Klimaneutrale Stadt Judenburg

Projektbeschreibung

Judenburg hat sich vor 40 Jahren auf den Weg zur Klimaneutralität gemacht und verfolgt dieses Ziel seit 20 Jahren im Rahmen des e5-Programms für energieeffiziente Gemeinden, in dem die Stadt 2025 bereits zum dritten Mal mit fünf „e“ auditiert wurde. Aufbauend auf einem breiten Fundament aus Energie-, Stadtentwicklungs- und Mobilitätskonzepten wurde der Klimaneutralitätsfahrplan „Judenburg 2040“ erarbeitet – ein strategischer Gesamtplan mit rund 200 Maßnahmen in den Bereichen Entwicklungsplanung, Energie, Gebäude, Mobilität, Kreislaufwirtschaft, Governance, Kommunikation und Klimawandelanpassung.
Diese ambitionierte Agenda erfordert nun eine koordinierte, institutionell verankerte und finanziell tragfähige Umsetzung. Den organisatorischen und inhaltlichen Rahmen bildet das e5-Programm, dessen Handlungsfelder, Planungs- und Auditzyklen als strukturgebendes System für Planung, Umsetzung und Monitoring des KNFP genutzt werden.
Damit wird ein österreichweit anerkanntes Energiemanagementprogramm als Governance- und Steuerungsinstrument für die Klimaneutralität einer Stadt eingesetzt – ein innovatives Modell, das fachliche Qualität, kontinuierliche Verbesserung und politische Verbindlichkeit in einem integrierten Prozess vereint.
Die Stadt Judenburg steht vor der Herausforderung, Klimaziele, Verwaltung und Finanzplanung zu verzahnen. Viele Aufgaben – von der Dekarbonisierung der Wärmeversorgung über nachhaltige Beschaffung bis zur klimafitten Stadtentwicklung – liegen in unterschiedlichen Zuständigkeiten. Ohne verbindliche Steuerungsmechanismen und Monitoring drohen Zielkonflikte, Doppelstrukturen und Ineffizienz. Hinzu kommt der demografische Wandel mit abnehmenden Ressourcen in Verwaltung und Budget, der eine kluge Priorisierung und Integration in bestehende Prozesse zwingend erforderlich macht.
Ziel des Projekts Ready4 2040 ist die institutionelle, organisatorische und finanzielle Umsetzung des Klimaneutralitätsfahrplans und damit die dauerhafte Verankerung der Klimaziele in Politik und Stadtverwaltung. Kern des Projekts ist der Aufbau einer Stabsstelle „Klimaneutralität und Zukunftsfähigkeit“ als zentraler Koordinations- und Steuerungseinheit, die gemeinsam mit der seit 40 Jahren bestehenden Umweltabteilung und dem interdisziplinären e5-Team die Umsetzung der zahlreichen Maßnahmen steuert.
Innovativ sind auch die starke Nutzung von Netzwerken und der Governance-Ansatz, der Verwaltungsmodernisierung, Konsolidierung und Klimaneutralität in einem gemeinsamen Umsetzungsmodell zusammenführt und Klimaschutz als Querschnittsaufgabe in allen Fachbereichen verankert. Die Stadt kombiniert so organisatorische, technische und finanzielle Innovation – von der strategischen Steuerung bis zur praktischen Umsetzung.
Mit Abschluss des Projekts verfügt Judenburg über eine dauerhafte, handlungsfähige Struktur zur Steuerung der Transformation. Die Stabsstelle koordiniert die Umsetzung der rund 200 Maßnahmen des KNFP entlang klar definierter Zeitachsen und stellt sicher, dass Energie-, Mobilitäts-, Anpassungs- und Kreislaufwirtschaftsmaßnahmen effizient geplant, finanziert und umgesetzt werden.
Judenburg zeigt damit, wie Klimaneutralität nicht nur als technisches, sondern vor allem als organisatorisches und governance-basiertes Transformationsprojekt gelingen kann. Ready4 2040 macht die Stadt zu einer Pilotkommune für integriertes Klimamanagement – mit Vorbildwirkung weit über die Region hinaus.

Abstract

Judenburg embarked on its journey towards climate neutrality 40 years ago and has been pursuing this goal for 20 years as part of the european energy award programme (e5), in which the town has been audited with the GOLD award for the third time in 2025. Building on a broad foundation of energy, urban development and mobility concepts, the ‘Judenburg 2040’ climate neutrality roadmap was developed – a strategic master plan with around 200 measures in the areas of development planning, energy, buildings, mobility, circular economy, governance, communication and climate change adaptation.
This ambitious agenda now requires coordinated, institutionally anchored and financially viable implementation. The organisational and content-related framework is provided by the EEA/e5 programme, whose fields of action, planning and audit cycles are used as a structuring system for planning, implementation and monitoring of the climate roadmap.
This means that an energy management programme recognised throughout Austria is being used as a governance and control instrument for the climate neutrality of a town – an innovative model that combines technical quality, continuous improvement and political commitment in an integrated process.
Judenburg faces the challenge of integrating climate targets, administration and financial planning. Many tasks – from decarbonising the heat supply to sustainable procurement and climate-friendly urban development – fall under different areas of responsibility. Without binding control mechanisms and monitoring, there is a risk of conflicting goals, duplicate structures and inefficiency. Added to this is demographic change with declining resources in administration and budget, which makes smart prioritisation and integration into existing processes imperative.
The aim of the Ready4 2040 project is the institutional, organisational and financial implementation of the climate neutrality roadmap and thus the permanent anchoring of climate targets in politics and city administration. At the heart of the project is the establishment of a ‘Climate Neutrality and Sustainability’ unit as a central coordination and control unit, which, together with the 40-year-old environmental department and the interdisciplinary e5 team, will manage the implementation of the numerous measures.
Other innovative aspects include the extensive use of networks and the governance approach, which combines administrative modernisation, consolidation and climate neutrality in a joint implementation model and anchors climate protection as a cross-cutting task in all departments. Judenburg thus combines organisational, technical and financial innovation – from strategic management to practical implementation.
Upon completion of the project, Judenburg will have a permanent, effective structure for managing the transformation. The climate neutrality unit coordinates the implementation of the approximately 200 measures of the climate roadmap along clearly defined timelines and ensures that energy, mobility, adaptation and circular economy measures are efficiently planned, financed and implemented.
Judenburg is thus demonstrating how climate neutrality can succeed not only as a technical project, but above all as an organisational and governance-based transformation project. Ready4 2040 is turning the town into a pilot municipality for integrated climate management – setting an example far beyond the region.
