Projektbeschreibung

GeoHarmony adressiert eine zentrale strukturelle Herausforderung in Österreich: die fragmentierte und nicht harmonisierte Geodatenlandschaft, die eine effiziente Nutzung von Geo- und Erdbeobachtungsdaten für die Umsetzung nationaler und europäischer Vorgaben erheblich einschränkt. Gleichzeitig steigt der Bedarf an evidenzbasierten, datengetriebenen Entscheidungsgrundlagen in den Bereichen Klima, Energie, Biodiversität und Raumplanung.

Ziel des Projekts ist die Entwicklung eines umsetzungsorientierten Gesamtkonzepts für eine harmonisierte, föderierte und vertrauenswürdige Geodateninfrastruktur als Grundlage für KI-gestützte Planungs- und Prognosewerkzeuge. Der Innovationsgehalt liegt in der integrierten Betrachtung von Anforderungen, Architektur und Governance: GeoHarmony verbindet erstmals systematisch Anforderungen aus Politik, Verwaltung und Technologie mit einer skalierbaren Systemarchitektur und einem tragfähigen Betriebs- und Finanzierungsmodell.

Ein zentraler Fokus liegt auf der Herstellung von AI-Readiness, d. h. der Standardisierung und Bereitstellung von Geo- und EO-Daten in interoperablen, maschinenlesbaren und qualitätsgesicherten Formaten, die eine direkte Nutzung in KI-Anwendungen ermöglichen. Damit wird die Grundlage für eine neue Generation datenbasierter Entscheidungsunterstützungssysteme und für den Digitalen Zwilling Österreich geschaffen.

Das Konsortium aus AIT Austrian Institute of Technology, Spatial Focus und Umweltbundesamt folgt einem klar strukturierten, anwendungsgetriebenen Ansatz (Anforderungsanalyse, Konzeptentwicklung, Vorbereitung der Umsetzung) und stellt durch enge Einbindung zentraler Stakeholder die Praxisrelevanz sicher. Die entwickelten Konzepte werden anhand konkreter Anwendungsfälle aus Raumplanung und Naturschutz in einer Sandbox-Umgebung validiert und in konkrete Handlungsempfehlungen sowie eine Roadmap für die Umsetzung überführt.

Abstract

GeoHarmony addresses a key structural challenge in Austria: the fragmented and non-harmonised spatial data landscape, which significantly limits the efficient use of spatial and Earth observation data for the implementation of national and European requirements. At the same time, there is a growing need for evidence-based, data-driven decision-making in the fields of climate, energy, biodiversity and spatial planning.

The aim of the project is to develop an implementation-oriented overall concept for a harmonised, federated and trustworthy spatial data infrastructure as the basis for AI-supported planning and forecasting tools. The innovative aspect lies in the integrated consideration of requirements, architecture and governance: For the first time, GeoHarmony systematically combines requirements from politics, administration and technology with a scalable system architecture and a viable operational and financing model.

A central focus is on achieving AI readiness, i.e. the standardisation and provision of geo- and EO data in interoperable, machine-readable and quality-assured formats that enable direct use in AI applications. This lays the foundation for a new generation of data-driven decision support systems and for the digital twin Austria.

The consortium comprising AIT Austrian Institute of Technology, Spatial Focus and the Federal Environment Agency follows a clearly structured, application-driven approach (requirements analysis, concept development, preparation for implementation) and ensures practical relevance through the close involvement of key stakeholders. The concepts developed are validated in a sandbox environment using specific use cases from spatial planning and nature conservation, and are translated into concrete recommendations for action and a roadmap for implementation.
