Ausgangssituation, Problematik, Motivation

Die Marktgemeinde Gratwein-Straßengel mit knapp 13.000 Einwohner:innen ist die sechstgrößte Gemeinde in der Steiermark und liegt in unmittelbarer Nähe zur Landeshauptstadt Graz. Die heutige Großgemeinde ist im Jahr 2016 im Rahmen der Gemeindestrukturreform in der Steiermark durch Zusammenlegung von vier Gemeinden entstanden.
Die Gemeinde verfügt aus Klimaneutralitätssicht über Entwicklungsbedarfe in den thematischen Handlungsfeldern Quartiere (gebaute Infrastruktur), Mobilität (Infrastruktur und Dienstleistungen) und Energiesysteme (im Gemeindegebiet und in Gebäuden, inklusive Energieeffizienz). Es bestehen mit der Klima- und Energiemodellregion Grat² und einzelnen Mobilitätskonzepten Erfahrungen mit Projekten zur Erreichung der Klimaneutralität. Allerdings fehlen bislang konkrete Zielsetzungen, Bedarfsanalysen und daraus abgeleitete Handlungsschritte für diese Handlungsfelder. Im Grunde werden bislang voneinander losgelösten Einzelaktivitäten umgesetzt.
Neben den thematischen Fragestellungen besteht ein organisatorischer Entwicklungsbedarf in der Gemeinde. Die Gemeindeverwaltung ist mit den Geschäftsroutinen ausgelastet und kommt bei der gewünschten Berücksichtigung von Klimaagenden an die Grenzen ihrer Ressourcen und Kompetenzen. Für klimarelevante Entscheidungen in strategischen Belangen oder in operativen Verwaltungsprozessen fehlen effektive und effiziente Prozesse, klare Verantwortlichkeiten, Methoden, vertiefende Kompetenzen und entsprechende Ressourcen.
Das Projekt „Stadt – Land – Klima“ adressiert alle diese Bedarfe, um einen strukturierten, zielgerichteten und wirksamen Weg für die Klimaneutralität 2035+ in der Marktgemeinde einzuleiten. Der Zielhorizont 2035+ ermöglicht eine ambitionierte Zielsetzung für einzelne rasch veränderbare Themenbereiche, aber auch den Spielraum für komplexere Themenbereiche, bei denen Abhängigkeiten oder größere Anstrengungsniveaus bestehen.
Ziele
Das Projekt beschäftigt sich mit den strategischen Voraussetzungen für Klimaneutralität in der Gemeinde und den sich daraus ergebenden Handlungsschritten in den einzelnen Themenfeldern.
Für das Projekt liegen die Hauptziele in:
• Klärung von Vision und Entwicklungszielen für die drei Fachthemen als Grundlage für zielgerichtete Handlungsschritte in diesen Themenbereichen
• Prüfung der Integration einer konkreten Organisationsform („Klima-Amt“)
• Weiterentwicklung der Verwaltungsprozesse insbesondere durch Integration einer „Klima-Relevanzprüfung“ in kommunale Entscheidungsprozesse
• Bedarfsklärung von (digitalen) Klima-Tools zur fachlichen und datenbasierten Entscheidungsfindung.
• Aufbau und Etablierung von Verwaltungskooperationen im Rahmen des Begleitprozesses zum Informations- und Erfahrungsaustausch.
• Konzept zur Aktivierung von Bevölkerung, Betrieben und Vereinen zur Initiierung und Umsetzung von privaten Klima-Neutralitäts-Maßnahmen.
Lösungsansätze und Innovationsgehalt des Projekts
Die grundlegende Projektstrategie von "Stadt - Land - Klima" setzt bei zwei Stellschrauben an:
1. Lücken durch Innovationen schließen: Methoden, Prozesse und Tools der bestehenden Verwaltungsorganisation weiterentwickeln (= Mängelbehebung)
2. Mehrwert für die Gemeinde generieren: ambitionierte, aber hilfreiche und umsetzbare Handlungsschritte (= Added Value)
Die wesentlichen Elemente der Projektinnovationen für Klimaneutralität auf Gemeindeebene sind:
• Klima-Amt zur institutionellen, wirkmächtigen Verankerung der Klimaneutralität in der Marktgemeinde
• Klima-Relevanzprüfung als verbindliches Bewertungsinstrument in Arbeitsroutinen der Gemeindeverwaltung
• Klima-Tools zur Unterstützung von Entscheidungen in Verwaltungsprozessen
• Klima-Neutralitäts-Fahrplan 2035+ als Orientierung und Grundlage für die klimaneutrale Entwicklung der Marktgemeinde
• Gemeindespezifische Klima-Neutralitäts-Handlungsschritte für die drei Fachthemen für den Zeitraum unmittelbar nach Projektende
Grundlegende Erkenntnisse:
• Prüfung der Machbarkeit eines „Klima-Amts“ mit Wirkungsmächtigkeit in der Gemeinde
• Implementierung von verbindlichen „Klima-Relevanzprüfungen“ in alltägliche Verwaltungsprozesse der Gemeinde
• Erfahrungsgewinn durch Umsetzung von Realexperimenten
• Definition von erforderlichen Ressourcen, vertiefenden Kompetenzen und Tools für die Verwaltungsbereiche
Angestrebte Ergebnisse:
• Commitment der Gemeindepolitik und der Gemeindeverwaltung zum Klima-Neutralitäts-Fahrplan
• Aufbau und Etablierung von Gemeindekooperationen insbesondere zur gemeinsamen Nutzung von digitalen Klima-Tools.

