Projektbeschreibung

Den negativen Klimawandelauswirkungen wird verstärkt durch den Einsatz von Grüner Infrastruktur begegnet. Sie werden als effiziente Maßnahmen gesehen werden, um urbaner Hitze entgegenzuwirken. Förderprogramme, behördliche Vorgaben und Vorschriften für Gebäudebegrünungen und Freiräume, wie sie in Wien und vielen anderen Städten existieren sollen dafür sorgen, dass mehr Grüne Infrastrukturen im urbanen Raum geschaffen werden.
Neben den Investitionskosten fallen aber auch Aufwände für die laufende Pflege und Wartung der Pflanzen und Grünflächen an, um deren Erhalt und kühlende Wirkung in der Stadt sicherzustellen. Gute, qualitätsvolle Freiräume müssen engmaschig gepflegt und entwickelt werden. Die üblichen Pflege-Intervalle beauftragter externer Unternehmen sind meist nicht ausreichend. In der Praxis kommt es häufig zu Ausfällen, das Grün bleibt nicht langfristig erhalten. Die gewünschten Kühlungseffekte bleiben aus, die Biodiversität nimmt stark ab.
Ein vielversprechender Lösungsansatz kann dafür die partizipative Einbindung engagierter Bewohner*innen in Pflege- und Bewirtschaftungstätigkeiten von Grünräumen (Innenhof, Grünfassaden, Dachbegrünungen, urban farming) sein. Für die Eigentümer*innen und Hausverwaltungen stellen dabei rechtliche Unsicherheiten und die Komplexität in Bezug auf Haftung, Risiko und Gewährleistung bis dato noch hohe Hemmschwellen für die Involvierung privater Nutzer*innen dar; ebenso fehlt es an attraktiven Anreizmodellen.
Care4GREEN entwickelt dafür Lösungen und schafft erstmals eine Schnittstelle zwischen Bauträger*innen, Hausverwaltungen und Bewohner*innen zur Optimierung des Pflegeprozesses von Grüner Infrastruktur durch Beteiligung der Nutzer*innen an und Incentivierung für die aktive Grünraumpflege (Aktionsfeld Kommunikation & Vernetzung). Rechtssicherheit für Hausverwaltungen und Wohnungseigentümer*innen/Bewohner*innen wird dafür hergestellt, die nötigen Musterverträge werden erarbeitet.
Ziel ist, es Hausgemeinschaften im kommunalen und privaten Wohnbau zu befähigen, ihre Grünflächen (hochwertig und nachhaltig) zu begrünen, den Grünbestand zu erweitern und sich aktiv und dauerhaft in die Pflege einzubringen.
Anhand von zwei bis drei Case Studies sollen im Rahmen von innovativen Co-Creation Methoden und Workshops interessierte Bewohner*innen in die Erhaltungspflege Grüner Infrastrukturen partizipativ eingebunden werden. Geeignete Incentives (monetäre/nicht-monetäre Anreize) und Pflegekonzepte werden in den Show Cases entwickelt und getestet. Zur laufenden Unterstützung der notwendigen Pflegeaktivitäten erhalten die Bewohner*innen maßgeschneiderte Schulungen und Zugang zur Care4GREEN Open Access Online Plattform. Auf dieser Plattform wird die Pflege organisiert und auch userfreundliche (Video-)Tutorials bzw. Handlungsanleitungen zur richtigen Pflanzenpflege eingebaut. Die Plattform soll der Hausgemeinschaft helfen, Selbstorganisationsstrukturen aufzubauen und mit Nachbar*innen und der Hausverwaltung in Kontakt zu bleiben. Den Hausverwaltungen/Bauträgern wird ein Set an erprobten Werkzeugen und Maßnahmen (Leitfäden zur Übergabe, Muster-Pflegeverträge, Guidelines) zur Verfügung gestellt, um den Bewohner*innen eine gesicherte und wirkungsvolle Beteiligung an der Grünraumpflege zu ermöglichen.
Die Übernahme von Pflegeaktivitäten durch Bewohner*innen ermöglicht den Einsatz von klimawirksamen Grünelementen, die oft aufgrund zu hoher Pflegeintensität nicht in Frage kommen und reduziert Kosten durch Vermeidung von Pflanzen-Ausfällen. Dies führt neben zur Immobilienaufwertung, zur Maximierung der positiven mikroklimatischen Wirkungen des Grüns, Vermeidung von Hitzeinseln und Verbesserung der Biodiversität.

Abstract

The negative effects of climate change are increasingly being countered by the use of green infrastructure. They are seen as efficient measures to counteract urban heat. Funding programs, official requirements and regulations for green buildings and open spaces, as they exist in Vienna and many other cities, should ensure that more green infrastructure is created in urban areas.
In addition to the investment costs, there are also expenses for the ongoing care and maintenance of plants and green spaces to ensure their preservation and cooling effect in the city. Good, high-quality open spaces must be closely maintained and developed. The usual maintenance intervals of contracted external companies are usually not sufficient. In practice, there are frequent breakdowns and the green spaces are not maintained in the long term. The desired cooling effects do not occur, and biodiversity is greatly reduced.
A promising approach can be the participatory involvement of committed residents in the maintenance and management of green spaces (inner courtyards, green facades, green roofs, urban farming). For owners and property management companies, legal uncertainties and the complexity of liability, risk, and warranty still represent high barriers to the involvement of private users; attractive incentive models are also lacking.
Care4GREEN is developing solutions for this and for the first time is creating an interface between property developers, property management companies and residents to optimize the maintenance process of green infrastructure by involving users in and providing incentives for active green space maintenance (action field communication & networking). Legal certainty for property management companies and apartment owners and residents will be created and the necessary model contracts will be developed.
The goal is to enable house communities in municipal and private housing to green their open spaces (high-quality and sustainable), to expand the green stock and to become actively and permanently involved in the care of the green spaces (Action Field Existing and New Construction).
On the basis of two to three case studies, interested residents are to be involved in the maintenance of green infrastructures through innovative co-creation methods and workshops. Suitable incentives (monetary/non-monetary incentives) and care concepts will be developed and tested in the show cases. In order to support the necessary care activities, residents will receive customized training and access to the Care4GREEN Open Access Online Platform. On this platform, care is organized and user*friendly (video) tutorials and instructions for proper plant care are integrated. The platform is intended to help the house community to build up self-organization structures and to stay in contact with neighbours and the property management. A set of proven tools and measures (handover guidelines, model care contracts, guidelines) will be made available to the property management and property developers to enable the residents to participate in green space care in a secure and effective way.
The assumption of care activities by residents makes climate-effective green elements available, which are sometimes out of the question due to too high care intensity and reduces costs by avoiding plant failures. This leads to property appreciation, maximization of the positive microclimatic effects of greenery, avoidance of heat islands and improvement of biodiversity (field of action urban ecology & climate change adaptation).
