NEB:werk – ein Modellquartier für Baukultur, Nachhaltigkeit und Zusammenhalt

Im Zentrum von Payerbach, mitten in der UNESCO-Weltkulturerbe-Region Semmering, liegt großes Potenzial im Verborgenen: Historische Bausubstanz, leerstehende Gebäude und ungenutzte Freiräume zeugen von vergangenen Blütezeiten – und warten auf eine zeitgemäße Wiederbelebung. Mit dem Projekt NEB:werk soll dieser Ortskern zu einem zukunftsweisenden Quartier transformiert werden, das regionale Qualitäten mit den Prinzipien des New European Bauhaus (NEB) verbindet: Nachhaltigkeit, Ästhetik und Inklusion.

Die Motivation für das Vorhaben speist sich aus zwei Quellen: dem kulturellen, handwerklichen und landschaftlichen Erbe dieser europaweit einzigartigen Region – und dem Engagement für eine innovative, gemeinschaftlich getragene Entwicklung des ländlichen Raums. Aufbauend auf dem mehrfach geförderten Beteiligungsprojekt „Handwerk & Baukultur in der WKE-Region Semmering“ wird NEB:werk als nächste Stufe gedacht: Als interdisziplinäres Modellprojekt, das lokale Ressourcen aktiviert, neue Nutzungskonzepte erprobt und Best-Practice-Formate für andere Regionen Europas liefert.

Im Fokus steht die nachhaltige Reaktivierung des zentralen Ortsplatzes: Leerstände und brachliegende Flächen werden als Potenziale begriffen, die gemeinsam mit Bürger:innen, Fachleuten und lokalen Akteur:innen neu gedacht werden – als Orte des Zusammenlebens, Lernens, Arbeitens und Gestaltens. Das soziale Fundament dafür ist gegeben: Payerbach verfügt über rund 60 aktive Vereine, ein generationenübergreifendes Freizeitangebot sowie eine gute Anbindung an den öffentlichen Verkehr.

Das Projekt setzt auf Umbaukultur statt Neubau. Bestehende Gebäude werden analysiert, auf ihre Reaktivierung geprüft und ressourcenschonend saniert – unter Einbindung traditioneller Handwerkstechniken, regionaler Materialien und nachhaltiger Energiekonzepte. Freiflächen rund um den Ortsplatz werden als konsumfreie Aufenthaltsräume für alle Generationen gedacht – klimaresilient, biodivers und partizipativ gestaltet.

In ko-kreativen Prozessen entstehen konkrete Nutzungskonzepte für Gebäude und Freiräume – begleitet durch Expert:innen aus Architektur, Energieplanung, Leerstandsaktivierung, Betriebswirtschaft und Gestaltung. Die Transformation erfolgt in enger Abstimmung mit Gemeinde, Bevölkerung, Vereinen, Wirtschaft und Bildungseinrichtungen – getragen vom Prinzip der gemeinsamen Verantwortung.

NEB:werk versteht sich als lebendiges Quartier mit Strahlkraft: Es verbindet das kulturelle Erbe der Semmeringregion mit sozialen, ökologischen und wirtschaftlichen Zukunftsfragen – und positioniert sich als Leuchtturmprojekt innerhalb der NEB-Community. Die langfristige Vision: ein europaweit übertragbares Modell für gemeinwohlorientierte Ortskernentwicklung, das Vergangenheit und Zukunft auf innovative Weise zusammenführt.

Abstract

NEB:werk – A Model District for Baukultur, Sustainability, and Community Innovation

In the centre of Payerbach, nestled in the UNESCO World Heritage region of Semmering, potential lies dormant: historic architecture, vacant buildings, and unused open spaces serve as reminders of a place that once flourished and is now waiting for sustainable, forward-looking revitalisation. NEB:werk aims to transform the city centre into a climate-neutral model district that aligns regional identity with the core values of the New European Bauhaus (NEB): Sustainability, Aesthetics and Inclusion.

Rooted in the region’s rich cultural, craft and natural heritage, and driven by a strong commitment to rural innovation, NEB:werk builds upon the participatory project “Craftsmanship & Building Culture in the World Heritage Region Semmering.” The next phase evolves into an interdisciplinary innovation lab that will mobilize local resources, integrate green technologies, and explore scalable solutions for climate-neutral neighborhood development.

The project focuses on the sustainable reactivation of the main town square and surrounding areas: vacant and derelict sites are reimagined as places for living, learning, working, and creating—developed in collaboration with residents, experts, and local stakeholders. With around 60 active associations, vibrant civic life, and strong public transport links, Payerbach provides a solid social foundation for transformation.

NEB:werk emphasizes adaptive reuse over new construction. Existing buildings will be analyzed and retrofitted using energy-efficient techniques, traditional craftsmanship, local materials and renewable energy systems to optimise their energy performance. Outdoor areas will be transformed into inclusive, climate-resilient public spaces—designed to enhance biodiversity, comfort, and social interaction across generations.

Specialists in architecture, clean energy, vacancy activation, circular economy and sustainable design will guide co-creative processes to develop actionable usage concepts for buildings and open spaces. This transformation is shaped by a broad alliance of municipal leaders, local communities, businesses, and educational institutions, anchored in shared responsibility and long-term impact.

NEB:werk positions itself as a lighthouse project within the NEB community, linking cultural heritage with ecological innovation and social cohesion. Its long-term ambition is to serve as a transferable European model for community-driven, technology-enabled, climate-neutral centre center regeneration.
