Die digitale Vernetzung von Mobilitätsangeboten ist eine zentrale Voraussetzung für eine nachhaltige, nutzerfreundliche und wirtschaftlich tragfähige Mobilitätswende. In Österreich existiert eine große Vielfalt an Mobilitätsanbietern, Systemen und regionalen Lösungen, deren Integration in multimodale Buchungsplattformen bislang mit hohem technischem und organisatorischem Aufwand verbunden ist. Einheitliche Schnittstellenstandards gelten daher als wesentlicher Hebel zur Verbesserung von Interoperabilität, Skalierbarkeit und Marktzugang.

Das Projekt TAPAS – TOMP API Assessment untersucht systematisch und praxisnah, ob und unter welchen Rahmenbedingungen die internationale TOMP-API Spezifikation diese Anforderungen für die österreichische Mobilitätslandschaft erfüllen kann.

Im Zentrum des Projekts stehen reale Pilotierungen in den Mobilitätsmodi On-Demand-Verkehr und Carsharing, bei denen Transport Operators (TOs) direkt in Mobility Platforms (MPs) integriert werden. Der Standard wird dabei nicht nur analysiert, sondern unmittelbar in bestehende Systeme implementiert. Dadurch können tatsächliche technische Aufwände, organisatorische Anforderungen sowie Kosten-Nutzen-Effekte realitätsnah erhoben werden.

Auf dieser Basis entwickelt TAPAS eine strukturierte Einsatz- und Bewertungsmatrix, die den Einsatz der TOMP-API je Modalität, Funktion und Integrationstiefe einordnet. Die Ergebnisse werden auf die gesamte österreichische Akteurslandschaft hochgerechnet und ermöglichen eine differenzierte Bewertung, wann TOMP empfohlen wird, wann eine eingeschränkte Nutzung sinnvoll ist und wo alternative Integrationsansätze geeigneter erscheinen. Ergänzend wird das Zusammenspiel von TOMP mit etablierten Standards wie GTFS, GTFS-RT, GBFS und NeTEx analysiert.

Das Konsortium vereint regionale und nationale Mobilitätsanbieter, Mobility Platforms, international tätige Softwareunternehmen, wissenschaftliche Expertise sowie erfahrene TOMP-Anwender aus dem europäischen Umfeld. Unterstützt durch zahlreiche LOI-Partner wird eine hohe Praxisnähe, breite Anwendbarkeit und internationale Anschlussfähigkeit der Projektergebnisse sichergestellt.

Die gewonnenen Erkenntnisse münden in konkrete Handlungsempfehlungen sowie einen praxisorientierten Umsetzungsplan für Österreich. TAPAS schafft damit eine fundierte Entscheidungsgrundlage für öffentliche Stellen, Mobilitätsanbieter und Plattformbetreiber und leistet einen wesentlichen Beitrag zur Harmonisierung multimodaler Mobilitätsdienste – national wie grenzüberschreitend.

Abstract

The digital networking of mobility services is a key prerequisite for a sustainable, user-friendly and economically viable mobility transition. Austria has a wide variety of mobility providers, systems and regional solutions, the integration of which into multimodal booking platforms has so far involved considerable technical and organisational effort. Uniform interface standards are therefore considered an essential lever for improving interoperability, scalability and market access.

The TAPAS – TOMP API Assessment project systematically and practically investigates whether and under what conditions the international TOMP API specification can meet these requirements for the Austrian mobility landscape.

The project focuses on real-world pilot projects in the mobility modes of on-demand transport and car sharing, in which transport operators (TOs) are directly integrated into mobility platforms (MPs). The standard is not only analysed, but also directly implemented in existing systems. This allows the actual technical effort, organisational requirements and cost-benefit effects to be assessed in a realistic manner.

On this basis, TAPAS is developing a structured deployment and evaluation matrix that classifies the use of the TOMP API according to modality, function and depth of integration. The results are extrapolated to the entire Austrian stakeholder landscape and enable a differentiated assessment of when TOMP is recommended, when limited use is appropriate, and where alternative integration approaches appear more suitable. In addition, the interaction of TOMP with established standards such as GTFS, GTFS-RT, GBFS, and NeTEx is analysed.

The consortium brings together regional and national mobility providers, mobility platforms, internationally active software companies, scientific expertise and experienced TOMP users from across Europe. Supported by numerous LOI partners, the project results are guaranteed to be highly practical, broadly applicable and internationally compatible.

The findings will result in concrete recommendations for action and a practice-oriented implementation plan for Austria. TAPAS thus creates a sound basis for decision-making for public authorities, mobility providers and platform operators and makes a significant contribution to the harmonisation of multimodal mobility services – both nationally and across borders.
