Projektbeschreibung

Die sichere und hochverfügbare Langzeitspeicherung kritischer Verwaltungs- und Kulturdaten trägt maßgeblich zur staatlichen Resilienz bei. Mit der „Digitalen Arche“ betreibt das Bundeskanzleramt (BKA) bereits eine national kontrollierte Infrastruktur zur Sicherung digitaler Bestände. Angesichts zunehmender Anfragen internationaler Organisationen stellt sich die Frage, ob und wie diese Infrastruktur für internationale Mandanten geöffnet werden kann, ohne die nationale Schutzfunktion zu gefährden.

Vor diesem Hintergrund zielt das Projekt DARIA (Digitale Arche – Resiliente Internationale Anbindung) darauf ab, eine fundierte Entscheidungsgrundlage für die potenzielle Erweiterung der Digitalen Arche zu schaffen. Die Konzeptstudie adressiert die technischen, rechtlichen und organisatorischen Rahmenbedingungen einer Mehrmandanten-Nutzung und formuliert Handlungsempfehlungen für einen sicheren und rechtskonformen Betrieb.

Im Mittelpunkt steht ein integrativer Sicherheitsansatz, der technische Architekturen (Zero Trust, Post-Quantum-Kryptographie, Multi-Tenant-Isolation), rechtliche Rahmenbedingungen (DSGVO, Völkerrecht, hoheitliche vs. privatwirtschaftliche Aspekte) und organisatorische Prozesse (Governance, SLAs, Kontrollmechanismen) ganzheitlich bewertet. Die bestehende innerstaatliche Infrastruktur der Digitalen Arche dient als Ausgangspunkt: Sie wird analysiert und bewertet, unter welchen Bedingungen und mit welchen Schwierigkeiten eine Erweiterung für internationale Mandanten umsetzbar wäre.

Die Ergebnisse der Studie umfassen eine systematische Risikobewertung, konzeptionelle Ansätze für eine technische Zielarchitektur, erste rechtliche Erkenntnisse und Blocker-Analysen sowie konkrete Handlungsempfehlungen. DARIA schafft damit eine belastbare Grundlage für politische und strategische Entscheidungsprozesse und unterstützt die Stärkung der österreichischen Datensouveränität im internationalen Kontext.

Abstract

The secure and highly available long-term storage of critical administrative and cultural data makes a significant contribution to national resilience. With the “Digitale Arche”, the Federal Chancellery (BKA) already operates a nationally controlled infrastructure for safeguarding digital assets. Considering increasing inquiries from international organizations, the question arises whether and how this infrastructure could be opened to international clients without compromising its national protective function.

Against this background, the DARIA project (Digitale Arche – Resilient International Connectivity) aims to provide a well-founded basis for decision-making regarding a potential extension of the Digitale Arche. The conceptual study addresses the technical, legal, and organizational conditions of multi-tenant use and formulates recommendations for secure and legally compliant operation.

At the core is an integrative security approach that holistically assesses technical architectures (Zero Trust, post-quantum cryptography, multi-tenant isolation), legal frameworks (GDPR, international law, sovereign vs. private-sector aspects), and organizational processes (governance, SLAs, control mechanisms). The existing domestic infrastructure of the Digital Archive serves as the starting point: it is analyzed and evaluated with regard to the conditions and challenges under which an expansion for international clients would be feasible.

The study results include a systematic risk assessment, conceptual approaches for a technical target architecture, initial legal findings and blocker analyses, as well as concrete recommendations for action. DARIA thus provides a robust foundation for political and strategic decision-making processes and supports the strengthening of Austrian data sovereignty in an international context.
