Klimaneutrale Smart City Klagenfurt 2030

Projektbeschreibung

Klagenfurt am Wörthersee ist auf dem Weg zur klimaneutralen Smart City. Dafür wurde 2017 ein Strategiedokument samt Maßnahmenkatalog und jährlichem Monitoringbericht entwickelt und 2018 von Stadt- und Gemeinderat beschlossen. In dieser Smart City Strategie ist festgelegt, wie Klagenfurt in 9 Handlungsfeldern (Mobilität, Energie, Infrastruktur, Wirtschaft, Natur&Lebensraum, Stadtentwicklung, Governance, Digitalisierung und Generationen) mit 236 Maßnahmen die Klimaneutralität erreichen kann und ein nachhaltiger, resilienter Lebensraum für zukünftige Generationen der Stadt sichergestellt werden kann.
Zur Umsetzung der Smart City Strategie wurde eine Governance-Struktur aufgebaut, die sich aus den Fachabteilungen der Stadt sowie den der Stadtwerke AG zusammensetzt, wobei die zentrale Koordinationsstelle in der Abteilung Klima- und Umweltschutz verankert ist. Entsprechend der jeweiligen Kompetenzen der einzelnen Fachabteilungen wurden neun Arbeitsgruppen installiert, die an der Erreichung der Unterziele ihrer Handlungsfelder arbeiten und ein SDG basiertes Indikatorenset zur Messung des Fortschritts verwenden.
Viele Projekte und Maßnahmen der Smart City Strategie werden im Rahmen nationaler und internationaler Förderprojekte abgewickelt. Antragstellung und Durchführung werden dabei von der IPAK GmbH (International Project Management Agency on Lake Wörthersee GmbH), die seit 2010 organisatorisch in der Abteilung Klima- und Umweltschutz integriert ist, unterstützt.
Als erstes Zwischenergebnis ist es bereits gelungen, die Treibhausgasemissionen bis 2018 um 300.000 t oder 53 % gegenüber der CO2-Ausgangsbilanz 2011 zu reduzieren.
Aufgrund der Teilnahme an der EU-Cities Mission für 100 klimaneutrale und smarte Städte Europas und Auswahl als einzige österreichische Stadt sollen in Klagenfurt bis 2030 noch 219.000 t an direkten THG-Emissionen eingespart und 130.000 t kompensiert werden. Die geschätzten Investitionskosten für die Schlüsselprojekte belaufen sich auf 500 Mio €.
Zur Erreichung der Klimaneutralität müssen beschleunigt und parallel Schlüsselprojekte in unterschiedlichen Handlungsfeldern der Smart City Strategie umgesetzt werden. Es gilt, den Mobilitätsbereich weitestgehend zu dekarbonisieren, den Gebäudebestand zu sanieren, fossile Feuerungsanlagen durch klimaneutrale Alternativen zu ersetzen und ins bestehende Erdgasnetz Biogas oder SNG einzuspeisen.
Die Notwendigkeit der Stadt Klagenfurt, an der Partnerschaft für Klimaneutrale Städte 2030 teilzunehmen, liegt darin, gezielt weitere Personalressourcen aufzubauen, die in der Lage sind, innovative F&E Projekte, Demonstrationsprojekte und vor allem Projekte zur Skalierung von Klimaschutzprojekten auf Quartiersebene aber auch darüber hinaus zu initiieren.
Es sollen 5 Vollzeitäquivalente bei der IPAK angestellt werden. Die Kompetenzen des zusätzlichen Personals konzentrieren sich vorrangig auf jene Fachbereiche und Handlungsfelder der Smart City Strategie, die derzeit noch zu wenig bearbeitet werden (Digitalisierung, Gebäudesanierung, Soziales, Energiespeicherung, blaue und grüne Infrastruktur). Ein Bürolehrling (VerwaltungsassistentIn) unterstützt das Team administrativ und im Bereich der Öffentlichkeitsarbeit und BürgerInnenbeteiligung. Alle TeammitarbeiterInnen haben die Möglichkeit bei geeigneten, freiwerdenden Stellen in die Stadtverwaltung oder Stadtwerken nachzurücken. Für den Bereich Soziales und BürgerInnenbeteiligung wird das Team durch externe Beratungsleistungen verstärkt.
Dadurch kommt es zu einem internen Ressourcen- und Kapazitätsaufbau in der Verwaltung der Landeshauptstadt Klagenfurt am Wörthersee und den Stadtwerken. Dieses Personal wird für die Einreichung und Abwicklung von nationalen und internationalen Förderprojekten eingesetzt und legt Schwerpunkte auf die Identifizierung und Durchführung von Klimaschutzprojekten in Zusammenarbeit mit der Stadt, Stadtwerke AG, Klagenfurt Mobil GmbH, Energie Klagenfurt GmbH, Land Kärnten, Gebietskörperschaften Gemeinden aus dem Zentralraum Kärnten und anderen Projektpartnern aus dem Bereich Wirtschaft, F&E und Soziales zur Erreichung der Klimaziele in den Handlungsfeldern der Smart City Strategie.
Der Fokus der Projekte liegt auf den acht in der Smart City Strategie ausgewiesenen Zielgebieten, in denen eine Smarte Quartiersentwicklung stattfinden soll. Als Musterbeispiel dient das neue, 11ha große Siedlungsquartier im Osten von Klagenfurt (Projekt HiHarbach).
Neben dem neu und auszubildendem Personal wird auch ein eigenes „Smart City Lab“ eingerichtet, wo die IPAK-MitarbeiterInnen ihren Arbeitsplatz haben. Hierzu wird ein leerstehendes Geschäftslokal in der Innenstadt angemietet. Dieses soll auch den BürgerInnen zugänglich sein, um so die Klimaziele in der Öffentlichkeit zu kommunizieren und einen BürgerInnenbeteiligungsprozess (zu Beginn in Form eines Jugendbeirates) durchzuführen, der durch einen jährlichen öffentlichen Zukunftsdialog und einen Stakeholderworkshop mit der Wirtschaft ergänzt wird.
Es wird eine Lernumgebung geschaffen, von der in der Zusammenarbeit im Kärntner Zentralraum, im Austausch mit den Städten der Smart City Vernetzungsplattform und über den Österreichischen Städtebund bis hin zu dem Twin City Programm der EU-Cities Mission sowie lokale und regionale Stakeholder in Wechselwirkung voneinander lernen und profitieren. Zusätzlich erfolgt eine Bewerbung für die internationale Urban Transition Mission.
Sollten die Aktivitäten der IPAK-MitarbeiterInnen so erfolgreich sein, dass aufgrund der Vielzahl an neuen Projekten die Personalressourcen knapp werden, kann das Team projektbezogen aufgrund der zusätzlichen Fördereinnahmen durch weiteres Personal verstärkt werden.

