Projektbeschreibung

1. Ausgangssituation, Problematik bzw. Motivation

Die Kundmachung verkehrsrechtlicher Verordnungen erfolgt primär durch physische Verkehrszeichen und Bodenmarkierungen ohne umfassende digitale Erfassung. Bestehende Systeme wie die Graphenintegrationsplattform (GIP) und das Echtzeit-Verkehrsinformationssystem (EVIS) decken Teilbereiche der Digitalisierung ab, ermöglichen jedoch keine konsolidierte Gesamtsicht auf sämtliche Verkehrsmaßnahmen.
Die EU-Richtlinie 2010/40/EU (IVS-Richtlinie) sowie die Delegierte Verordnung (EU)2022/670 fordern teils bereits heute die verbindliche Bereitstellung verlässlicher Verkehrsinformation im Format DATEX II, während auch ITS-Services zunehmend höhere Anforderungen an Datenqualität, Aktualität und Echtzeitfähigkeit stellen. Das Vorgängerprojekt ESTRAL erarbeitete unter anderem die konzeptionelle Grundlagen für ein zentrales Verkehrsmaßnahmenregister.

2. Ziele und Innovationsgehalt

Es wird ein Demonstrator für ein zentrales Verkehrsmaßnahmenregister entwickelt und ein Proof of Concept durchgeführt, welcher die praktische Umsetzbarkeit der ESTRAL-Konzepte nachweist und eine Entscheidungsgrundlage für den österreichweiten Aufbau schafft.
Das Verkehrsmaßnahmenregister bietet drei Kernfunktionen: Storage mit Historisierung, syntaktische und semantische Qualitätsprüfung, Plausibilitätsprüfung sowie Konsolidierung zur Ableitung spezieller Informationslayer. Wesentlich ist auch die erstmalige operative Integration der METR-Prinzipien (ISO 24315) in das österreichische Mobilitätsdatenökosystem unter Einbettung in europäische Standardisierungsaktivitäten. Die zentrale Qualitätsprüfung und einheitliche Bereitstellung stellt eine grundlegende Neuerung gegenüber der derzeit fragmentierten Datenlage dar. Perspektivisch könnte bei entsprechenden rechtlichen Rahmenbedingungen das System die physische durch eine rechtsverbindliche digitale Kundmachung ersetzen – europaweit einzigartig.

3. Angestrebte Ergebnisse bzw. Erkenntnisse

Der Demonstrator bildet den gesamten Kernprozess ab: Demodaten aus Digitalisierungstools werden über standardisierte Schnittstellen an das Verkehrsmaßnahmenregister übergeben, dort verarbeitet und mitunter auch konsolidiert an nachgelagerte ITS Services weitergegeben, wo der Nutzen anhand ausgewählter Referenzservices demonstriert wird.
Ergänzende Ergebnisse umfassen Methoden zur Digitalisierung von Verkehrsmaßnahmen, Standardisierungen zur Abbildung verkehrsrechtlicher Verordnungen, Entwurf eines Betreibermodells, Kostenabschätzung für Aufbau und Betrieb sowie Empfehlungen für die Überführung in den operativen Betrieb.

Abstract

1. Initial situation, problem, and motivation

Traffic regulations are primarily communicated through physical traffic signs and road markings without comprehensive digital data collection. Existing systems such as the graph integration platform (GIP) and the real-time traffic information system (EVIS) cover parts of the digitization process, but do not provide a consolidated overview of all traffic measures.
EU Directive 2010/40/EU (ITS Directive) and Delegated Regulation (EU) 2022/670 already require the mandatory provision of reliable traffic information in DATEX II format, while ITS services are also placing increasingly high demands on data quality, timeliness, and real-time capability. Among other things, the predecessor project ESTRAL developed the conceptual basis for a central traffic measures register.

2. Objectives and innovative content

A demonstrator for a central traffic measures register is being developed and a proof of concept is being carried out to demonstrate the practical feasibility of the ESTRAL concepts and create a basis for decision-making for Austria-wide implementation.
The traffic measures register offers three core functions: storage with historization, syntactic and semantic quality checks, plausibility checks, and consolidation for the derivation of special information layers. Another key aspect is the first-time operational integration of the METR principles (ISO 24315) into the Austrian mobility data ecosystem, embedded in European standardization activities. Centralized quality control and uniform provision represent a fundamental innovation compared to the currently fragmented data situation. In the future, under the appropriate legal framework, the system could replace physical notification with legally binding digital notification – unique in Europe.

3. Targeted results and findings

The demonstrator maps the entire core process: demo data from digitization tools is transferred to the traffic measures register via standardized interfaces, processed there, and sometimes also consolidated and passed on to downstream ITS services, where its benefits are demonstrated using selected reference services.
Additional results include methods for digitizing traffic measures, standardizations for mapping traffic regulations, a draft operator model, cost estimates for setup and operation, and recommendations for transitioning to operational use.
