Integrative Quartiersentwicklung - Areal Campus Rotkreuz Lustenau

Projektbeschreibung

Die Marktgemeinde Lustenau nimmt ein großvolumiges Bildungsbauprojekt im Ortsteil Rotkreuz zum Anlass, sich der integrativen Entwicklung eines Bestandquartiers zu widmen. Dies umfasst vorhandene gemeinnützige Wohnsiedlungen aus den 1940er und 1980er Jahren, einen geplanten gemeinnützigen Siedlungsneubau „Betreutes Wohnen“ sowie einen geplanten, das Areal verbindenden öffentlichen Freiraum der Gemeinde („Generationenpark Rotkreuz“) und die Neugestaltung von Straßenräumen. Aufgrund des räumlichen Maßstabes sowie der gesellschafts- und siedlungspolitischen Bedeutung ergeben sich hinsichtlich eines integrativen Ansatzes zur nachhaltigen Quartiersentwicklung folgende Herausforderungen: (1) Berücksichtigung unterschiedlicher sozialer Gruppen und ihrer Anforderungen an den Siedlungs- und Grünraum; (2) Mangelndes Bewusstsein und Analysen hinsichtlich Klimawandel und Biodiversitätsverlust sowie der Notwendigkeit der Bereitstellung von Flächen zur Entwicklung entsprechend ökologisch, resilienter Stadtquartiere; (3) Integration von Maßnahmen zum Klimaschutz, zur Klimawandelanpassung, Ökosystemleistungen der Stadtnatur und sozialer Belange in den kommunalen Planungsalltag bei der Quartiersentwicklung.

Die integrative Entwicklung von städtischen Quartieren – unter der Berücksichtigung sozialer, ökologischer und klimatischer Aspekte – führt zu Zielkonflikten und erfordert ein Ausverhandeln widersprüchlicher Anforderungen an den (öffentlichen) Raum.

Im Rahmen des Projekts „IQ_Lustenau“ wird ein Machbarkeitskonzept für einen mehrjährigen Prozess zur gesamtheitlichen und integrativen Quartiersentwicklung des Areal Campus Rotkreuz Lustenau und der umgebenden Quartiere erarbeitet. Neben einer umfangreichen Sektor- und Disziplinen-übergreifenden Zusammenarbeit der Marktgemeinde Lustenau mit u.a. der „Vorarlberger gemeinnützigen Wohnungsbau- und Siedlungsgesellschaft“, der „Abteilung Umwelt- und Klimaschutz“ (IVe) des Amts der Vorarlberger Landesregierung sowie den beteiligten Forschungseinrichtungen steht die Analyse der Möglichkeiten, digitale Analyse und Visualisierungsinstrumente einzusetzen, um diese Prozesse zu qualifizieren und Möglichkeiten Ziele und deren Wirkungen zu quantifizieren, im Zentrum. Die erarbeiteten Methoden und Instrumente sollen den weiteren Umsetzungsprozess unterstützen.

Ergebnis des Projektes „IQ_Lustenau“ ist ein Machbarkeitskonzept und einer Road-Map für die Verbindung von Klimaschutz und Klimawandelanpassung mit ökologischen und sozialen Fragestellungen sowie der Förderung klimaneutraler Mobilität im Rahmen der konkreten Quartiersentwicklung Areal Campus Rotkreuz Lustenau. Da die Fragestellung betreffend klimaresiliente Quartiere mittlerweile national und international intensiv und interdisziplinär diskutiert wird, soll ausgehend vom konkreten Fallbeispiel übertragbare Lösungsansätze erarbeitet werden. Das Projekt „IQ_Lustenau“ berücksichtig alle Aktionsfelder der Ausschreibung, schafft Experimentierräume in der realen Stadt und generiert durch den integrativen Ansatz einen kommunalen Mehrwert und eine Klimawirkung.

Abstract

The municipality of Lustenau is taking a large-scale educational building project in the “Rotkreuz district” as an opportunity to devote itself to the integrative development of an existing urban quarter. This includes existing non-profit housing estates from the 1940s and 1980s, a planned new non-profit housing estate "Assisted Living" as well as a planned public open space of the community that connects the area ("Rotkreuz Generations Park") and the redesign of street areas. Due to the spatial scale as well as the social and settlement political importance, the following challenges arise with regard to an integrative approach to sustainable district development: (1) Consideration of different social groups and their demands on settlement and green space; (2) A lack of awareness and analysis of climate change and loss of biodiversity as well as the need to provide space for the development of ecologically resilient urban districts; (3) Integration of measures for climate protection, for climate change adaptation, ecosystem services of urban nature and social issues in everyday municipal planning for district development.

The integrative development of urban quarters - taking into account social, ecological and climatic aspects - leads to conflicting goals and requires the negotiation of contradicting requirements for (public) space.

As part of the “IQ_Lustenau” project, a feasibility concept is being developed for a multi-year process for the holistic and integrative development of the “Campus Rotkreuz Lustenau” and the surrounding quarters. In addition to extensive cross-sector and cross-disciplinary cooperation between the municipality of Lustenau and the “Vorarlberger gemeinnützigen Wohnungsbau- und Siedlungsgesellschaft” (non-profit housing and settlement company), the “Department of Environment and Climate Protection” of the Vorarlberg state government and the research institutions involved, the possibilities are analyzed to use digital analysis and visualization instruments to qualify these processes and to quantify the possibilities of goals and their effects. The methods and instruments developed are intended to support the further implementation process.

The result of the "IQ_Lustenau" project is a feasibility concept and a road map for the connection of climate protection and climate change adaptation with ecological and social issues as well as the promotion of climate-neutral mobility as part of the specific development of the “Campus Rotkreuz Lustenau” area. Since the issue of climate-resilient neighborhoods is now being discussed intensively and interdisciplinary nationally and internationally, transferable solutions should be developed based on the concrete case study. The “IQ_Lustenau” project takes into account all the fields of action of the call, creates space for experimentation in the real city and, generates added value for the community and an impact on the climate, through the integrative approach.
