Projektbeschreibung

Sharing stellt einen innovativen Weg für zur Bewältigung von Wegen dar, der zunehmend an Beliebtheit gewinnt. Gerade im ländlichen Raum ist das Verkehrsangebot sehr einseitig. Das Mobil-sein ohne eigenen Pkw stellt durch das oft mangelnde ÖPNV-Angebot und die geringe Dichte an Versorgungseinrichtungen eine Herausforderung dar. Share Economy wird als Wachstumsbranche gehandelt, ermöglicht einerseits durch die rasante Digitalisierung (durch Internet und Smartphone ist ein sekundenschnelles Matching zwischen AnbieterIn und NachfragerIn möglich) und andererseits durch den Wertewandel in der Gesellschaft hin zum Teilen statt Besitzen.
Ziel des Projektes ist die Mobilitätssicherung in ländlichen und dispersen Räumen durch eine Verknüpfung von Car- und Ridesharing-Angeboten, wodurch bis jetzt benachteiligte Personen in ihrer flexiblen und eigenständigen Mobilität gestärkt werden sollen. Während Carsharing Angebote im ländlichen Raum durchaus schon etabliert sind, fehlt es an Angeboten für Personen ohne Fahrberechtigung. Auch in den Projektpartner-Gemeinden Seekirchen am Wallersee und Gaubitsch ist Carsharing bereits vorhanden, eine Ausweitung mittels Ridesharing zu einem Bottom-up Mikro-ÖV könnte diese Lücke füllen.
Im Fokus des Projektes steht die Verknüpfung von sozialer Innovation und technischer Integration. Soziale Innovation als Veränderung sozialer Praktiken soll erreicht werden durch die Aktivierung von NutzerInnen, die gemeinsame Diskussion mit NutzerInnen über Bedürfnisse, Motivationen und Anforderungen an das Mobilitätsangebot, den Aufbau bzw. die Erweiterung der Community und Stärkung des nachbarschaftlichen Zusammenhalts, die Schaffung von Anreizen auf Basis eines Belohnungssystems und die gezielte Bewerbung des neuen Mobilitätsangebots in den Gemeinden. Im Rahmen der technische Integration steht die Schaffung eines nutzerInnen-gerechten Reservierungs-/ Buchungssystems, eines Reputationssystems zur Stärkung des Vertrauens zwischen FahrerIn und MitfahrerIn, eines Kommunikationssystems und gegebenenfalls eines Belohnungssystem im Mittelpunkt.
Methodische Innovation wird durch den Living Lab Ansatz gewährleistet. Durch Co-Creation wird bewusst ein partizipativer Zugang zu Forschung und Entwicklung gewählt. In Co-Creation-Workshops wird über direktes Abfragen von NutzerInnenbedürfnissen, Motiven, Mobilitätsverhalten und Anforderungen an das Car- und Ridesharing Angebot ein interaktives und reflexives Entwickeln des Angebotes gemeinsam mit den NutzerInnen gewährleistet. Neben wissenschaftlichen Erkenntnissen im Bereich integriertes Sharing wird als Ergebnis ein integriertes Car- und Ridesharing System für die beiden Gemeinden angestrebt.
Das Projekt stellt eine neuartige Integration der Angebote Peer2Peer Carsharing und Ridesharing (Bottom-up Mikro-ÖV) unter Berücksichtigung von Mobilitätsbedürfnissen und Anforderungen der NutzerInnen dar. Durch die gezielte Schaffung von Möglichkeiten zur Nutzung von Synergien kann das Mobilitätsangebot in ländlichen Räumen verbessert und Ressourcen gespart werden.

Abstract

Collaborative mobility is an innovative approach to reorganize mobility in a sustainable way. In rural areas, the everyday mobility is primarily depended on private, motorised cars. Due to the lack of a suitable offer in public transport and the low density in utility services, for people who do not own a car mobility is quite a big challenge. Sharing economy is a growth sector, which is enabled by the rapid growth of ICT on the one side and the change of values in our society towards sharing instead of owning on the other side.
The goal of the project is to provide mobility services in rural and sparsely populated areas by combining car- and ridesharing offers. Independent mobility of so far underprivileged people can thereby be supported. While carsharing has been successful even in rural areas within the last years, ridesharing is still not established there. Seekirchen am Wallersee and Gaubitsch, the two project partner municipalities, experience the same situation. Both municipalities have established a quite successful carsharing offers and would like to expand it to a bottom-up micro-public transport.
The focus of the project lies on the combination of social innovation and technological integration. Social innovation as a change of social practices will be achieved through the activation of users, the joint discussion with users on needs, motivations and demands on the mobility services, the development and the expansion of the community and the strengthen of the neighbourly cohesion, the creation of incentives based on a reward system and the advertising of new mobility services in the municipalities..
Concerning the technical integration, the focus lies on the creation of a user-friendly reservation / booking system, a reputation system to boost confidence between driver and passenger, a communication system and possibly a reward system. Methodological innovation is guaranteed by the Living Lab approach.
Besides scientific knowledge concerning integrated sharing, another result of the project will be an integrated car- and ridesharing system for the two municipalities.
The project provides a novel integration of peer2peer carsharing and ridesharing (bottom-up micro-PT) offers, taking into account mobility needs and demands of users. By the specific use of synergies, mobility services in rural areas can be improved and at the same time resources can be saved.
