Klimaneutrales Wiener Neustadt 2040

Projektbeschreibung

Wiener Neustadt (in Folge kurz: WN) ist mit mehr als 47.000 EinwohnerInnen die elftgrößte Stadt Österreichs. Durch die strategisch günstige Lage an der Achse Wien-Graz hat WN eine hohe zentralörtliche Stellung (Behördenstadt, Schulstadt, Verkehrsknotenpunkt, wirtschaftliches Zentrum, Forschungs- und Hochschulstandort usw.) und viele funktionale Verflechtungen mit der Region. Die Einwohnerzahl WNs wächst überdurchschnittlich schnell. Als Wirtschaftsmotor der Region, als Zentrum für Wissenschaft und Bildung und als Ort für Kultur, Freizeit und Erholung präsentiert sich die Stadt als starker Magnet in der Ostregion.

Die Stadt WN hat seit 1995 die Weichen für eine langfristige kommunale Energie- (und dann später auch für eine Klimastrategie) gestellt. Aufbauend auf einer zum damaligen Zeitpunkt detaillierten Energie- und CO2-Bilanz wurden in wiederkehrenden Abständen (zuletzt 2011/12) Entwicklungsszenarien im Einklang mit den politischen und rechtlichen Rahmenbedingungen und der räumlichen Entwicklung skizziert und detaillierte Aktionsprogramme mit zahlreichen Maßnahmenbündeln erarbeitet, die die notwendigen Schritte zur Umsetzung der städtischen Energie- und Klimaschutzpolitik festlegten. Seit 2012 ist WN die einzige Stadt Österreichs, die eine Klima- und Energiemodellregion („KEM wn.energiefit“) darstellt.
Die bisherigen Energie- und Klimastrategien sowie der kürzlich erneuerte Stadtentwicklungsplan STEP WN 2030+ sehen integrierten Klimaschutz als einen wesentlichen Bestandteil der Stadtpolitik, jedoch bislang keine konkreten Zielsetzungen und Strategien zur Erreichung einer Klimaneutralität vor.

Die längerfristige Zielsetzung, Planung, Operationalisierung, Umsetzung und das laufende Monitoring für eine „Klimaneutrales WN 2040“ ist die Motivation für dieses Projekt. Klimaneutralität war in der Vergangenheit noch kein dezidiertes Thema.

Für die Umsetzung der Vision ist eine konsequente, politik-/ressort-/themenübergreifende Transformation notwendig und bedarf daher einer eigenen verbindlichen Strategie mit eigens angepassten, gesonderten Prozessen sowie einem zusätzlichen Kapazitätsaufbau im Bereich der Stadtpolitik, Verwaltung und den darauf aufbauenden Stakeholderprozessen.
WN möchte eine eigene Vision und Umsetzungsstrategie für Klimaneutralität bis 2040 entwickeln und diese in 4 Schritten erarbeiten:
1) Schritt 1: Vision – für die Erreichung einer Klimaneutralität von WN bis 2040
2) Schritt 2: Potentialanalyse zur Zielerreichung
3) Schritt 3: Entwicklung eines Umsetzungsprogramms bis 2040
4) Schritt 4: Methodenentwicklung für Monitoring & Evaluierung der Maßnahmenumsetzung zur Zielerreichung

Der Weg zu dem angestrebten Ergebnis ist jedoch mit einem großen inhaltlichen und organisatorischen Lernen verknüpft. Klimaneutralität wird aktiv in den (relevanten) Prozessen und Strukturen der Stadtverwaltung verankert werden. Im eigenen Wirkungsbereich sollen somit direkte und indirekte Barrieren zur Erreichung der Vision „Klimaneutrales WN 2040“ beseitigt werden. Der damit in Teilen verbundene Kulturwandel wird teilweise auch einen neuen Prozess des gegenseitigen Miteinanders einleiten.

Aufgrund dieser Tragweite und der unterschiedlichen, aber grundsätzlichen Betroffenheit des städtischen Gefüges sind sehr umfangreich Stakeholder mit in den Prozess zur Erstellung und späteren Umsetzung der Vision einer Klimaneutralen Stadt mit einzubeziehen. Dies erfordert sowohl unterschiedliche, zum Teil bestehende Kommunikationsformate und -kanäle (z.B.: Stadtpolitik, Umwelt- bzw. Verkehrsbeirat, Arbeitskreise z.B. Klimabündnis – sowie Formate, die an die lokale Bevölkerung, zivilgesellschaftliche Institutionen, privatwirtschaftliche Akteure, etc. adressiert sind) als auch einen Wissenstransfer hin zu einer Wissensvalorisierung auf allen Ebenen.

