Sustainability Assessment for Mobility in Austria - Implementation Lab

Projektbeschreibung

Im Projekt SAMOA – Sustainability Assessment for Mobility in Austria wurde ein Assessment-Konzept zur standardisierten Beurteilung der Auswirkungen verkehrs- bzw. mobili-tätsbezogener Strategien, Maßnahmen und Forschungsvorhaben auf eine nachhaltige Entwicklung in Österreich erarbeitet. SAMOA ist so konzipiert, dass es grundsätzlich in verschiedenen Kontexten (Forschung, Planung, Umsetzung, Begleitung, Vermittlung), auf verschiedenen räumlichen Maßstabsebenen (national, regional, städtisch) und in verschiedenen Projektstadien (ex-ante Bewertung, ex-post Evaluierung oder laufendes Monitoring) einsetzbar ist.
Basierend auf den vorhandenen Grundlagen wird das SAMOA Assessment im Folgeprojekt SAMOA Implementation Lab vertiefend erforscht und in Richtung eines optimierten, praxistauglichen und interaktiv anwendbaren Assessment-Tools weiterentwickelt. Die wesentlichen Projektinhalte setzen auf mehreren Ebenen an. Zunächst erfolgt eine inhaltliche Vertiefung und Optimierung des bestehenden Assessment-Konzepts mit Fokus auf FTI und Urban Mobility. Parallel dazu wird das thematische Anwendungsfeld von der Personen- auf den Bereich der Gütermobilität ausgeweitet. Ein wesentlicher Aspekt ist die Sicherstellung der Anschlussfähigkeit an bzw. die Synergiefindung mit themenrelevanten Initiativen im europäischen Ausland.
Wie bereits der Projekttitel verdeutlicht, besteht das Herzstück des Projekts SAMOA Implementation Lab in der Durchführung und Analyse umfassender Praxistests in der Forschungsumgebung der Mobilitätslabore (UML & MTL) und einer Rückkopplung zum Assessment-Konzept sowie zur weiteren Gestaltung des Assessment-Tools. Als ein wesentliches konkretes Projektergebnis wird ein Prototyp für ein benutzerfreundliches, interaktives SAMOA Online-Tool entwickelt und bereitgestellt. Dieses Tool wird sowohl in einer deutschen als auch in einer englischen Version implementiert, um auch internationale Anknüpfungspunkte sowie die Dissemination auf internationaler Ebene zu ermöglichen. Ergänzend dazu wird ein begleitendes Umsetzungs- und Betreibermodell (inkl. erforderlicher flankierender Dienstleistungen und Maßnahmen zur Wartung und kontinuierlichen Weiterentwicklung) konzipiert.
Der Projektzeitplan ist so eingetaktet, dass mit Ende des ersten Quartals 2020 die wesentlichen Ergebnisse vorliegen und für die geplante Wirkungsanalyse der Mobilitätslabore (externes Impact-Assessment) zur Verfügung stehen. In diesem Kontext besteht ein besonderer Mehrwert für die am SAMOA Implementation Lab teilnehmenden Mobilitätslabore vor allem auch darin, dass ein intensiver Wissensaustausch stattfindet und ein Coaching im Hinblick auf die Selbstevaluierung erfolgt. Last but not least wird durch das Projekt ein „SAMOA-Netzwerk“ aufgebaut und ein kontinuierlicher Wissenstransfer initiiert, der über die Projektlaufzeit hinaus Bestand haben soll.

Abstract

In the preceding SAMOA project (Sustainability Assessment for Mobility in Austria) a standardized assessment method regarding the impacts of mobility- and transport-related strategies, measures and research activities on sustainable development in Austria was developed. The SAMOA assessment concept is designed to serve a broad range of use cases/contexts (research, planning, implementation, process support, communication) at different spatial scales (national, regional, urban) and in different project phases (ex-ante assessment, ex-post evaluation and ongoing monitoring).
Building on the existing foundation, the follow-up project SAMOA Implementation Lab will deepen and further develop the SAMOA assessment concept towards an optimized, practicable and interactive assessment tool. The key matters of the project span across several levels. The established SAMOA assessment concept will be deepened and optimized with a focus on the fields research/technology/innovation and urban mobility. In parallel, the thematic scope of SAMOA will be expanded from personal mobility to mobility of goods. Another essential aspect is to ensure international compatibility and to identify synergies with thematically relevant initiatives on European level.
Furthering implementation – as the project title implies – lies at the heart of the SAMOA Implementation Lab project. In this context, comprehensive practice tests will be conducted in the research environment of the Austrian Urban Mobility Labs (UML) and the Mobility Transformation Lab (MTL), with a feedback loop to the further development of the assessment concept and the design of the assessment tool. One of the essential concrete project results will be the prototype of a user-friendly interactive SAMOA online tool. This tool will be provided in a German as well as an English Version in order to allow for international connectivity and enhance dissemination on European level. Furthermore, we will conceive an implementation concept and operation model for the full-scale implementation of a final SAMOA online tool, including specifications regarding necessary accompanying services and measures for technical maintenance and continuous development.
The project schedule ensures that essential project results will be provided by the end of the first quarter 2020, in order to be available for the forthcoming impact analysis (external impact assessment) of the Austrian Mobility Labs. In this regard, the participating Mobility Labs have a special benefit, as SAMOA Implementation Lab will foster intensive knowledge exchange and provide coaching with regard to the issue of self-assessment. Last but not least the project will build a “SAMOA-network” and initiate a continuous knowledge transfer that is supposed to last beyond the duration of the project.
