Öffentlich-Öffentliche Partnerschaft Klimapionierstadt Feldbach

Projektbeschreibung

Feldbach ist seit Jahrzehnten sehr aktiv im Bereich Klimaschutz und Klimawandelanpassung und Vorreiter für die Zukunftsthemen resiliente Stadt sowie Klimaneutralität und -vorsorge. In diesem Kontext sucht man ständig nach Lösungen, um den Herausforderungen der klimatischen Veränderungen wirkungsvoll zu begegnen.
Feldbach ist bereits eine Pionierkleinstadt und verfügt seither über ein umfassendes Klimavorsorgemodell, welches im Jahr 2023 abgeschlossen wurde. Als wesentliche Handlungsfelder wurden die Klimapakete „Gebäude & Energie“, “Wasser“, „Mobilität in der Stadt“ und „Resiliente Stadt“ festgelegt. Für die genannten Bereiche wurden Teilvisionen ausgearbeitet, Leitziele definiert und darauf aufbauend die notwendigen Umsetzungsmaßnahmen ausgearbeitet. Insgesamt wurden 36 konkrete Maßnahmen erarbeitet.
Als Bezirkshauptstadt und regionales Zentrum, setzt sich die Stadtgemeinde Feldbach ambitioniertere Ziele und ist bestrebt, durch weitere Projekte schnellstmöglich klimaneutral zu werden. Doch was ist mit Klimaneutralität gemeint?
Klimaneutralität heißt für die Stadtgemeinde Feldbach:
-Dekarbonisierung der Bereiche Energieversorgung, Gebäude, Mobilität sowie Ver- und Entsorgung durch Reduktion des Energie- und Mobilitätsbedarfs und Ausbau der erneuerbaren Energieversorgung.
-Nachhaltiger Umgang mit Ressourcen (Wasser, Boden).
-Verantwortungsvolles Handeln, um die Lebensqualität in Feldbach für zukünftige Generationen zu sichern.
Der bereits eingeschlagene Weg soll weitergeführt und ausgebaut werden.
In den letzten Jahren wurden in der Stadtgemeinde Feldbach bereits zahlreiche Projekte mit Bezug auf Klimaschutz, Nachhaltigkeit umgesetzt. Die laufende Umsetzung von themenspezifischen F&E Projekten ist für die Stadtgemeinde Feldbach „selbstverständlich“ und gelebter Teil der Gemeindeverwaltung. Durch den Aufbau gemeindeeigener Personalkapazitäten kann der Ausbau weiterer Projekte effizient und zielorientiert sichergestellt werden. In der Verwaltungsstruktur wird eine neue Abteilung "Liegenschaftsverwaltung, Energie und Klima" geschaffen.
Zur Abstimmung der Aktivitäten in der Gemeinde wird ein Klima- und Energiebeirat in der Gemeindestruktur eingerichtet. In diesem Beirat werden MitarbeiterInnen der Gemeindeverwaltung, Gemeinderäte, externe Berater, sowie ausgewählte fachspezifische Institutionen und Einrichtungen in der Gemeinde Feldbach mitwirken.
Folgende F&E Projekte sollen jedenfalls umgesetzt werden.
F&E-Projekt "Hitzeinseln Feldbach": Auf Basis der Projektergebnisse der Sondierungsphase soll ab 2026 ein Demonstrationsprojekt umgesetzt werden, welches nachhaltig das Entstehen von Hitzeinseln in Feldbach vermeiden wird.
F&E-Projekt "Wärmepotential aus Artesischen Brunnen Feldbach": Auf dem Gelände des Freizeitzentrums (größter Energieverbraucher der Stadt!) befindet sich ein artesischer Brunnen. Durch Abkühlung dieses Wassers besteht ein beträchtliches nutzbares Wärmepotential welches direkt am Gelände des Freizeitzentrums (Hallenbad, Freibad, Sporthallen, etc.) genutzt werden könnte. Im Rahmen eines F&E Projektes soll in einem ersten Schritt in eine Machbarkeitsstudie und in einem weiteren Schritt die Umsetzung eines möglichen Demonstrationsprojektes vorbereitet werden.

Abstract

Feldbach has been very active in the field of climate protection and climate change adaptation for decades and is a pioneer in the future-oriented topics of resilient cities, climate neutrality, and climate protection. In this context, it is constantly seeking solutions to effectively meet the challenges of climate change.
Feldbach is already a pioneering small town and has had a comprehensive climate prevention model in place since 2023. The climate packages “Buildings & Energy,” “Water,” “Urban Mobility,” and “Resilient City” were defined as key areas of action. Sub-visions were developed for the above-mentioned areas, key objectives were defined, and the necessary implementation measures were worked out on this basis. A total of 36 concrete measures were developed.
As the district capital and regional center, the municipality of Feldbach has set itself more ambitious goals and is striving to become climate neutral as quickly as possible through further projects.
But what is meant by climate neutrality?
For the municipality of Feldbach, climate neutrality means:
-Decarbonization of energy supply, buildings, mobility, and supply and disposal by reducing energy and mobility requirements and expanding renewable energy supply.
-Sustainable use of resources (water, soil).
-Responsible action to ensure the quality of life in Feldbach for future generations.
The path already taken is to be continued and expanded.
In recent years, numerous projects related to climate protection and sustainability have already been implemented in the municipality of Feldbach. The ongoing implementation of topic-specific R&D projects is a matter of course for the municipality of Feldbach and an integral part of municipal administration. By building up the municipality's own personnel capacities, the expansion of further projects can be ensured in an efficient and goal-oriented manner. A new department for “Property Management, Energy, and Climate” will be created within the administrative structure.
A climate and energy advisory board will be set up within the municipal structure to coordinate activities in the municipality. This advisory board will include municipal administration employees, municipal councilors, external consultants, and selected specialist institutions and organizations in the municipality of Feldbach.
The following R&D projects are to be implemented in any case.
R&D project “Heat Islands Feldbach”: Based on the project results of the exploratory phase, a demonstration project is to be implemented from 2026 onwards, which will sustainably prevent the formation of heat islands in Feldbach.
R&D project “Heat potential from artesian wells in Feldbach”: There is an artesian well on the grounds of the leisure center (the city's largest energy consumer!). Cooling this water creates considerable usable heat potential that could be utilized directly on the grounds of the leisure center (indoor pool, outdoor pool, sports halls, etc.). As part of an R&D project, the first step will be to conduct a feasibility study, followed by the preparation of a possible demonstration project.
