Pionierhafte Umsetzung einer solidarischen Energiegemeinschaft im evangelisch-diakonischen Bereich in Österreich

Projektbeschreibung

Ausgangssituation, Problematik bzw. Motivation: Die Klima- und nun auch Energiekrise bringt globale, nationale und kommunale Herausforderungen. Rasant steigenden Energiepreise betreffen die Wirtschaft und Kommunalverwaltungen als auch die Menschen und ihren Lebensalltag selbst. Laut einer Studie zur Energiearmut sind vor allem Haushalte mit geringem Einkommen signifikant mehr von den steigenden Energiepreisen betroffen. Um diese Vulnerabilitäten zu adressieren, ist in Bezug auf die Energiewende ein Zusammenwirken technischer und sozialer Innovationen notwendig, um langfristige und nachhaltige Veränderungen zu bewirken. Zudem ermöglichen regulative Änderungen, dass Endkund:innen auf Energiemärkten mitmachen, indem sie Strom erzeugen, verbrauchen, gemeinsam nutzen oder verkaufen oder indem sie Flexibilitätsdienstleistungen durch Nachfragereaktion und Speicherung erbringen.
Ziele und Innovationsgehalt: Um auch vulnerable Bevölkerungsgruppen in die Energiewende einzubinden und aktiv mitzunehmen („leave no one behind“), erfolgt im Projekt „Energy WITH Spirit“ eine pionierhafte Umsetzung einer solidarisch-sozialen Energiegemeinschaft sowie der Vorbereitung eines österreichweiten Roll-outs. Die solidarische Energiegemeinschaft setzt sich aus 2 Immobilieneigentümer:innen (= Producer), den Trägereinrichtungen, die die Immobilien nutzen (= Prosumer) und unterschiedlichen Nutzer:innen-Gruppen (= Consumers) sowie Vermittlungspersonen (= Multipliers) zusammen. Energie-Producer und somit auch Prosumer sind sozial-diakonische Einrichtungen, welche innerhalb der Projektlaufzeit (aber außerhalb des Projektbudgets) großflächige Photovoltaik-Anlagen am Dach von zwei Gebäude, dem Schülerheim Bad Goisern in Oberösterreich [Immobilienbesitz: LOI-Partner Evangelische Waisenversorgungsverein EWV; Nutzung: Partner Schülerheim Bad Goisern GmbH] und dem Evangelischen Realgymnasium Donaustadt in Wien [Immobilienbesitz: Partner Diakonie Eine Welt; Nutzung: Partner Diakonie Bildung], errichten werden. Das Kernanliegen der Energiegemeinschaft „Energy WITH Spirit“ ist es, einen Teil der nachhaltig produzierten Energie (angedacht sind 10% der produzierten Energie in kWh bzw. 10% des erwirtschaftenden Gewinns in Euro) mit sozial benachteiligten Haushalten und Menschen in der Grundversorgung (= von Armut betroffen) zu teilen. Wie dieses Ziel und Anliegen technisch, wirtschaftlich und organisatorisch umgesetzt werden kann, ist Kernaufgabe des vorliegenden Projekts. Der EWV sowie die Diakonie übernehmen als Projektpartner:innen eine wichtige Schlüsselposition hin zu sozial benachteiligten und/oder in Armut lebenden Haushalten, da in diesen Einrichtungen schon entsprechende Infrastrukturen, Prozesse und Kontaktpunkte vorhanden sind. Co-kreative Prozesse bilden die Grundlage für die Entwicklung und Umsetzung der Strukturen und Rollen für die pionierhafte solidarische Energiegemeinschaft. Um vor allem bei den diversen, teils vulnerablen Nutzer:innengruppen der Energiegemeinschaft Bewusstsein für Energiethemen zu bilden, wird zudem durch verschiedene Formate Wissen zum Thema Energie vermittelt.
Angestrebte Ergebnisse bzw. Erkenntnisse: Ergebnis des Projekts ist die pionierhafte Entwicklung, Gründung und Umsetzung einer solidarisch-sozialen Energiegemeinschaft gemeinsam mit evangelischen Einrichtungen und Institutionen im Sinne der Solidarität unter aktiver Teilnahme von sozial benachteiligten und/oder armutsbetroffenen Personen und Haushalte, welche Energiekontingente kostenlos erhalten – als Erprobung mit Vorbildwirkung, welche dann langfristig über das Projekt hinaus auch in anderen Glaubensgemeinschaften und weiteren sozialen Einrichtungen aufgegriffen werden kann. Es wird zudem im Projekt ein Roll-Out des Modells in Österreich vorbereitet.

