Mobilisierung, Vernetzung und praxisnahe Umsetzung für klimaneutrales, lebenszyklusorientiertes Bauen mit Wirkung

Projektbeschreibung

Die österreichische Bauwirtschaft steht vor der dringenden Aufgabe, ambitionierte europäische Vorgaben wie EPBD, EED III und RED rasch und praxisnah umzusetzen, um Klimaneutralität, Kreislauffähigkeit und Energieeffizienz im Gebäudesektor zu erreichen. Trotz bestehender Ansätze mangelt es vielfach an verständlichen Übersetzungen der komplexen gesetzlichen Anforderungen, an praxistauglichen Roadmaps, klaren Handlungsleitfäden sowie an einer starken Mobilisierung und Vernetzung aller relevanten Akteur:innen. Besonders kleinteilige Strukturen, unklare Zuständigkeiten und der Mangel an Fachkräften bremsen die flächendeckende Umsetzung. Viele Kommunen, Bestandshalter:innen und Unternehmen fühlen sich überfordert oder zweifeln an der Finanzierbarkeit der notwendigen Maßnahmen. Um hier wirksam anzusetzen, braucht es eine systematische Aktivierung, die Hemmschwellen abbaut, vorhandenes Wissen zielgruppengerecht aufbereitet, zugänglich macht und dauerhaft in die Praxis überführt.

RENOmoveup hat sich zum Ziel gesetzt, mit einer starken Mobilisierung und klar strukturierten Vernetzungs- und Wissensformaten eine aktive Community aufzubauen, die den Übergang zu einem klimaneutralen, lebenszyklusorientierten Bausektor möglich macht. Dafür werden zentrale EU-Regulative praxisnah aufbereitet, konkrete Umsetzungsstrategien entwickelt und mit Roadmaps, Pilotgruppen und Factsheets unterstützt. Die Plattform RENOWAVE.AT wird als neutrale Wissensdrehscheibe weiterentwickelt, während innovative Formate wie Co-Creation-Workshops, Österreichtouren und Fachkonferenzen alle relevanten Stakeholder zusammenbringen. Einen besonderen Mehrwert bietet die systematische Verbindung von Wissensvermittlung, regionaler Aktivierung, praxiserprobten Tools und tragfähigen Geschäftsmodellen. Neu ist zudem die enge Verzahnung von Matching-Formaten, die konkrete Praxisprobleme mit innovativen Lösungen verknüpfen, sowie der Aufbau einer klaren Task-Force-Struktur, die sicherstellt, dass der Impuls nicht einmalig bleibt, sondern in konkrete Umsetzung übergeht.

Angestrebte Ergebnisse & Erkenntnisse
Am Ende von RENOmoveup stehen:
- klar strukturierte Roadmaps und Transformationspfade für Planer:innen, Gemeinden und die Bauwirtschaft,
- praxisnahe Leitfäden, Factsheets und verständliche Übersetzungen der EU-Regulative,
- eine offene Wissensplattform mit interaktiven Elementen wie Umfragen, Feedback-Tools und kontinuierlichem Monitoring,
- erfolgreiche Pilotprojekte, wie SanierungsPLUS-Modelle oder digitale Gebäudepässe, die regional übertragbar sind,
- aktivierte Netzwerke durch Österreichtouren, Kleinstadtkongresse, Fachdialoge und Peer-Learning-Formate
- belastbare und wirtschaftlich tragfähige Geschäftsmodelle, die auch langfristig wirken.

Durch die enge Abstimmung mit bestehenden Initiativen, die Co-Kreation mit Praxispartner:innen und den kontinuierlichen Wissenstransfer leistet RENOmoveup einen messbaren Beitrag zu den Klimazielen und stärkt die Bauwirtschaft nachhaltig. Das Projekt schafft bleibende Strukturen, macht konkrete Innovationen breit zugänglich – und erfüllt damit die Kernanliegen des Arbeitsschwerpunkts 4: Mobilisierung, Vernetzung, praxisnahe Umsetzung und langfristige Wirkung.

Abstract

Austria’s construction sector faces the urgent task of swiftly and practically implementing ambitious European directives (EPBD, EED III, RED) to achieve climate neutrality, circularity, and energy efficiency in the building stock. Despite existing approaches, there is still a lack of clear, easily understandable translations of these complex regulatory requirements, practical roadmaps, clear action guides, and strong mobilisation and networking of all relevant stakeholders. Fragmented structures, unclear responsibilities, and a shortage of skilled workers further hinder widespread implementation. Many municipalities, property owners, and companies feel overwhelmed or question whether the necessary measures are financially feasible. To address these challenges, systematic activation is needed to lower barriers, prepare and translate existing knowledge for specific target groups, make it accessible, and embed it in practice for the long term.

RENOmoveup aims to build an active community that drives the transition to a climate-neutral, life cycle-oriented construction sector through strong mobilisation and clearly structured networking and knowledge-sharing formats. To achieve this, key EU directives are translated into practical, accessible formats, concrete implementation strategies are developed, and these are supported by roadmaps, pilot groups, and factsheets. The RENOWAVE.AT platform will be further developed as a neutral knowledge hub, while innovative formats such as co-creation workshops, Austria tours, and specialist conferences will connect all relevant stakeholders. A particular strength of the project lies in systematically combining knowledge transfer, regional activation, practical tools, and viable business models. New is the strong integration of matching formats that directly link real-world challenges with innovative solutions, as well as a clearly defined task force structure that ensures the momentum leads to actual implementation and does not remain a one-off effort.

Expected results & outcomes:
By the end of RENOmoveup:
- clearly structured roadmaps and transformation pathways for planners, municipalities, and the construction sector will be available,
-practical guidelines, factsheets, and plain-language translations of EU directives will be ready for use,
- an open knowledge platform will provide interactive features like surveys, feedback tools, and continuous monitoring,
- successful pilot projects, such as SanierungsPLUS models or digital building passports, will be ready for replication in other regions,
- networks will be activated through Austria tours, small-town congresses, expert dialogues, and peer-learning formats,
- robust, economically viable business models will be developed to ensure long-term market impact.

Through close coordination with existing initiatives, co-creation with practical partners, and ongoing knowledge transfer, RENOmoveup will make a measurable contribution to climate goals and strengthen Austria’s construction sector sustainably. The project creates lasting structures, brings practical innovations into wide use – and thus directly addresses the core priorities of Topic 4: mobilisation, networking, practical implementation, and long-term impact.
