Modellhafte Entwicklung übertragbarer NEB-Qualitätsprozesse für klimaresiliente Stadtquartiere in Bregenz

Ausgangssituation, Problematik bzw. Motivation
Bregenz verfügt über hohe gestalterische Qualität, städtebaulichen Anspruch und strategische Planungskompetenz. Gleichzeitig besteht die Herausforderung, zentrale Quartiere im Sinne von Klimaschutz, sozialer Inklusion und Baukultur zukunftsfähig weiterzuentwickeln. Mit Bregenz Mitte und dem Weiherviertel wurden zwei unterschiedlich strukturierte Transformationsräume identifiziert, die bereits kommunal verankert sind.
Bregenz Mitte umfasst Innenstadt, Bahnhofsumfeld und Schnittstelle zum See – ein strategisch bedeutsames Entwicklungsareal mit Anforderungen an Mobilität, Nutzungsmischung, Raumqualität und Freiraum. Das Weiherviertel ist stärker sozialräumlich geprägt, mit Bildungs-, Sozial- und Kultureinrichtungen in unmittelbarer Nähe. Es bietet besondere Potenziale für partizipative Entwicklung, soziale Integration und freiräumliche Qualifizierung. Beide Quartiere bieten ideale Voraussetzungen, neue Wege integrierter, qualitätsgesicherter Stadtentwicklung im Sinne des New European Bauhaus (NEB) zu erproben.

Ziele und Innovationsgehalt
„Klima konkret Bregenz“ zielt auf die Entwicklung eines übertragbaren Planungs- und Prozessmodells für klimaresiliente, sozial gerechte und gestalterisch hochwertige Quartiere. Im Zentrum steht ein Qualitätssicherungsfahrplan auf Basis der vier NEB-Dimensionen: Prozessqualität, ökologische Nachhaltigkeit, Ästhetik und soziale Inklusion. Der methodische Zugang kombiniert integrierte Planung, interdisziplinäre Zusammenarbeit, gendersensible Beteiligung und strategische Steuerung – mit Fokus auf niederschwelliger Einbindung relevanter Akteur:innen. Beide Quartiere dienen als reale Experimentierfelder, um Methoden, Strukturen und Formate im kommunalen Alltag zu testen und weiterzuentwickeln.
Innovativ ist die parallele Bearbeitung unterschiedlich strukturierter Quartiere, die konsequente Operationalisierung qualitativer Ziele und die frühzeitige Einbindung vielfältiger Anspruchsgruppen. Bestehende Standards wie klimaaktiv Siedlungen und Quartier sowie die Kriterienmatrix aus NEBKritQ werden für den kommunalen Alltag anschlussfähig gemacht. Die Projektstruktur fördert institutionelles Lernen und bereitet die Umsetzung durch klare Kooperationswege, konsensfähige Zielbilder und skalierbare Beteiligungsformate vor.

Abstract

Initial Situation, Challenges and Motivation
The city of Bregenz combines high design quality, urban planning ambition and strategic capacity. At the same time, it faces the common challenge of developing central urban quarters in a climate-conscious, socially inclusive and culturally sustainable way. Two spatially and functionally distinct transformation areas have been identified: Bregenz Mitte and the Weiherviertel – both embedded in ongoing municipal development processes.
Bregenz Mitte comprises the city center, the area surrounding the train station and the interface with Lake Constance – a strategically important development zone with diverse requirements regarding mobility, functional mix, spatial quality and public space. The Weiherviertel has a stronger socio-spatial character, with close ties to educational, social and cultural institutions. It offers great potential for participatory development, social integration and open space qualification. Together, these areas provide ideal conditions to explore new ways of integrated, quality-driven urban development in line with the New European Bauhaus (NEB).

Objectives and Innovative Aspects
“Klima konkret Bregenz” aims to develop a transferable planning and process model for climate-resilient, socially just and design-oriented urban quarters. At its core is a quality assurance roadmap based on the four NEB dimensions: process quality, ecological sustainability, aesthetics, and social inclusion. The methodological approach combines integrated planning, interdisciplinary collaboration, gender-sensitive participation, and strategic coordination – with a focus on low-threshold access for relevant stakeholders.
Both quarters serve as real-world test beds for methods, tools and governance formats under municipal conditions. The project’s innovation lies in the parallel processing of two structurally different quarters, the consistent operationalization of qualitative goals, and the early involvement of diverse interest groups. Established frameworks such as klimaaktiv “Siedlungen” and “Quartier” as well as the NEBKritQ matrix are adapted for practical municipal use. The project structure promotes institutional learning and prepares implementation through clear cooperation paths, consensus-based objectives and scalable participation formats.
