Projektbeschreibung
Die Stadtgemeinde Weiz verfolgt seit vielen Jahren ambitionierte Ziele im Bereich Klimaschutz und Klimawandelanpassung. Als e5-Gemeinde mit fünf „e“ und einem Umsetzungsgrad von über 82 % im letzten Audit sowie als Partner im Covenant of Mayors hat Weiz bereits zahlreiche Maßnahmen umgesetzt – darunter der Ausbau der biogenen Fernwärme, innovative Mobilitätsangebote (z. B. E-Carsharing, Stadtbus WASTI, WeizBike), Begrünungsprojekte und ein umfassender SECAP bzw. Klimaneutralitätsfahrplan -Prozess.
Im Rahmen der Ausschreibung „Mission Klimaneutrale Stadt – Pionierstadt 2025“ will die Stadtgemeinde Weiz ihre Vorreiterrolle weiter ausbauen und neue Strukturen schaffen, um Klimaschutz, Klimawandelanpassung und Kreislaufwirtschaft systematisch in der Stadtverwaltung zu verankern. Dazu wird eine zentrale Klimakoordinationsstelle geschaffen, die als Schnittstelle zwischen Verwaltung, Politik, Tochtergesellschaften und externen Stakeholdern fungiert. Ergänzend wird ein interdisziplinäres Klima-Team aufgebaut, das aus Expert:innen der städtischen Tochtergesellschaften sowie externen Fachkräften besteht und die Umsetzung von drei zentralen Teilprojekten sowie einer Bildungsinitiative verantwortet:
- Klima- & Grünraumforschung: Mikroklimaanalysen, Begrünungsmaßnahmen, Moosbeete, nachhaltige Wasserwirtschaft.
- Erneuerbare Energie & Energieeffizienz: PV-Ausbau, Quartierspeicher, Abwärmenutzung, PPP mit Industrie.
- Energetische Sanierung: Kriterienkatalog für klima- und zukunftsfitte Sanierungen, Sanierungsnetzwerk, Sanierungsberatungen für Private und Unternehmen, Smart City Klima-Datenbank, Umsetzung Pilot-Sanierungsprojekt
- Klima-Bildungshub: Seminare, Ausstellungen, Beratungszentrum, digitale Lernplattform.
Ziel ist es, die Klimaneutralität bis 2040 zu erreichen, die Resilienz der Stadt zu stärken und eine modellhafte Lernumgebung für andere Gemeinden zu schaffen. Die geplante Smart City Klima-Plattform dient als technologische Grundlage für datenbasierte Steuerung, Monitoring und Bürger:innenbeteiligung.
Die Klima-Werkstatt Weiz verbindet Forschung, Umsetzung, Governance und Bildung in einem integrierten Ansatz. Sie schafft neue Kapazitäten, fördert Verwaltungsinnovation und ermöglicht eine breite Einbindung von Bevölkerung, Wirtschaft und Bildungseinrichtungen. Damit wird Weiz zur Pionierstadt für klimaneutrale, resiliente und kreislauforientierte Stadtentwicklung.
Abstract
The City of Weiz has been pursuing ambitious goals in climate protection and climate change adaptation for many years. As an e5 municipality with five “e”s and an implementation rate of over 82% in the last audit, as well as a partner in the Covenant of Mayors, Weiz has already implemented numerous measures – including the expansion of biogenic district heating, innovative mobility offerings (e.g., e-car sharing, the city bus WASTI, WeizBike - bicycle rental system), greening projects, and a comprehensive SECAP and climate neutrality roadmap process.
As part of the “Mission Climate-Neutral City – Pioneer City 2025” call, the City of Weiz aims to further expand its pioneering role and establish new structures to systematically anchor climate protection, climate change adaptation, and circular economy within the city administration. To this end, a central climate coordination position will be established, serving as an interface between administration, politics, municipal subsidiaries, and external stakeholders. In addition, an interdisciplinary climate team will be formed, consisting of experts from municipal subsidiaries and external professionals, responsible for implementing three key sub-projects and an educational initiative:
- Climate & Green Space Research: Microclimate analyses, greening measures, moss beds, sustainable water management.
- Renewable Energy & Energy Efficiency: PV expansion, neighborhood energy storage, waste heat utilization, PPPs with industry.
- Energy-Efficient Renovation: Criteria catalog for climate- and future-proof renovations, renovation network, consulting services for private individuals and businesses, Smart City climate database, implementation of one pilot renovation project.
- Climate Education Hub: Seminars, exhibitions, advisory center, digital learning platform.
The goal is to achieve climate neutrality by 2040, strengthen the city’s resilience, and create a model learning environment for other municipalities. The planned Smart City Climate Platform will serve as the technological foundation for data-driven management, monitoring, and citizen participation.
The Climate Factory Weiz integrates research, implementation, governance, and education in a holistic approach. It creates new capacities, promotes administrative innovation, and enables broad involvement of the public, businesses, and educational institutions. This positions Weiz as a pioneer city for climate-neutral, resilient, and circular urban development.
