Innovationslabor der Region Weizplus für räumliche Energiedaten, innovative Finanzierungsmodelle und Wissensmanagement

Projektbeschreibung

Die Region WEIZplus besteht aus 41 zusammenhängenden Gemeinden (die 31 Gemeinden des politischen Bezirks Weiz sowie zehn umliegende Gemeinden), wovon alle Gemeinden am Klima- und Energie-Modellregionen Programm (KEM) des österreichischen Klima- und Energiefonds in insgesamt sieben KEMs teilnehmen. Der Energieverbrauch der Region mit ca. 120 000 Einwohner:innen, über 5 000 Betrieben (davon mehr als 100 Industrieunternehmen) und 40 000 Beschäftigten in Gewerbe, Handwerk und Industrie liegt bei rund 3,9 TWh, wovon aktuell nur 35 % aus erneuerbaren Ressourcen stammen. Die überwiegende Versorgung mit fossilen Energieträgern führt zu einem jährlichen Verlust regionaler Wertschöpfung von 200 Mio. €. Die Sondierungsphase „Reallabor WEIZplus“ hat gezeigt, dass eine Versorgung der Region zu 100 % mit erneuerbaren Energieträgern möglich ist, insbesondere mit lokalen und regionalen Ressourcen. Darüber hinaus wurde ein Energieeinsparpotenzial von 25% identifiziert, das durch ein breites Maßnahmenbündel realisiert werden kann.
Das Innovationslabor EnergieRaumLabor wird als nicht-wirtschaftlich genutztes und geführtes Innovationslabors gegründet, um die Transformation des Energiesystems in der Region WEIZplus proaktiv und selbstbestimmt voranzutreiben. Ein genossenschaftliches Modell eignet sich ideal, um die unterschiedlichsten Stakeholdergruppen in der Region gezielt einzubinden und für jede dieser Gruppen Mehrwert und Nutzen in den unterschiedlichen Innovationsvorhaben zu erzeugen.
Ein wichtiger Beweggrund für den Aufbau und Betrieb eines Innovationslabors besteht darin, den zentralen Akteursgruppen des regionalen Innovationsökosystems, wie Gemeinden, KEM, Partnerbetriebe der Industrie und KMUs, Energieversorger und Netzbetreiber und vor allem die regionale Bevölkerung eine übergeordnete Anlauf-, Informations-, Wissens- und Vernetzungsdrehscheibe zu bieten.
Die Betriebsstrategie des Innovationslabors besteht darin, entlang der Zielsetzung der regionaltypischen Lösung gezielt Projekte entstehen zu lassen, Akteur:innen zusammenzubringen, Wissens- und Innovationsmanagement zu betreiben sowie marktreife Produkte, Systeme und Dienstleistungen zu generieren. Die Planung und Steuerung erfolgt für die Region anhand des erstellten übergeordneten Energieversorgungskonzeptes, das ähnlich einem zellularen Energiesystem regelmäßig und rasch an veränderte Rahmenbedingungen und Entwicklungen angepasst werden kann. Die Verfügbarkeit und Nutzbarkeit von Daten, insbesondere von energierelevanten Daten ist für das Innovationslabor von hoher Relevanz - sei es für Implementierung von Energieraumplanung (kommunal und interkommunal), die Durchführung eines Wirkungsmonitorings für konkrete Umsetzungen oder das datengestützte Monitoring der Zielerreichung (klimaneutrale Energieversorgung).
Das Ziel des Innovationslabors EnergieRaumLabor ist die proaktive Förderung von Innovationen zur Transformation des Energiesystems. Gemeinsam mit den Akteur:innen werden Forschungsbedarfe identifiziert, Forschungskooperationen aufgebaut und Leuchtturmprojekte vorbereitet und begleitet. Zudem werden innovative Finanzierungsmodelle entwickelt, um (regional) verfügbares Kapital in den Wandlungsprozess umzuleiten und so die Transformation des Energiesystems im Fokusgebiet sowie die Reduktion der Treibhausgasemissionen auf (Netto-)Null zu erreichen.

Das Innovationslabor wird die regionale Energiewende somit signifikant beschleunigen und die Region WEIZplus dabei unterstützen zu einer Vorzeigeregion in ganz Österreich zu werden. Darüber hinaus wird es maßgeblich zur Erreichung der nationalen politischen Zielsetzungen von 100% erneuerbarer Energie im Stromsektor bis 2030 sowie sektorenübergreifend bis 2040 leisten.

Abstract

The focus area, the region WEIZplus, consists of 41 contiguous municipalities (including the 31 municipalities of the Weiz district and ten surrounding municipalities), all of which participate in the Climate and Energy Model Regions Program (KEM) of the Austrian Climate and Energy Fund, in a total of seven KEMs. The energy consumption of the region, with approximately 120,000 inhabitants, over 5,000 businesses (including more than 100 industrial companies), and 40,000 employees in trade, crafts, and industry, is around 3.9 TWh, of which currently only 35% comes from renewable resources. The predominance of fossil energy sources results in an annual loss of regional value creation of €200 million. The exploratory phase "Reallabor WEIZplus" has shown that a 100% supply of the region with renewable energy sources is possible, particularly with local and regional resources. In addition, an energy savings potential of 25% has been identified, which can be realized through a comprehensive set of measures.
The EnergieRaumLabor innovation lab is founded as a non-profit and guided innovation lab to drive the transformation of the energy system proactively and autonomously in the WEIZplus region. A cooperative model is ideally suited to actively involve various stakeholder groups in the region and create added value and benefits for each of these groups in different innovation projects.
An important motivation for the establishment and operation of an innovation lab is to provide the central actors of the regional innovation ecosystem, such as municipalities, KEM, industry partner companies, SMEs, energy providers, and network operators, as well as the regional population, with a central hub for information, knowledge exchange, and networking.
The operating strategy of the innovation lab is to systematically generate projects along the goal of region-specific solutions, bring actors together, conduct knowledge and innovation management, and generate market-ready products, systems, and services. The planning and management for the region is based on the overarching energy supply concept that can be adapted regularly and quickly to changing conditions and developments, similar to a cellular energy system. The availability and usability of data, particularly energy-related data, are of high relevance to the innovation lab, whether it be for the implementation of energy space planning (municipal and inter-municipal), conducting impact monitoring for concrete implementations, or data-driven monitoring of goal achievement (climate-neutral energy supply).

The goal of the EnergieRaumLabor innovation lab is the proactive promotion of innovations for the transformation of the energy system. Research needs are identified together with the actors, research cooperations are established, and flagship projects are prepared and supported. In addition, innovative financing models are developed to redirect (regional) available capital towards the transformation process and achieve a (net) zero greenhouse gas emissions in the focus area, as well as contribute significantly to the national policy goals of 100% renewable energy in the electricity sector by 2030 and across sectors by 2040.
