Projektbeschreibung
Die Stadt Kapfenberg (22.000 EW) ist ein zentraler Industriestandort der Steiermark mit hohen Emissionen aus Wärmeversorgung und Verkehr. Trotz beachtlicher Fortschritte – u. a. Masterplan Fernwärme, nachhaltige Mobilitätsstrategie, SKE und Klimaneutralitätsfahrplan 2040 – bestehen erhebliche Defossilisierungs- und Transformationsbedarfe. 84 % der Fernwärme basieren auf Erdgas, rund 50 % der lokalen Emissionen stammen aus dem Verkehr. Um Klimaneutralität zu erreichen, müssen technische Innovation, Governance und Partizipation systemisch verknüpft werden.
Ziel der Pionierstadt-Partnerschaft ist es, die Umsetzung des Klimaneutralitätsfahrplans deutlich zu beschleunigen und die Hebelwirkung kommunaler Strukturen voll auszuschöpfen. Drei integrierte Forschungs- und Umsetzungsprojekte bilden den Kern: (1) Defossilisierung und Diversifizierung der Fernwärme durch industrielle Abwärme, Großwärmepumpen und Speicher, (2) Transformation des städtischen Verkehrs durch Elektrifizierung der Busflotte, multimodale Infrastruktur und strategisches Lademanagement, (3) Entwicklung klimaneutraler, klimaresilienter Stadtquartiere als Reallabore.
Der Innovationsgehalt liegt in der sektorübergreifenden Kopplung von Energie, Mobilität und Raum, neuen Governance-Instrumenten sowie der Etablierung einer regionalen Lernumgebung. Angestrebte Ergebnisse sind messbare CO₂-Reduktionen, skalierbare Transformationsmodelle und ein übertragbarer Governance- und Lernansatz für österreichische Mittelstädte.
Abstract
The City of Kapfenberg (22,000 inhabitants) is a major industrial hub in Styria with high emissions from heat supply and transport. Despite significant progress – including the District Heating Master Plan, Sustainable Mobility Strategy, Spatial Energy Concept (SKE) and the Climate Neutrality Roadmap 2040 – substantial needs for defossilisation and transformation remain. Currently, 84% of district heating relies on natural gas, and around 50% of local emissions stem from transport. Achieving climate neutrality requires the systemic integration of technological innovation, governance reform, and citizen participation.
The goal of the Pioneer City Partnership is to accelerate the implementation of the Climate Neutrality Roadmap and to fully leverage the transformative power of municipal structures. Three integrated research and implementation projects form the core: (1) Defossilisation and diversification of district heating through industrial waste heat, large-scale heat pumps, and thermal storage; (2) Transformation of urban transport through full electrification of the bus fleet, multimodal infrastructure, and strategic charging management; (3) Development of climate-neutral, climate-resilient neighbourhoods as real-world laboratories.
The innovative character lies in the cross-sectoral coupling of energy, mobility, and spatial planning, new governance instruments, and the establishment of a regional learning environment. Expected results include measurable CO₂ reductions, scalable transformation models, and a transferable governance and learning framework for Austrian medium-sized cities.