Abstract

Initial situation, problem, motivation

The market community of Gratwein-Straßengel with almost 13,000 inhabitants is the sixth largest municipality in Styria and is in close proximity to the provincial capital of Graz. Today's large community was created in 2016 as part of the municipal structural reform in Styria by merging four municipalities.
From the point of view of climate neutrality, the community has development needs in the thematic fields of action neighborhoods (built infrastructure), mobility (infrastructure and services) and energy systems (in the community area and in buildings, including energy efficiency). There is experience with projects to achieve climate neutrality with the Grat² climate and energy model region and individual mobility concepts. However, concrete objectives, needs analyzes and derived action steps for these fields of action are still missing. Basically, previously separate individual activities are being implemented.
In addition to the thematic issues, there is a need for organizational development in the community. The community administration is stretched to the limit with the business routines and is reaching the limits of its resources and competencies when it comes to taking climate agendas into account. There is a lack of effective and efficient processes, clear responsibilities, methods, in-depth competencies and corresponding resources for climate-relevant decisions in strategic matters or in operational administrative processes.
The project "City - Country - Climate" addresses all of these needs in order to initiate a structured, targeted and effective way for climate neutrality 2035+ in the market community. The target horizon 2035+ enables ambitious targets for individual subject areas that can be changed quickly, but also scope for more complex subject areas where there are dependencies or greater levels of effort.
Goals
The project deals with the strategic preconditions for climate neutrality in the community and the resulting action steps in the individual subject areas.
The main goals for the project are:
• Clarification of the vision and development goals for the three specialist areas as a basis for targeted action steps in these areas
• Examination of the integration of a concrete form of organization (“Climate Office”)
• Further development of the administrative processes, in particular by integrating a "climate relevance check" in municipal decision-making processes
• Clarification of the need for (digital) climate tools for technical and data-based decision-making.
• Development and establishment of administrative cooperations as part of the accompanying process for the exchange of information and experience.
• Concept for activating the population, companies and associations to initiate and implement private climate neutrality measures.
Solution approaches and innovative content of the project
The basic project strategy of "City - Country - Climate" starts with two adjusting screws:
1. Closing gaps through innovations: further developing methods, processes and tools of the existing administrative organization (= corrective action)
2. Generate added value for the community: ambitious, but helpful and realizable action steps (= added value)
The essential elements of the project innovations for climate neutrality at the community level are:
• Climate office for the institutional, powerful anchoring of climate neutrality in the market community
• Climate relevance check as a mandatory assessment tool in the work routines of the municipal administration
• Climate tools to support decisions in administrative processes
• Climate-neutrality roadmap 2035+ as orientation and basis for the climate-neutral development of the market community
• • Community-specific climate neutrality action steps for the three specialist topics for the period immediately after the end of the project
