Eisenstadt am Weg zur Klimaneutralität 2040

Projektbeschreibung

Die Landeshauptstadt Eisenstadt verfolgt mit dem Vorhaben „Mission Klimaneutrale Stadt – Pionierstadt 2025“ das Ziel, die im Klimaneutralitätsfahrplan 2040 definierten Maßnahmen systematisch umzusetzen und als Modellkommune für ganz Österreich voranzugehen. Aufbauend auf bestehenden Strategien werden Forschung, Governance und Umsetzung gezielt miteinander verknüpft.

Zentraler Bestandteil ist die Einrichtung eines interdisziplinären Klimateams, das alle relevanten Abteilungen der Stadtverwaltung einbindet. Dieses Team steuert die Umsetzung, sorgt für Monitoring und verankert Klimaschutz, Klimawandelanpassung und Kreislaufwirtschaft dauerhaft in der Verwaltung. Politisch wird das Projekt durch die große Unterstützung von Bürgermeister Steiner und durch den überparteilichen Ausschuss für Klimaschutz und Nachhaltigkeit getragen und ist fest in der Stadtentwicklungspolitik verankert.

Das Projekt umfasst ein Forschungs- und zwei Umsetzungsprojekte, die in besonderer Weise die Verbindung von Innovation und Praxis verdeutlichen:

Forschungsprojekt „Energieeffizienzmaßnahmen bei kommunalen Gebäuden am Beispiel Sportzentrum “:
In Kooperation mit der Forschung Burgenland GmbH wird das Allsportzentrum Eisenstadt zu einem energieeffizienten Leuchtturmgebäude weiterentwickelt. Mittels digitaler Energieflussanalyse, Abwärmenutzung, Wärmepumpenintegration und KI-basiertem Energiemanagement entsteht ein skalierbares Modell für kommunale Liegenschaften.

Umsetzungsprojekt „Entsiegelungsoffensive“:
Auf Basis eines neuen Fachkonzepts werden stark versiegelte Plätze und Straßenabschnitte wie Domplatz, Kalvarienbergplatz oder Colmarplatz entsiegelt, begrünt und ökologisch aufgewertet. Damit werden Hitzeinseln reduziert, Biodiversität gefördert und natürliche Bodenfunktionen wiederhergestellt.

Umsetzungsprojekt „Verbesserung des öffentlichen Verkehrs“:
Durch dichtere Taktungen, neue Linienführungen, ÖV-Bevorrangung und attraktivere Haltestellen wird der Stadtbus ausgebaut. Ziel ist eine deutliche Verlagerung hin zum Umweltverbund und damit ein signifikanter Beitrag zur CO₂-Reduktion.

Eisenstadt versteht sich als Lern- und Vorbildstadt. Der Austausch mit Pionierstädten, Forschungseinrichtungen, regionalen Netzwerken und Bürger:innen bildet die Grundlage für eine kontinuierliche Weiterentwicklung. Die Stadt nutzt bestehende Programme wie KEM und LEADER, organisiert Fachveranstaltungen und setzt auf aktive Bürgerbeteiligung – etwa über das Klimabudget, mit dem klimarelevante Projekte aus der Bevölkerung umgesetzt werden können.

Mit der Teilnahme an der „Mission Klimaneutrale Stadt“ bekräftigt Eisenstadt ihr langfristiges Engagement für eine lebenswerte, resiliente und zukunftsorientierte Stadtentwicklung. Das Vorhaben schafft neue Strukturen, stärkt Verwaltungsinnovationen und leistet einen messbaren Beitrag zur Erreichung der österreichischen Klimaziele bis 2040.

Abstract

The City of Eisenstadt, capital of Burgenland, is committed to becoming a pioneer in climate neutrality and sustainable urban transformation. Through the initiative “Mission Climate Neutral City – Pioneer City 2025”, Eisenstadt aims to systematically implement the measures defined in its Climate Neutrality Roadmap 2040, positioning itself as a model municipality for Austria and beyond.

Building on existing strategies such as the Urban Development, the city combines research, governance, and implementation in an integrated approach.

At the core of the project lies the establishment of an interdisciplinary Climate Team, embedded within the city administration. The team coordinates the implementation of the roadmap, monitors progress, and ensures that climate protection, climate adaptation, and circular economy principles become permanent elements of local governance. Politically, the initiative is anchored in the cross-party Committee for Climate Protection and Sustainability and aligned with Eisenstadt’s long-term urban development strategies.

The project comprises one research and two implementation projects, demonstrating the link between innovation and practical action:

Research Project: “Energy efficiency improvements in municipal buildings – the Sports Centre as a pilot example”
In cooperation with Forschung Burgenland GmbH, Eisenstadt’s Allsportzentrum will be transformed into a highly energy-efficient flagship building. Using digital energy flow analysis, waste heat recovery, heat pump integration, and AI-based predictive energy management, the project will develop a scalable model for municipal properties across Austria.

Implementation Project: “Urban De-Sealing Initiative”
Based on a newly developed De-Sealing Masterplan, the city will restore natural soil functions and increase green spaces on sealed public areas such as Domplatz, Kalvarienbergplatz, and Colmarplatz. The project reduces heat islands, improves urban biodiversity, enhances rainwater infiltration, and strengthens climate resilience.

Implementation Project: “Improving Public Transport”
By increasing service frequency, optimizing routes, prioritizing buses, and upgrading stops, Eisenstadt’s city bus system will be expanded and modernized. The aim is to shift the modal split towards sustainable mobility and significantly reduce CO₂ emissions.

Eisenstadt acts as a learning and model city, fostering knowledge exchange and innovation across multiple levels. Collaboration with other Pioneer Cities, research institutions, regional networks, and citizens forms the backbone of this transformation. Through initiatives such as the Climate Budget, residents can propose and implement their own climate-related projects.

By participating in the “Mission Climate Neutral City”, Eisenstadt reaffirms its strong political and administrative commitment to a livable, resilient, and future-oriented city. The project strengthens governance innovation, enhances cross-sectoral cooperation, and contributes measurably to achieving Austria’s national climate neutrality goals by 2040.