Abstract

Klagenfurt on Lake Wörthersee is on its way to becoming a climate-neutral smart city. To this end, a strategy document including a catalog of measures and an annual monitoring report was developed in 2017 and adopted by the city and municipal councils in 2018. This Smart City Strategy defines how Klagenfurt can achieve climate neutrality in 9 fields of action (mobility, energy, infrastructure, economy, nature&living space, urban development, governance, digitalization and generations) with 236 measures and ensures a sustainable, resilient living space for future generations of the city.
To implement the Smart City Strategy, a governance structure has been set up comprising the city's specialist departments and those of Stadtwerke AG, with the central coordination office anchored in the Climate and Environmental Protection department. Nine working groups have been installed in accordance with the respective competencies of the individual specialist departments, which work on achieving the sub-goals of their fields of action and use an SDG-based indicator set to measure progress.
Many projects and measures of the Smart City Strategy are handled within the framework of national and international funding projects. Application and implementation are supported by IPAK Gmbh (International Project Management Agency on Lake Wörthersee GmbH), which has been organizationally integrated into the Climate and Environmental Protection Department since 2010.
As a first interim result, it has already been possible to reduce greenhouse gas emissions by 300,000 t or 53 % by 2018 compared to the initial CO2 balance in 2011.
Due to its participation in the EU Cities Mission for 100 climate-neutral and smart cities in Europe and selection as the only Austrian city participating, Klagenfurt is still expected to save 219,000 t of direct GHG emissions and offset 130,000 t by 2030. The estimated investment costs for the key projects amount to € 500 million.
To achieve climate neutrality, key projects in various fields of action of the smart city strategy must be implemented at an accelerated pace and in parallel. It is necessary to decarbonize the mobility sector as far as possible, to renovate the building stock, to replace fossil combustion plants with climate-neutral alternatives and to feed biogas or SNG into the existing natural gas network.
The need for the City of Klagenfurt to participate in the Partnership for Climate Neutral Cities 2030 is to specifically build additional human resources capable of initiating innovative R&D projects, demonstration projects, and most importantly, projects to scale climate mitigation projects at the neighborhood level but also beyond.
5 full-time equivalent staff are to be employed by the IPAK. The competences of the additional staff will focus primarily on those specialist areas and fields of action of the Smart City Strategy that are currently underdeveloped (digitalization, building renovation, social affairs, energy storage, blue and green infrastructure). An office apprentice (administrative assistant) supports the team administratively and in the area of public relations and citizen participation. All team members have the possibility to move up in the city administration or public utilities in case of suitable vacancies. For the area of social affairs and citizen participation, the team is strengthened by external consulting services.
This results in an internal build-up of resources and capacity in the administration of the provincial capital Klagenfurt on Lake Wörthersee and the Stadtwerke. This staff is used for the submission and processing of national and international funding projects and focuses on the identification and implementation of climate protection projects in cooperation with the city, Stadtwerke AG, Klagenfurt Mobil GmbH, Energie Klagenfurt GmbH, the State of Carinthia, local authorities municipalities from the central region of Carinthia and other project partners from the business, R&D and social sectors to achieve the climate targets in the fields of action of the Smart City Strategy.
The projects focus on the eight target areas identified in the Smart City Strategy, in which smart neighborhood development is to take place. The new 11ha residential quarter in the east of Klagenfurt (HiHarbach project) serves as a prime example.
In addition to new and trainee staff, a dedicated "Smart City Lab" will be set up, where IPAK staff will have their workplace. For this purpose, a vacant business premises in the city center will be rented. This will also be accessible to citizens, so that the climate goals can be communicated to the public and a citizen participation process (initially in the form of a youth advisory board) can be carried out, which will be supplemented by an annual public dialogue on the future and a stakeholder workshop with the business community.
A learning environment will be created, from which in the cooperation in the Carinthian Central Region, in the exchange with the cities of the Smart City networking platform and via the Austrian Association of Cities and Towns to the Twin City Program of the EU Cities Mission as well as local and regional stakeholders in interaction learn from and benefit from each other. In addition, an application for the international Urban Transition Mission will be made.
Should the activities of the IPAK staff be so successful that personnel resources become scarce due to the large number of new projects, the team can be strengthened by additional staff on a project-related basis due to the additional funding income.
