Villach – integrative, cooperative Maßnahmen zum Regenwassermanagement bei lokalen (Demo)Projekten

Projektbeschreibung

Durch den Klimawandel sind Städte heute mit einer Vielzahl an neuen Heraus-forderungen konfrontiert. Starkregenereignisse bringen bestehende Kanalisations-anlagen an ihre Kapazitätsgrenzen, längere Trocken- und Hitzeperioden stellen für die Menschen sowie die urbane Flora und Fauna eine große Belastung dar. Als eine wirkungsvolle Adaptation-Maßnahme hat sich der Einsatz von blau-grüner Infrastruktur heute schon vielerorts bewährt. Diese naturnahen Lösungen erfüllen mehrere Funktionen: Entlastung der Entwässerungssysteme, Reduktion von urbanen Hitzeinseln, multifunktionale Nutzungen der knappen Ressource Boden bzw. Raum als Erholungs- und Lebensraum und können Ausgangspunkt für soziale Innovationen unter Einbindung unterschiedlicher Stakeholder sein.
Aus rein technischer Sicht gelten die heute vorhandenen Verfahren zur naturnahen Niederschlagswasserbewirtschaftung somit als erprobt. Trotzdem besteht eine - aus Sicht einer nachhaltigen Stadtentwicklung - verzögerte Umsetzung. Dies liegt einerseits an technischen Herausforderungen im urbanen Umfeld (begrenzte Flächen, ober- und unterirdische Nutzungskonflikte) andererseits an rechtlich und organisatorischen Grenzen aus dem bisher bestehenden „System Stadt“. Aktuell werden Maßnahmen - sowohl auf privater als auch öffentlicher Seite - im Rahmen ihrer jeweiligen Eigentumsgrenzen bzw. Zuständigkeiten gedacht. Kooperative, integrative Planung und Umsetzung inklusive einer Wirkungsbewertung sowie entsprechende Governance- und Beteiligungstrukturen sind nicht etabliert.
Diesem Transformationsprozess des „Systems Stadt“ widmet sich dieses Forschungs-projekt. Im Demogebiet „Kanaltaler Siedlung“ sollen kooperativen Maßnahmen unter Einbindung aller relevanter Akteure sowie unter Berücksichtigung folgender Aspekte
· Technisch/hydrologisch - Integration von blau-grüner und graue Infrastruktur,
· sozial - Partizipation von relevanten Akteuren und der Öffentlichkeit,
· organisatorisch/rechtlich - Verbindung von öffentlichem und privatem Stadtraum sowie
· mikroklimatisch/ökologisch - Schaffung und Erhalt von grünem Lebensraum
· wirtschaftlich - unter Berücksichtigung der Förderrichtlinien für gemeinnützigen Wohnbau zur Schaffung von leistbarer Wohnversorgung, inklusive der Betrachtung der Nutzungsperiode durch unterschiedliche Akteure
umgesetzt und erprobt werden.
Abgeleitet aus diesen Erfahrungen schließt das Projekt mit einem Handlungsleit-faden ab, der sowohl für die Stadt Villach als auch für andere Gemeinden im nationalen und internationalem Umfeld technische, rechtliche, wirtschaftliche und partizipative Aspekte abbildet.

Abstract

Due to climate change, cities today are confronted with a multitude of new challenges. Heavy rainfall events bring existing sewerage systems to their capacity limits, while prolonged periods of drought and heat put a great strain on people and urban flora and fauna. The use of blue-green infrastructure has already proven to be an effective adaptation measure in many places. These nature-based solutions fulfill several functions: Relief of urban sewer systems, reduction of urban heat islands, multifunctional uses of the scarce resource soil/space as recreation and living space and can thus be the starting point for social innovations involving different stakeholders.
From a technical point of view, the today available methods for nature-based stormwater management already proved their practicability. Nevertheless, from the perspective of sustainable urban development a delay in implementation can be observed. On the one hand, this is due to technical challenges in the urban environment (limited areas, conflicts of use above and below surface) and, on the other hand, to legal and organizational limits from the current view on the "system city". Until today, measures - both on the private and public side - are rather seen within their respective ownership boundaries or responsibilities. Cooperative, integrative planning and implementation, including impact evaluation, and corresponding governance and participation structures have not been established.
This research project is dedicated to this transformation process of the "system city". In the demonstration area "Kanaltaler Siedlung", cooperative measures are to be implemented with the involvement of all relevant actors, taking into account the following aspects
- technical/hydrological - integration of blue-green and grey infrastructure,
- social - participation of relevant stakeholders and the public,
- organizational/legal - connection of public and private urban space, and
- microclimatic/ecological - creation and preservation of green living space
- economic - Consideration of including (national) guidlines on social and affordable housing including the consideration of the a specific period of use defined by different stakeholders actors
to be implemented and tested.
Derived from these experiences, the project concludes with an implementation guideline, which illustrates technical, legal, economic and participative aspects and approaches serving as information and orientation document for the the city of Villach as well as for other municipalities in a national and international context.
