Projektbeschreibung

Die Frage der zukünftigen energieeffizienten Wohnraumschaffung gewinnt in vielen Städten aufgrund begrenzter Flächenverfügbarkeit und gleichzeitig steigendem Sied-lungsdruck immer mehr an Bedeutung. Vor dem Hintergrund angestrebter Flächen-, Ressourcen- und Energieeffizienz setzen Städte deshalb vermehrt auf Innenentwicklung und Nachverdichtung. Ein- und Zweifamilienhäuser, die auch in vielen Städten einen Anteil von über 60% aller Wohngebäude einnehmen, bieten große nachhaltige Verdichtungspotenziale und weisen gleichzeitig hohe Sanierungsrückstände auf. Allerdings befinden sich über 90% dieser Gebäude in Privatbesitz, weshalb für eine Mobilisierung der Potenziale die Eigentümer direkt angesprochen und von Maßnahmen überzeugt werden müssen. Da es in der bisherigen Beratungslandschaft kein Angebot für die Adressierung von Nachverdichtungsmaßnahmen gibt, wurde im Projekt BONSEI! (Bestand optimal nutzen - Sanierung energieeffizient implementieren!) ein Funktionsmuster einer Nachverdichtungsberatung entwickelt. Es hat sich gezeigt, dass eine qualifizierte und persönliche Beratung ein sehr wichtiger Impulsgeber für EigentümerInnen ist, wie Gebäude unter Berücksichtigung der individuellen Bedürfnisse flächen- und energiesparend weiterentwickelt werden können. Einen wesentlichen Aspekt in der verstärkten Umsetzung von qualitätsvollen Nachverdichtungsmaßnahmen stellt aber auch die Erhaltung der Lebensqualität dar, was essentiell für die Akzeptanz in der Bevölkerung ist.
Deshalb ist das Ziel des Projektes BONUS die Integration der Themenfelder nachhaltige Mobilität, Begrünung und Freiraumgestaltung in die im Forschungsprojekt BONSEI! konzipierte Nachverdichtungsberatung. Weitere Ziele sind: Die Entwicklung einer umfassenden Datenbasis, die Standardisierung dieses gesamtheitlichen BONUS-Beratungsangebotes, die Umsetzung dieser Beratungen in Vorarlberg und Salzburg sowie die Entwicklung eines übertragbaren Betreibermodells zur Generierung eines kommunalen österreichweiten Mehrwerts. Im Projekt werden Kriterien und konkrete Maßnahmen identifiziert, die Einfluss auf eine ressourceneffiziente und sozialverträgliche Innenverdichtung haben, sowohl auf Gebäude- als auch auf Quartiersebene und anschließend eine entsprechende integrative Datenbasis für die Smart City Demo Pilotgebiete in Feldkirch und der Stadt Salzburg erarbeitet. Es werden neue Strategien zur Ansprache und Gewinnung von BeratungsinteressentInnen, zur Schaffung von Experimentierräumen in den Städten, entwickelt. Durch die Einbindung von Grün-/Freiraum und nachhaltige Mobilität wird eine gesamtheitliche Beratungsdienstleistung geschaffen, die ressourcenschonende Nachverdichtung vorantreibt und durch die Berücksichtigung übergeordneter Planungsstrategien (z.B. Mobilitätskonzepte / Smart City Masterpläne / Klimastrategie) und gebäudebezogener Anforderungen an Klimawandelanpassung intelligent steuert. Durch diese intelligente Kombination von planerischer und sozialer Innovation kann die Lebensqualität künftiger Generationen optimiert und die Akzeptanz in der Bevölkerung gesteigert werden.
Die ganzheitliche BONUS-Beratung wird in den Pilotgebieten in Feldkirch und Salzburg umgesetzt und so die Forschungsergebnisse direkt in die Praxis übergeleitet. Zudem wird für eine langfristige Etablierung dieser Dienstleistung ein übertragbares Betreibermodell erarbeitet. Um die Praxistauglichkeit und Innovationswirksamkeit sicherzustellen sind in BONUS 9 LOI-Partner aus Vorarlberg und Salzburg aus mehreren Fachdomänen / Infrastrukturebenen (Raum-/ Stadtplanung, Smart City, Energiewirtschaft und –beratung, Wohnbauförderung, Verkehrsplanung) eingebunden. Durch das intelligent gesteuerte Anstoßen der Umsetzung einer energie- und ressourcenschonenden Wohnraumschaffung bei den GebäudeeigentümerInnen kann eine zukunftsfähige Stadtentwicklung ermöglicht und so ein signifikanter österreichweit übertragbarer kommunaler Mehrwert generiert werden.

Abstract

The question of future energy-efficient creation of living space is becoming more and more important in many cities due to limited space availability and simultaneously in-creasing settlement pressure. Against the background of the desired space, resource and energy efficiency, cities are therefore steadily focusing on internal development and densification. Single and two-family houses, which represent over 60% of all residential buildings in many cities, mobilize the given potential for sustainable densifica-tion and, at the same time, show a high level of redevelopment backlogs. However, more than 90% of these buildings are privately owned, which is why the owners must be addressed directly and convinced of the measures to mobilize the given potential. Since there is no offer in the previous consulting landscape for the addressing of post-compression measures, the project BONSEI! (Optimal use of existing stock - energy-efficient implementation of refurbishment!) has developed a corresponding consulting service. It has been shown, that qualified and personal advice is a very important source of inspiration for owners in order to show buildings can be further developed to save space and energy while taking individual needs into account. An essential aspect in the intensified implementation of post-consolidation measures, however, is also the preservation of the quality of life. This is why high-quality and socially acceptable post-consolidation is essential for acceptance by the population and for a sustainable neighbourhood development.
Therefore, the aim of the BONUS project is to integrate the topics of sustainable mobility, greening and open space design into the post-compaction consultation conceived in the BONSEI! research project. Further targets are: The development of a comprehensive database, the standardisation of this comprehensive BONUS consulting offer, the implementation of this consulting in Vorarlberg and Salzburg as well as the development of a transferable operator model for the generation of a municipal Austria-wide added value. In the project, criteria and concrete measures, which have an influence on resource-efficient and socially acceptable internal densification, are identified, both at building and neighbourhood level. New strategies will be developed for addressing and attracting prospective counsellors and for creating experimental spaces in cities. Through the integration of green space/open space and sustainable mobility as separate consulting modules, a com-prehensive consulting service will be created which promotes socially acceptable and resource-saving post-condensation and intelligently controls it by taking into account higher-level planning strategies (e.g. mobility concepts / Smart City master plans / cli-mate strategy) and building related requirements for climate change adjustment. This intelligent combination of planning and social innovation can optimise the quality of life for future generations and increase acceptance among the population.
The holistic BONUS consulting is implemented in the pilot areas in Feldkirch and Salzburg and thus the research results are transferred directly into practice. In addition, a transferable operator model will be developed for the long-term establishment of this service. In order to ensure practical suitability and innovation effectiveness, in BONUS 9 LOI partners from Vorarlberg and Salzburg from several specialist domains / infrastructure levels (urban planning, smart city coordination, spatial planning, energy management and consulting, housing promotion, transport planning) are involved. Through the intelligently controlled initiation of creation of energy- and resource-conserving housing by the building owners, a sustainable urban development can be made possible and thus an Austria-wide transferable significant municipal added value can be generated.
