Klimaneutralität und Klimaresilienz als integrale Bestandteile städtischer Entwicklungsinstrumente in Villach

AUSGANGSSITUATION, PROBLEMATIK BZW. MOTIVATION

Die Stadt Villach ist als Klimapionierstadt gefordert, ihre ambitionierten Ziele zur Klimaneutralität 2040 konsequent in Stadtplanung, Verwaltung und Entscheidungsprozesse zu integrieren. Zahlreiche Innovationsprojekte wie KlimaQuartier Nikolai, SanierungsPLUS/IncorporatEE und QualitySysVillab haben wertvolle Erkenntnisse zur nachhaltigen Stadtentwicklung geliefert, die jedoch bisher punktuell blieben. Eine übergreifende Struktur, die Forschung, Verwaltung, Wirtschaft und Zivilgesellschaft dauerhaft verknüpft, existiert noch nicht.

Mit dem Quartiers-Hub Villach (Q-Hub) reagiert die Stadt auf diese strukturelle Lücke. Ziel ist es, Klimaneutralität und Klimaresilienz nicht mehr nur in Einzelprojekten zu behandeln, sondern als administrativen Standard in allen relevanten Instrumenten der Stadtentwicklung zu verankern. Villach verfolgt damit die Ambition, die Umsetzung ihrer Klimaziele organisatorisch, technisch und prozessual abzusichern und sich als österreichisches Modell für systematische klimaneutrale Stadtentwicklung zu positionieren. Die Stadt möchte zeigen, dass Klimaneutralität kein Sonderfall, sondern Grundlage kommunaler Entwicklung werden kann.

ZIELE UND INNOVATIONSGEHALT

Das Projekt zielt auf den Aufbau des Q-Hubs als institutionalisierte Struktur, die klimaneutrale und -resiliente Stadtentwicklung dauerhaft steuert. Der Hub fungiert als Drehscheibe zwischen Verwaltung, Forschung, Wirtschaft und Zivilgesellschaft und bündelt die Kompetenzen dieser Akteure. Er entwickelt übertragbare Methoden, Prozesse und Standards, um Klimaziele in hoheitliche und nicht-hoheitliche Instrumente wie Bebauungsplänen, Förderlogiken, Wettbewerben und Verträgen verbindlich zu berücksichtigen.

Innovativ ist der systemische Ansatz: Der Q-Hub verbindet Governance, Finanzierung, Digitalisierung und Beteiligung zu einem durchgängigen Modell. Digitale Zwillinge und KPI-Dashboards ermöglichen eine datenbasierte Steuerung, klimaaktiv-Standards werden auf Quartiersebene angewandt und mit neuen Finanzierungs- und Kooperationsmodellen kombiniert. Durch die enge Verzahnung von Verwaltung und Forschung entsteht ein adaptives System, das Lernen, Bewerten und Umsetzen kontinuierlich verbessert.

ANGESTREBTE ERGEBNISSE BZW. ERKENNTNISSE

Der Q-Hub etabliert eine dauerhafte Organisationsstruktur für klimaneutrale Quartiersentwicklung und erprobt diese in drei realen Quartieren: Josefsmarkt, Nikolai-Viertel inkl. Congress Center Villach und Westbahnhof.

Ergebnisse sind unter anderem:
• ein Governance- und Organisationshandbuch für klimaneutrale Stadtentwicklung,
• ein KPI-Dashboard für Energie, Klimaresilienz und Kreislaufwirtschaft,
• neue Kooperations- und Finanzierungsmodelle mit Bauträgern und Investoren,
• ein digitales Monitoring- und Datenraumsystem für Simulation und Evaluation,
• eine methodische Grundlage für stadtweite Skalierung und Übertragbarkeit.

Begleitende Beteiligungs- und Kommunikationsprozesse sorgen für Akzeptanz, Transparenz und Integration in die städtischen Entscheidungsabläufe.

Damit leistet der Q-Hub einen zentralen Beitrag zur Umsetzung der österreichischen Mission „Klimaneutrale Stadt“, stärkt den Innovationsstandort Villach und schafft ein übertragbares Modell für andere Städte in Österreich und Europa.

Abstract

INITIAL SITUATION, PROBLEM STATEMENT AND MOTIVATION
As a Climate Pioneer City, Villach faces the challenge of systematically embedding its ambitious goal of achieving climate neutrality by 2040 into urban planning, administration, and decision-making processes. Numerous innovation projects – such as KlimaQuartier Nikolai, SanierungsPLUS/IncorporatEE and QualitySysVillab – have provided valuable insights into sustainable urban development, but these have so far remained project-based and fragmented. A comprehensive structure that permanently links research, administration, business, and civil society has not yet been established.

With the Quartiers-Hub Villach (Q-Hub), the city responds to this structural gap. The aim is to make climate neutrality and climate resilience an administrative standard rather than isolated project goals, integrating them into all relevant instruments of urban development. Villach’s ambition is to secure the implementation of its climate targets institutionally, technically, and procedurally, positioning itself as the Austrian model for systematic climate-neutral urban development. The city seeks to demonstrate that climate neutrality is not a special case, but the foundation of all municipal development.

OBJECTIVES AND INNOVATION CONTENT

The project aims to establish the Q-Hub as a permanent institutional structure that manages and advances climate-neutral and climate-resilient urban development. The Hub serves as an interface between administration, research, business, and civil society, consolidating their competencies. It develops transferable methods, processes, and standards to ensure that climate objectives are embedded in both regulatory and non-regulatory planning instruments such as zoning plans, funding schemes, competitions, and urban contracts.

The innovation lies in the systemic approach: the Q-Hub integrates governance, financing, digitalisation, and participation into a coherent operational model. Digital twins and KPI dashboards enable data-driven decision-making; klimaaktiv standards are applied at district level and combined with new financing and cooperation models. Through the close interaction between administration and research, an adaptive system emerges that continuously enhances learning, evaluation, and implementation capacities.

EXPECTED RESULTS AND OUTCOMES

The Q-Hub will establish a lasting organisational framework for climate-neutral district development and test it in three real districts: Josefsmarkt, Nikolai District incl. Congress Center Villach, and Westbahnhof.

Key results include:
• a governance and organisational handbook for climate-neutral urban development,
• a KPI dashboard for energy, climate resilience, and circularity,
• new cooperation and financing models with developers and investors,
• a digital monitoring and data-space system for simulation and evaluation,
• a methodological framework for citywide scaling and transferability.

Accompanying participation and communication processes ensure acceptance, transparency, and integration into municipal decision-making.

In doing so, the Q-Hub makes a central contribution to Austria’s Mission Climate Neutral City, strengthens Villach’s position as an innovation hub, and creates a transferable model for other Austrian and European cities.
