Qualitätskriterien für Gebäude und Quartiere auf Basis des New European Bauhaus

Projektbeschreibung

Ziel ist es, Bewertungskriterien für geförderte Demonstrationsgebäude und -quartiere zu entwickeln. Dabei soll auf bestehende Gebäudebewertungsprogramme Bezug genommen und Kompatibilität hergestellt werden. Neben den eingeführten Nachhaltigkeitskriterien sollen Ästhetik und soziale Inklusion bewertet werden.
Die heute notwendige Transformation soll nicht nur ein Umwelt- und Wirtschaftsprojekt, sondern muss auch ein neues Kulturprojekt für Europa werden (von der Leyen 2020). In diesem Sinne ist die Mission klimaneutrale Stadt notwendigerweise mit Ästhetik und sozialer Inklusion verknüpft. Heutige Bewertungssysteme konzentrieren sich auf Nachhaltigkeit. Die Innovation dieses Projekts liegt in der Verbindung dieser drei Bereiche als Weiterentwicklung und Verknüpfung etablierter Modelle. Für das Kriterium der Ästhetik wird vorgeschlagen, von einigen der 8 Kriterien für eine hohe Baukultur des Davos Baukultur Qualitätssystems (DBQS) auszugehen. Das DBQS wurde bereits im Zuge des Vierten Baukulturreports (BMKÖS 2021:74ff.) auf die österreichische Situation übertragen. Mit Bezug auf aktuelle baukulturpolitische Zielvorstellungen und die klimaaktiv Bewertungsmethode soll deshalb das DBQS an die österreichischen und aktuellen Rahmenbedingungen angepasst werden. Für das Kriterium der sozialen Inklusion soll einerseits im Bereich des Wohnbaus von bestehenden Bewertungssystemen für soziale Aspekte des Bauens ausgegangen werden. Für den Aspekt der Diversität braucht es andererseits Bewertungsperspektiven, die Fragen der Segregation, der Nutzungsmischung/Nutzungsoffenheit und Potenziale des öffentlichen Raums ansprechen.
Als Resultat wird ein neues Bewertungsmodell für Ästhetik und soziale Inklusion angestrebt, das mit bestehenden Nachhaltigkeitskriterien (klimaaktiv) sowie aktuellen politischen Rahmenbedingungen (EU-Taxonomie) kompatibel ist, effizient und effektiv anwendbar ist und ein umfassendes Bild der Qualität von Gebäuden sowie Stadtteilen und Siedlungen liefert.

Abstract

The aim is to develop assessment criteria for subsidized demonstration buildings and quarters. In doing so, reference is to be made to existing building assessment programs and compatibility is to be established. In addition to existing sustainability criteria, aesthetics and social inclusion are to be assessed.
The transformation necessary today should not only be an environmental and economic project, but must also become a new cultural project for Europe (von der Leyen 2020). In this sense, the mission of a climate-neutral city is necessarily linked to aesthetics and social inclusion. Today's rating systems focus on sustainability. The innovation of this project lies in the combination of these three areas as a further development and linking of established models. For the criterion of aesthetics, it is proposed to start from some of the 8 criteria for high building culture of the Davos Building Culture Quality System (DBQS). The DBQS was already transferred to the Austrian situation in the Fourth Building Culture Report (BMKÖS 2021:74ff.). With reference to current building culture policy objectives and the klimaaktiv assessment method, the DBQS is therefore to be adapted to the Austrian and current framework conditions. For the criterion of social inclusion, existing assessment systems for social aspects of building should be used as a basis in the field of subsidized residential construction. For the aspect of diversity, on the other hand, assessment perspectives are needed that address questions of segregation, mixed use/open use and potentials of public space.
As a result, a new assessment model for aesthetics and social inclusion is sought that is compatible with existing sustainability criteria (klimaaktiv) as well as current political framework conditions (EU taxonomy), that can be applied efficiently and effectively and that provides a comprehensive picture of the quality of buildings as well as urban districts and settlements.