Der direkte und indirekte Nutzen der Vision „Klimaneutrales WN 2040“ insgesamt ist neben dem direkten Wirkungsbereich von WN auch im Hinblick auf den Kontext zu landes- bzw. regionsspezifischen Themen (z.B. Maßnahmen zur überregionalen Energieversorgung, Mobilitätsinfrastruktur bzw. deren Finanzierung) zu sehen. Es ist davon auszugehen, dass die zu entwickelnde Vision und der dazugehörige Umsetzungsplan einen regional sehr positiven Beitrag auf das Klima und damit verbunden Umwelt und Energie, Wirtschaft und Gesellschaft haben wird (weitere Awareness von abstrakter Klimakrise hin zu konkreten Handlungen im eigenen Wirkungsbereich zu der Umsetzung der Klimaneutralität) und die Ausrichtung einer Klimaneutralität bis 2040+ von einem massiv gesteigerten Umsetzungswillen und -schub für die bereits im STEP WN 2030+ und der laufenden KEM formulierten Ziele begleitet werden wird.

Abstract

Wiener Neustadt (hereafter short: WN) is the eleventh largest city in Austria with more than 47,000 inhabitants. Due to its strategically favourable location on the Vienna-Graz axis, WN has a high central position (city of public authorities, school city, transport hub, economic centre, research and university location, etc.) and many functional links with the region. WN's population is growing at an above-average rate. As the economic engine of the region, as a centre for science and education and as a place for culture, leisure and recreation, the city presents itself as a strong magnet in the eastern region.

Since 1995, the city of WN has set the course for a long-term municipal energy strategy (and then later also for a climate strategy). Building on a detailed energy and CO2 balance at the time, development scenarios were outlined at recurring intervals (most recently in 2011/12) in line with the political and legal framework conditions and spatial development, and detailed action programmes with numerous bundles of measures were drawn up that defined the necessary steps for implementing the municipal energy and climate protection policy. Since 2012, WN has been the only city in Austria that is a climate and energy model region ("KEM wn.energiefit").
The previous energy and climate strategies as well as the recently renewed urban development plan STEP WN 2030+ provide for integrated climate protection as an essential part of the city's policy, but so far no concrete targets and strategies to achieve climate neutrality.

The longer-term goal setting, planning, operationalisation, implementation and ongoing monitoring for a "Climate Neutral WN 2040" is the motivation for this project. In the past, reaching climate neutrality was not yet a dedicated political topic.

For the implementation of the vision, a consistent, cross-policy/interdepartmental/thematic transformation is necessary and therefore requires its own binding strategy with specially adapted, separate processes as well as additional capacity building in the area of city policy, administration and the stakeholder processes that build on this.
WN would like to develop its own vision and implementation strategy for climate neutrality by 2040 and elaborate it in 4 steps:
1) Step 1: Vision - for achieving climate neutrality of WN by 2040.
2) Step 2: Potential analysis for achieving the goal
3) Step 3: Development of an implementation programme until 2040
4) Step 4: Development of methods for monitoring and evaluation of the implementation of measures to achieve the goals.

However, the path to the desired result is linked to a great deal of learning in terms of content and organisation. Climate neutrality will be actively anchored in the (relevant) processes and structures of the city administration. In its own sphere of action, direct and indirect barriers to achieving the vision "Climate Neutral WN 2040" are thus to be removed. The associated cultural change will also partially initiate a new process of mutual cooperation.

Due to this scope and the different, but fundamental, ways in which the urban fabric is affected, stakeholders must be involved very extensively in the process of creating and later implementing the vision of a climate-neutral city. This requires different, partly existing communication formats and channels (e.g. city policy, environmental and transport policy): City policy, environmental or transport advisory board, working groups e.g. Climate Alliance - as well as formats addressed to the local population, civil society institutions, private sector actors, etc.) as well as a knowledge transfer towards knowledge valorisation at all levels.

The direct and indirect benefits of the vision "Climate Neutral WN 2040" as a whole must be seen not only in the direct sphere of impact of WN, but also with regard to the context of state- or region-specific topics (e.g. measures for supra-regional energy supply, mobility infrastructure or its financing). It can be assumed that the vision to be developed and the implementation action plan will have a very positive regional contribution to the climate and the associated environment and energy, economy and society (further awareness of abstract climate crisis to concrete actions in one's own sphere of influence to implement climate neutrality) and the orientation towards climate neutrality by 2040+ will be accompanied by a massively increased willingness and push to implement the goals already formulated in STEP WN 2030+ and the current KEM.