Dazu haben sich im Konsortium – als Partner und als LOI-Partner – folgende Organisationen zusammengeschlossen:
• Diakonie Eine Welt samt Tochterorganisationen und weitere Organisationen aus dem Umfeld der Evangelischen Kirche A.B in Österreich, die ihre Immobilien mit PV-Anlagen ausstatten werden; die ihre Gebäude (teils über andere Trägerorganisationen) „bespielen“: als Internat für sozial benachteiligte Kinder, als private Schulen (Sekundarstufe 1 und 2), als Therapiezentrum für substanzabhängige Menschen; als Beratungsstelle, die in der unmittelbar mit relevanten Zielgruppen (sozial benachteiligte Menschen und/oder vom Armut Betroffene) zusammenarbeiten und diese bei der Wohnungssuche unterstützen; die mittelbar – über finanzielle Mittel – sozial benachteiligte Familien zweckgebunden beim Schulgeld für evangelische Privatschulen unterstützen und die in der Kommunikation in der Evangelischen Kirche in Österreich tätig sind
• Unternehmen sowie eine außeruniversitäre Einrichtung aus dem technischen und planerischen Bereich, die mitwirken die Energiegemeinschaft wirtschaftlich und organisatorisch umzusetzen und das Forschungsprojekt zu managen und zu monitoren
• Zudem wird ein Beirat eingerichtet, der die Umsetzung, den Roll-Out und die Verbreitung der solidarischen Energiegemeinschaft begleitet

Abstract

Initial situation, problem and motivation: Climate and now also the energy crisis brings global, national and communal challenges. Rapidly rising energy prices affect the economy and local governments as well as people and their everyday lives. According to a study on energy poverty, Austrian households with low incomes in particular are significantly more affected by rising energy prices. In order to address these vulnerabilities, an interaction of technical and social innovations is necessary in relation to the energy transition in order to bring about long-term and sustainable changes. In addition, regulatory changes now allow customers to participate in energy markets by generating, consuming, sharing or selling electricity or by providing flexibility services through demand response and storage.
Goals and innovative content: In order to also involve vulnerable population groups in the energy transition and actively take them with them (“leave no one behind”), the “Energy WITH Spirit” project is pioneering the implementation of a solidarity-based, social energy community and preparing for an Austria-wide roll-out. The solidary energy community consists of 2 real estate owners (= producers), the supporting institutions that use the real estate (= prosumers) and different user groups (= consumers) as well as intermediaries (= multipliers). Energy producers and thus also prosumers are social-deaconian institutions which, within the project period (but outside of the project budget), installed large-scale photovoltaic systems on the roof of two buildings, the Bad Goisern boarding school in Upper Austria [property owned by: LOI partner Evangelische Waisenversorgungsverein EWV; used by: partner school home Bad Goisern GmbH] and the Evangelisches Realgymnasium Donaustadt in Vienna [property owned by: partner Diakonie Eine Welt; used by: Partner Diakonie Bildung]. The aim of the energy community "Energy WITH Spirit" is to share part of the sustainably produced energy (10% of the energy produced in kWh or 10% of the profit generated in euros) with socially disadvantaged households and people in the basic services (= affected by poverty) to share. The core task of this project is how this goal and concern can be implemented technically, economically and organisationally. As project partners, the EWV and the Diakonie take on an important key position towards socially disadvantaged households and/or households living in poverty, since the corresponding infrastructures, processes and contact points already exist in these institutions. Co-creative processes form the basis for the development and implementation of the structures and roles for the pioneering solidary energy community. In order to raise awareness of energy issues, especially among the various, vulnerable user groups in the energy community, knowledge on the subject of energy is also conveyed through various formats.
Expected results and findings: The result of the project is the pioneering development, establishment and implementation of a solidarity-social energy community together with protestant facilities and institutions in the sense of solidarity with the active participation of socially disadvantaged and/or poverty-affected people and households, who receive energy quotas free of charge - as a test with a role model effect, which can then be taken up in the long term beyond the project in other religious communities and other social institutions. A roll-out of the model in Austria is also being prepared as part of the project.

For this purpose, the following organisations have joined together in the consortium - as partners and as LOI partners:
• Diakonie Eine Welt including subsidiary organisations and other organisations associated with the Protestant Church in Austria, which will equip their properties with PV systems; who use their buildings: as a boarding school for socially disadvantaged children, as private schools (secondary level 1 and 2), as a therapy centre for people addicted to substances; as a counselling centre that works directly with relevant target groups (socially disadvantaged people and/or people affected by poverty) and supports them in finding accommodation; who indirectly - through financial means - support socially disadvantaged families with school fees for protestant private schools and who are active in communication in the Protestant Church in Austria
• SMEs as well as a non-university institution from the technical and planning area that help to implement the energy community economically and organizationally and to manage and monitor the research project
• In addition, an advisory board will be set up to accompany the implementation, roll-out and dissemination of the solidary energy community
