Projektbeschreibung

Österreichische Städte stehen bei der Umsetzung der Mobilitätswende vor großen Herausforderungen. In Wien verantwortet der Verkehrssektor ca. 40% der Treibhausgasemissionen und ist damit ein zentraler Hebel für die Klimaneutralität. Hohe Verkehrsbelastung und zunehmende Hitze- und Starkregenereignisse erhöhen den Handlungsdruck. Dicht bebaute Quartiere müssen schnell, kosteneffizient sowie klimawirksam transformiert werden. Während europäische Vorreiterstädte wie Barcelona, London und Berlin zeigen, dass schnelle Quartierstransformation möglich ist, fehlen in Österreich übertragbare integrierte Planungskonzepte und Governance-Strukturen. Pilotprojekte bleiben oft Einzelinitiativen ohne Skalierungsperspektive. Diese räumliche und prozessuale Lücke wird Klimaneutralen Städte-Netzwerk als zentrale Umsetzungsbarriere für die Mobilitätswende identifiziert.
TACTIQ entwickelt einen übertragbaren Ansatz für taktische Quartiersentwicklung, um wirksam in die Fläche zu kommen. Der Innovationsgehalt liegt in der integrierten Bearbeitung der räumlichen und prozessualen Dimension als Systeminnovation. Ziel ist ein praxistaugliches Instrumentarium für österreichische Städte, um Maßnahmen zur Verkehrsberuhigung, aktiven Mobilität und klimaresilienten Quartieren schneller und effizienter umzusetzen.
In der räumlichen Dimension erstellt TACTIQ ein integriertes Planungskonzept. Es umfasst Zielsysteme und Bewertungskriterien, die Abstimmung mit laufenden Infrastrukturprojekten sowie einen modularen Maßnahmenkatalog mit mindestens 30 Einzelmaßnahmen in 6 Kategorien. Eine interaktive Decision Support Matrix unterstützt Städte bei der Auswahl geeigneter Maßnahmenkombinationen unter Berücksichtigung von Wirkung, Kosten, Umsetzbarkeit und lokalen Rahmenbedingungen.
In der prozessualen Dimension entwickelt TACTIQ ein übertragbares Governance-Modell. Es beinhaltet institutionelle Arrangements, intersektorale Koordinationsmechanismen und standardisierte Referenzprozesse für die taktische Quartiersentwicklung. Ein Multi-Level-Governance-Analyseraster ermöglicht die vergleichende Auswertung nationaler und internationaler Fallstudien. Governance-Effizienz-Indikatoren wie Planungsdauer, Koordinationsaufwand und Konfliktquote dienen der systematischen Bewertung. Ein Konfigurationsansatz sichert die Übertragbarkeit auf unterschiedliche Verwaltungsstrukturen. Vergleichende Governance-Analyse mit partizipativer Modellentwicklung, Co-Design-Formate und ein Planspiel mit Verwaltung und Praxisakteurinnen dienen der Validierung des Planungskonzepts und Governance-Modells.
Die Ergebnisse umfassen ein Governance-Modell mit Referenzprozessen, ein integriertes Planungskonzept mit modularem Maßnahmenkatalog und Decision Support Matrix, eine rechtliche Bewertung mit Genehmigungsleitfaden und Beschaffungsempfehlungen sowie ein Wirkungsmessungskonzept mit mindestens 28 gendersensiblen klima- und mobilitätsbezogenen Indikatoren. Ein österreichweites Skalierungskonzept gewährleistet die Übertragbarkeit. Die Projektergebnisse werden mit Follower-Städten aus dem Klimaneutrale Städte-Netzwerk und der Smart Cities Vernetzungsplattform abgestimmt und in einem anwendungsorientierten Praxishandbuch bereitgestellt. Die erarbeiteten Grundlagen bilden die Basis für ein Demonstrationsfolgeprojekt.
Das Konsortium aus Stadt Wien, BOKU und tbw research vereint kommunale Praxis, Forschung und Governance-Beratung – TACTIQ macht die Mobilitätswende schnell, effizient und praxisnah umsetzbar.

Abstract

Austrian cities face major challenges in implementing the mobility transition. In Vienna, the transport sector accounts for around 40% of greenhouse gas emissions, making it a key lever for achieving climate neutrality. High traffic volumes and increasing heatwaves and heavy rainfall events intensify the need for action. Densely built neighborhoods must be transformed quickly, cost-effectively, and climate-resiliently. While European frontrunner cities such as Barcelona, London, and Berlin demonstrate that rapid neighborhood transformation is feasible, Austria lacks transferable integrated planning concepts and governance structures. Pilot projects often remain isolated initiatives without scaling potential. This spatial and procedural gap has been identified by the Climate-Neutral Cities Network as a key barrier to implementing the mobility transition.
TACTIQ develops a transferable approach for tactical neighborhood development to ensure scalable deployment in cities. Its innovation lies in the integrated handling of spatial and procedural dimensions as a system innovation. The goal is to provide Austrian cities with a practical toolkit to implement traffic calming, active mobility, and climate-resilient measures faster and more efficiently in neighbourhoods.
In the spatial dimension, TACTIQ delivers an integrated planning concept, including target systems, evaluation criteria, coordination with ongoing infrastructure projects, and a modular measures catalog with at least 30 individual actions across six categories. An interactive Decision Support Matrix helps cities select suitable measure combinations, considering impact, cost, feasibility, and local conditions.
In the procedural dimension, TACTIQ develops a transferable governance model, comprising institutional arrangements, cross-sector coordination mechanisms, and standardized reference processes for tactical neighborhood development. A multi-level governance analysis framework allows comparative evaluation of national and international case studies. Governance efficiency indicators such as planning duration, coordination effort, and conflict rate enable systematic assessment. A configuration approach ensures transferability to diverse administrative structures. Comparative governance analysis, participatory co-design formats, and a simulation exercise with administrative and practice stakeholders validate both the planning concept and the governance model.
The project outputs include a governance model with reference processes, an integrated planning concept with modular measures catalog and Decision Support Matrix, a legal assessment with permitting guidelines and procurement recommendations, and an impact measurement framework with at least 28 gender-sensitive climate and mobility indicators. A nationwide scaling concept ensures transferability. Results are coordinated with follower cities from the Climate-Neutral Cities Network and the Smart Cities platform and presented in a practice-oriented handbook. These foundations provide the basis for a demonstration follow-up project.
