Projektbeschreibung

Wir erleben aktuell einen tiefgreifenden und rasanten technologischen, gesellschaftlichen und ökologischen Wandel. Damit einher gehen große Gestaltungsaufgaben, die in nationalen, europäischen und globalen Klima- und Nachhaltigkeitszielen ihren Ausdruck finden. Städte als Lebensraum der meisten Menschen, als größte Verbraucherinnen von Ressourcen und als Ausgangspunkte von Innovationen spielen dabei eine zentrale Rolle. Der Erfolg der zu Recht sehr ambitionierten Nachhaltigkeitsstrategien ist aus mehreren Gründen von sozialen Innovationen abhängig. Zum einen können Verhaltensänderungen für sich wesentliche Wirkungen haben. Aber auch neue Technologien entfalten nur im Verbund mit veränderten Praktiken und Organisationsformen die gewünschten Effekte. Umgekehrt sind schwache soziale Gruppen stärker von negativen ökologischen Effekten betroffen und können neue Technologien weniger nutzen. Insofern entscheiden soziale Innovationen auch darüber, ob die Nachhaltigkeitstransformation mit einer Erhöhung der Teilhabemöglichkeiten und der Lebensqualität für breite Gruppen der Bevölkerung einhergeht.
Die Innovationswerkstatt (IW) will soziale Innovationen durch günstige Rahmenbedingungen wie Infrastrukturen, Netzwerke und die Verfügbarkeit von Know-how unterstützen. Sie versteht die urbane Nachhaltigkeitstransformation als umfassenden Gestaltungsauftrag für verschiedene Akteur*innen. Diesen werden diskursive, Kapazitäten und Kompetenzen fördernde, beratende und impulsgebende Basisleistungen zur Verfügung gestellt. Co-kreatives Lernen und Handeln wird gestärkt und konkrete Innovationsvorhaben unterstützt, begleitet und reflektiert. Erkenntnisse aus der Forschung werden in dieser lernenden Interaktion mit der urbanen Praxis von Kommunen, Wirtschaft und Zivilgesellschaft zusammengebracht . Im Sinne der Ausschreibung “übernimmt die Werkstatt wichtige Vernetzungs-, Vermittlungs- und Brückenfunktionen – im Sinne der Bereitstellung von Räumen zur Katalyse und Ermöglichung von Innovation, Kreation und Transformation.” Die Basisleistungen der IW werden über die Fördergeberin und die mitfinanzierenden Organisationen in einem definierten Umfang zur Verfügung gestellt. Darüber hinaus kann die IW Zusatzleistungen in der (intensiveren) Begleitung von konkreten Innovationsvorhaben erbringen. Im Ergebnis entsteht daraus ein Kreislauf von Wissen und Know-how, der im Ergebnis neue kommunale Mehrwerte generiert und Lösungen skaliert. Die IW arbeitet operativ in Österreich und international vernetzt. Sie verbindet verschiedene Formen von Wissen und Kompetenzen in einem transdisziplinären, offenen Austausch. Ihre Leistungen stehen unterschiedlichen Gruppen zu transparenten und diskriminierungsfreien Bedingungen offen und laden zur Mitgestaltung ein. Gearbeitet wird an bedarfsgerechten Innovationsvorhaben und grundsätzlich in Multi-Akteurs-Konstellationen sowie in Kooperation mit der lokal ansässigen Bevölkerung. Die IW bindet relevante Akteur*innen – über Disziplinen- und Sektorengrenzen, Regions- und Landesgrenzen hinweg – aktiv ein. Die IW unterstützt vorrangig Maßnahmen (Innovationsvorhaben), die der Bedarfslage unterschiedlicher urbaner Akteur*innen entsprechen, ein hohes Maß an Übertragbarkeit auch in kleine und mittlere österreichische Städte versprechen und somit breite Wirkungen erzielen können.

Abstract

We are currently experiencing profound and rapid technological, social and ecological change. This is accompanied by major challanges that find expression in national, european and global climate and sustainability goals. Cities as the living space of most people, as the largest consumers of resources and as starting points for innovations play a central role in this. The success of the rightly very ambitious sustainability strategies depends for several reasons on social innovations. On one hand, behavioural changes can have significant effects on their own. But even new technologies only unfold the desired effects in combination with changed practices and forms of organisation. Conversely, weak social groups are more affected by negative ecological effects and are less able to use new technologies. In this respect, social innovations also determine whether the sustainability transformation is accompanied by an increase in participation opportunities and quality of life for broad groups of the population.
The Innovationswerkstatt (IW) aims to support social innovations through favourable framework conditions such as infrastructures, networks and the availability of know-how. It understands the urban sustainability transformation as a comprehensive design mandate for various actors. These are provided with discursive, capacity and competence-building, advisory and impulse-giving basic services. Co-creative learning and action is strengthened and concrete innovation projects are supported, accompanied and reflected. In this learning interaction, findings from research are brought together with the urban practice of municipalities, business and civil society. In the sense of the call for proposals, "the IW assumes important networking, mediation and bridging functions - in the sense of providing spaces to catalyse and enable innovation, creation and transformation" (own translation).The basic services of the IW are provided by the funding body, the co-financing organisations and other cooperation partners to a defined extent. Furthermore, the IW can provide additional services in the (more intensive) accompaniment of concrete innovation projects. The result is a cycle of knowledge and know-how that generates new municipal added value and scales solutions. The IW works operationally in Austria and internationally networked. It combines different forms of knowledge and competences in a transdisciplinary, open exchange. Its services are open to different groups on transparent and non-discriminatory terms and invite participation. It works on needs-based innovation projects and, as a matter of principle, in multi-actor constellations and in cooperation with the local population. The IW actively involves relevant actors - across disciplinary and sectoral boundaries, regional and national borders.The IW primarily supports measures that meet the needs of different urban actors, promise a high degree of transferability and can thus achieve broad effects.
