Bundesweite „Steuerungsmatrix“ zur interinstitutionellen Förderung von Städtebau

Projektbeschreibung

Die räumliche und gestaltende Planung entscheidend für die nachhaltige Entwicklung unserer gebauten und natürlichen Umwelt. Ihre formellen und informellen Instrumente, insbesondere hinsichtlich der Steuerungsfunktionen zur Erhaltung, Pflege, Sanierung und Umstrukturierung, bieten enormes Potenzial. Dieses Potenzial wird jedoch von Politik und Verwaltung häufig nicht voll ausgeschöpft, was aber für die Erstellung des integrierten nationalen Klimaplans für Österreich entscheidend ist.

Ein wesentlicher Aspekt ist die Vielzahl bestehender Programme und Förderinstrumente, die oft sektoral und fragmentiert agieren. Obwohl der Bedarf nach einer ressortübergreifenden und interdisziplinären Herangehensweise in der Raumplanung anerkannt ist, scheitern bisherige Versuche, ein einziges, nationales Steuerungsinstrument zu etablieren wegen unterschiedlichen Prioritäten der Ministerien und der Konkurrenz zwischen Bund und Ländern um Zuständigkeiten.

Ziel und Motivation
Ziel ist es, eine Lösung zu entwickeln, die die vielfältigen Programme und Instrumente der räumlichen Planung strukturiert und effizient einsetzt, ohne auf ein zentrales Steuerungsinstrument zurückzugreifen. Stattdessen soll eine flexible und adaptive Steuerungsmatrix entstehen, die es den beteiligten Institutionen ermöglicht, ihre Autonomie und Verantwortlichkeiten zu wahren, während sie dennoch eine gemeinsame und nachhaltige Entwicklungsstrategie verfolgen.
Die Steuerungsmatrix bietet eine strukturierte Darstellung bestehender und zukünftiger Programme und Instrumente. Diese Matrix schafft eine Plattform für interdisziplinäre und ressortübergreifende Zusammenarbeit, ohne die Autonomie der Akteure zu gefährden.

Innovationsgehalt
Die Innovation liegt in der Abkehr von einem zentralistischen Steuerungsmodell. Anstatt eine Vereinheitlichung aller Planungsinstrumente zu erzwingen, setzt das Konzept auf eine flexible Matrix, die die unterschiedlichen Interessen und Verantwortlichkeiten der beteiligten Akteure respektiert.
Die Matrix erlaubt es, bestehende Programme und Förderungen transparent darzustellen und miteinander zu verknüpfen. So können Synergien erkannt und genutzt werden, die bisher unentdeckt blieben und neue Instrumente und Maßnahmen integriert werden.
Die Matrix unterstützt nicht nur die kurzfristige Optimierung bestehender Programme, sondern legt den Grundstein für eine mittel- und langfristige Weiterentwicklung.

Angestrebte Ergebnisse
Das Hauptziel des Projekts ist die Entwicklung einer Steuerungsmatrix, die als strategisches Werkzeug für die Koordination und Optimierung von Instrumenten der räumlichen Planung dient.

Transparenz: Eine klare Darstellung der bestehenden Programme und Instrumente, die es allen beteiligten Institutionen ermöglicht, ihre Rollen und Verantwortlichkeiten im Gesamtkontext besser zu verstehen.

Interdisziplinäre Zusammenarbeit: Die Matrix schafft eine gemeinsame Basis für die Kooperation zwischen Ministerien und Institutionen für fundiertere Entscheidungen.

Optimierung: Durch die Analyse und Vernetzung bestehender Förderungen und Planungsinstrumente werden Schwachstellen identifiziert und gezielt optimiert.

Entwicklung: Die Steuerungsmatrix bietet die Möglichkeit, innovative und zukunftsfähige Instrumente für die räumliche und gestaltende Planung zu entwickeln.

Nachhaltigkeit: Die Matrix stellt sicher, dass Planungsinstrumente nicht nur kurzfristig wirken, sondern auch eine langfristige und nachhaltige Entwicklung ermöglichen.

Abstract

Spatial planning and urban design is crucial for the sustainable development of our built and natural environment. Its formal and informal instruments offer enormous potential, particularly with regard to the control functions for conservation, maintenance, redevelopment and restructuring. However, this potential is often not fully utilised by politicians and administrators, which is crucial for the preparation of the integrated national climate plan for Austria.

One key aspect is the large number of existing programs and funding instruments, which are often sectoral and fragmented. Although the need for a cross-departmental and interdisciplinary approach to spatial planning is recognised, previous attempts to establish a single, national steering instrument have failed due to the differing priorities of the ministries and the competition between the federal and provincial governments for responsibilities.

Goal and motivation
The aim is to develop a solution that structures and efficiently deploys the diverse programs and instruments of spatial planning without resorting to a central steering instrument. Instead, a flexible and adaptive steering matrix is to be created that enables the participating institutions to maintain their autonomy and responsibilities while still pursuing a common and sustainable development strategy.
The steering matrix provides a structured representation of existing and future programs and instruments. This matrix creates a platform for interdisciplinary and interministerial cooperation without jeopardising the autonomy of the stakeholders.

Degree of innovation
The innovation lies in the departure from a centralised management model. Instead of forcing a standardisation of all planning instruments, the concept relies on a flexible matrix that respects the different interests and responsibilities of the stakeholders involved.
The matrix allows existing programs and funding to be presented transparently and linked together. In this way, synergies can be recognised and utilised that previously remained undiscovered and new instruments and measures can be integrated.
The matrix not only supports the short-term optimisation of existing programs, but also lays the foundation for further development in the medium and long term.

Expected outcomes
The main objective of the project is to develop a steering matrix that serves as a strategic tool for the coordination and optimisation of spatial planning and urban design instruments.

Transparency: A clear presentation of existing programs and instruments that enables all institutions involved to better understand their roles and responsibilities in the overall context.

Interdisciplinary co-operation: The matrix creates a common basis for co-operation between ministries and institutions for more informed decisions.

Optimisation: By analysing and networking existing funding and planning instruments, weak points are identified and optimised in a targeted manner.

Development: The control matrix offers the opportunity to develop innovative and sustainable instruments for spatial planning and urban design.

Sustainability: The matrix ensures that planning instruments not only have a short-term effect, but also enable long-term and sustainable development.
