im Sinne von
• Regularien (Gesetze, Verordnungen)
• Kompetenzverteilungen
• Normen und Standards
• Gesellschaftlichen und verwaltungstechnischen Wertehaltungen
• Verfügbaren Ressourcen (finanziell, technologisch, Knowhow, Personal, Datenverfügbarkeit)
• etc.
die Zielerreichung der Klimaneutralität von österreichischen Städten, insbesondere in den Bereichen Energie und Gebäude sowie Mobilität erschweren bzw. innovative Lösungen blockieren.
Die Identifikation fördernder Rahmenbedingungen in anderen Städten erfolgt insbesondere anhand der Analyse von internationalen Best-Practice Beispielen hinsichtlich Zielsetzung, Zielerreichung, Methodik und Einbindung von Wirtschaft und Bevölkerung in den Veränderungsprozess werden hinsichtlich ihrer Übertragbarkeit auf Österreich untersucht.

Die Erkenntnisse fließen in die publizierbare Studie mit übersichtlicher graphischer Darstellung der wesentlichen regulatorischen Bestimmungen ein. Handlungsempfehlungen zu nötigen Rahmenbedingungen und Änderungsbedarfen werden in Form einer Matrix erarbeitet.

Abstract

Austria has already taken an important step with programs such as "Smart Cities Initiative", "Pioneer Cities", etc. within the framework of national and EU projects to promote and strengthen the innovative power of cities towards climate neutrality. Adjustments and changes to the regulatory framework to further drive this transformation process are the next logical step here to achieve the goal by 2040.
Today, more than ever before, municipal administrations and policymakers act in the context of conflicting legal and financial requirements from the federal and state governments, the expectations of their residents, and local businesses. Different superordinate levels set many of the current and future framework conditions for achieving (urban) climate neutrality. Taking all these - often contradictory - interests and requirements into account poses challenges for cities.

The innovation ecosystem needs to be driven forward, especially in the area of regulatory frameworks. This requires knowledge of the need for change and adaptation in the innovation ecosystem.

The project will identify which key laws, regulations, standards, etc. impede or block innovative solutions to achieve the goal of climate neutrality for cities, especially in the areas of energy and buildings as well as mobility. It will investigate and show which overarching governance in terms of
- regulations (laws, ordinances)
- distribution of competencies
- norms and standards
- Societal and administrative value systems
- Available resources (financial, technological, know-how, personnel, data availability)
- etc.
make it difficult for Austrian cities to achieve their climate neutrality goals, especially in the areas of energy and buildings as well as mobility, or block innovative solutions.
The identification of supporting framework conditions in other cities is carried out in particular on the basis of the analysis of international best practice examples with regard to goal setting, goal achievement, methodology and involvement of business and the population in the change process are examined with regard to their transferability to Austria.

The findings are incorporated into a publishable study with a clear graphical presentation of the key regulatory provisions. Recommendations for action regarding the necessary framework conditions and the need for change are developed in the form of a matrix.
