Projektbeschreibung

Der Klimafahrplan der Stadt Salzburg sowie das Räumliche Entwicklungskonzept (REK) definieren konkrete Maßnahmen für eine klimaneutrale Stadtentwicklung. Hier ist auch das Salzburger Quartier Itzling als Zielgebiet für eine umfassende Transformation verankert. Umfangreiche Projekte wie die Weiterentwicklung der Goethesiedlung und weitere große Bauvorhaben, die eine koordinierte, integrierte und sozial inklusive Quartiersentwicklung fordern, stehen bevor. Besonders in der Goethesiedlung leben viele vulnerable Gruppen, die bislang nur unzureichend in Planungsprozesse eingebunden waren. Als Bestandsquartier bietet sie Potenzial für übertragbare Lösungen innerhalb Salzburgs und darüber hinaus.
Aktuelle Verwaltungsstrukturen in der Stadt Salzburg reichen für die effiziente Koordinierung dieses komplexen Transformationsprozesses nicht aus: Es fehlt eine zentrale Anlaufstelle zur Vernetzung von Akteur:innen, zur Umsetzung partizipativer Prozesse, zur Bündelung von Daten sowie dem Transfer von Wissen. Genau hier setzt der Quartiershub an: Er wird eine physische Schnittstelle zwischen Stadtverwaltung, Fachabteilungen und dem Quartier mit seinen Akteur:innen – von Bewohner:innen über Wohnbauträger bis zu Forschungs- und Bildungseinrichtungen – schaffen.
Er ermöglicht erstmals ein transdisziplinäres Vorgehen mit aktiver Einbindung der Bestandsbevölkerung und bietet ein Innovations- und Demonstrationsumfeld für neue Technologien, soziale Ansätze und Verwaltungs- und Beteiligungsprozesse. Der Quartiershub adressiert die Umsetzung der Klimaziele in Bauvorhaben sowie Quartiersentwicklung und erarbeitet innovative klimagerechte Lösungen. Die Vernetzung zwischen Bevölkerung, Forschung, Wirtschaft und Verwaltung in einer Akteurs- sowie Projekt- und Innovationsdrehscheibe fördert die Initiierung und Begleitung neuer Projekte sowie den Einsatz erneuerbarer Energien und nachhaltiger Materialien im Quartier. Der Hub entwickelt zudem einen Datahub für Innovationen in Gebäude, Mobilität, Energie und Stadtplanung. Durch die Implementierung einer Wissensdrehscheibe wird System- und Transformationswissen aufgebaut, gesichert – u. a. durch digitale Tools wie einen digitalen Zwilling – und über eine Web-Plattform sowie Veranstaltungsformate diskriminierungsfrei bereitgestellt. So wird Wissen schneller und gezielter an Stakeholder weitergegeben, der Wissens- und Innovationstransfer beschleunigt und Ergebnisse auf weitere Quartiere und Städte übertragen. Das Labor koordiniert abteilungsübergreifende Prozesse, fördert soziale Durchmischung und stärkt die Teilhabe aller Bevölkerungsgruppen. Der Aufbau von Kompetenzen und innovativen Prozessen in der Verwaltung an der Schnittstelle zum Quartier sowie die gezielte Einbindung der Bevölkerung sichern eine bedarfsgerechte und nachhaltige Entwicklung. Um den Hub von Beginn an möglichst breit zu verankern und Folgeinitiativen zu unterstützen, werden für alle Schwerpunkte des Hubs wichtige Stakeholder als LOI-Partner eingebunden (Projekt- und Innovationsdrehscheibe: u. a. Wohnbauträger GSWB & Heimat Österreich, Innovationslabor Digital findet Stadt, Stadt Salzburg; Datendrehscheibe: Universität Salzburg, Z_GIS, Land Salzburg, FH Salzburg; Wissensdrehscheibe & Innovationstransfer: Österr. Städtebund, Innovation Salzburg, Mobilitätslabore Zukunftswege.at & Policy Lab). So wird der Quartiershub Itzling zum Motor integrativer, klimaneutraler Stadtentwicklung und macht Salzburg zum Modell für resiliente urbane Transformation.

Abstract

The Climate Action Plan and the Spatial Development Concept (REK) of the City of Salzburg define concrete measures for achieving climate-neutral urban development. The Itzling district was identified as a key area for comprehensive transformation. Major projects such as the redevelopment of the Goethesiedlung and other large-scale construction initiatives requiring coordinated, integrated, and socially inclusive district development are planned. The Goethesiedlung is home to many vulnerable groups who have so far been insufficiently involved in planning processes and offers great potential for developing transferable solutions—both within Salzburg and beyond.

Current administrative structures in the City of Salzburg lack the capacity to efficiently coordinate this complex transformation process. A central point of contact is missing stakeholder networking, participatory processes, data consolidation and knowledge transfer. This is where the planned Quartiershub Itzling comes in: It will serve as a physical interface between city administration, technical departments, and the district’s diverse stakeholders — from residents, housing providers, to academic or educational institutions.

For the first time, a transdisciplinary approach will be enabled, actively involving residents and providing an innovation and demonstration environment for new technologies, social approaches, governance and participation processes. The Quartiershub Itzling supports the implementation of climate goals in construction projects and district development, and develops innovative, climate-resilient solutions. By connecting civil society, research, business, and administration via a stakeholder and project/innovation hub, it fosters new project initiatives and promotes the use of renewable energy and sustainable building materials in the district.

The Hub will also develop a data hub for innovations in buildings, mobility, energy, and urban planning. Through the implementation of a knowledge hub, systemic and transformational knowledge will be built up and secured—e.g. via digital tools such as a digital twin—and made accessible via a web platform and dedicated event formats. In this way, knowledge can be shared more efficiently and purposefully with stakeholders, accelerating knowledge and innovation transfer and enabling results to be scaled to other districts and cities.

The Hub acts as a coordinating body for cross-departmental processes, fosters social diversity, and strengthens the participation of all population groups. Building administrative capacity and introducing innovative processes at the interface between city administration and local district development—together with the targeted inclusion of residents—ensures a needs-based and sustainable transformation.

To ensure a broad and solid foundation from the outset and to support spin-off initiatives, key stakeholders are involved in each thematic area of the Hub as LOI partners, including: Project and innovation hub: housing developers GSWB & Heimat Österreich, innovation lab Digital findet Stadt, City of Salzburg; Data hub: University of Salzburg, Z_GIS, State of Salzburg, FH Salzburg; Knowledge hub and innovation transfer: Österr. Städtebund, Innovation Salzburg, mobility labs Zukunftswege.at and Policy Lab.

The Itzling District Hub thus becomes a driving force for integrated, climate-neutral urban development, positioning Salzburg as a model city for resilient urban transformation.
