Data Steward für Austran Soil Data Center

Projektbeschreibung

Daten zum qualitativen und quantitativen Bodenschutz sind die Grundlage zur Bewertung des aktuellen Bodenzustandes. Dies ermöglicht die Überwachung von Veränderungen und die Bewertung der Rolle verschiedener Einflussfaktoren auf die Bodenfunktionen. Insbesondere in Bezug auf den aktuellen Vorschlag der Europäischen Kommission für eine Bodenüberwachungsrichtlinie (Soil Monitoring Law) sind Bodenmonitoring sowie Bodendaten ein wichtiges aktuelles und künftiges Thema. Die Bewertung des Bodenzustandes und der Bodengesundheit in Österreich erfordert validierte Daten, Modellierung und eine auf nationale Anforderungen zugeschnittene Datenarchitektur.
Die AGES, das BFW, die BOKU und die Umweltbundesamt GmbH haben im April 2025 im Rahmen der Ausschreibung „Forschungsdateninfrastrukturen 2024“ der FFG das Projekt „Austrian Soil Data Center“ (ASDaC) eingereicht. Ziel ist, über das ASDAC eine nationale Datenarchitektur zur Bereitstellung harmonisierter Bodendaten zu schaffen. Dazu ist die Konzipierung und Implementierung einer Schnittstelle (API) von Bodendaten der Umweltbundesamt GmbH (BORIS Bodeninformationssystem) für den definierten Datenaustausch mit dem künftigen Data Hub nötig. Weiters bedarf es der Harmonisierung und Integration der Daten in das ASDaC unter Berücksichtigung von Dateneigentums- und Nutzungsrechten sowie der Evaluierung des Datenschlüssels Bodenkunde. Über den Zugriff zur gemeinsamen FDI ergibt sich die Möglichkeit die Daten aus eBod, FORSITE, Langzeitversuchsdaten, Satellitendaten etc. gemeinsam zu evaluieren und neue Karten und Auswertungen zu generieren. Diese sollen verschiedenen Interessengruppen aus Forschung, Verwaltung, Bildung, Beratung und Praxis bedarfsgerecht Bodendaten z.B. zur Erleichterung von Modellierung, Berichterstattung und Entscheidungsunterstützung bereitstellen. Durch die Betreuung der BORIS-Schnittstelle zur FDI können die BORIS-Daten in gemeinsamen Auswertungen verwendet und für Nutzer:innen visualisiert werden.
Aufgaben des Data Stewards (DS) sind die Arbeitsschritte für die Agenden der Umweltbundesamt GmbH im Rahmen des ASDaC zu konzipieren und durchzuführen sowie deren Software-Implementierung zu begleiten. Der DS soll insbesondere an der Entwicklung der Services zur Datenselektion und -visualisierung des ASDaC mitwirken, da diese die bestehenden BORIS Applikationen ersetzen könnten. Alle Aufgaben sollen in enger Zusammenarbeit mit den von den Konsortialpartnern des Projekts ASDaC beantragten weiteren DS durchgeführt werden.
Der DS wird an der Umweltbundesamt GmbH über das Projektende hinaus angestellt. Die Person wird künftig die Bodendatenagenden im Zusammenhang mit der FDI und dem ASDaC betreuen und Teil des BORIS- und Boden-Teams sein. Der Mehrwert für das Umweltbundesamt besteht in der langfristigen Verwaltung von Bodendaten, der langfristigen Sicherung der Betreuung und Nutzung des Bodeninformationssystems BORIS und der Abwicklung von Datenanfragen und Durchführung von Auswertungen, z.B. für den Umweltkontrollbericht und die nationale Umsetzung des EU-Bodenüberwachungsgesetz.
Durch den DS wird ein zentraler Beitrag zu den Zielen der EU-Mission „A Soil Deal for Europe“ geleistet. Der DS unterstützt maßgeblich den Aufbau und Betrieb des ASDaC. Dadurch wird die Bodenüberwachung verbessert, die Berichterstattung erleichtert, die Zusammenarbeit zwischen Forschung und Praxis gestärkt und der Zugang zu Bodendaten für die Öffentlichkeit erleichtert.

Abstract

Data on qualitative and quantitative soil protection are the basis for assessing the current soil status. This enables the monitoring of changes and the evaluation of the role of various influencing factors on soil functions. Soil monitoring and soil data are important current and future topics, particularly with regard to the European Commission's current proposal for a Soil Monitoring Law. The assessment of soil conditions and soil health in Austria requires validated data, modeling and a data architecture tailored to national requirements.
In April 2025, AGES, BFW, BOKU and the Environment Agency Austria submitted the project “Austrian Soil Data Center” (ASDaC) as part of the FFG's “Research Data Infrastructures 2024” call for proposals. The aim is to create a national data architecture for the provision of harmonized soil data. This requires the design and implementation of an interface (API) for soil data in the Environment Agency Austria (BORIS Soil Information System) enabling the defined data exchange with the future national data hub. Furthermore, the harmonization and integration of data into the ASDaC is required, taking into account data ownership and usage rights as well as the evaluation of the Data Key Soil Science.
Access to the joint FDI makes it possible to jointly evaluate data from eBod, FORSITE, long-term monitoring data, satellite data, etc. and to generate new results e.g. maps. These are intended to provide various interest groups from research, administration, education, consulting and practice with needs-based soil data, e.g. to facilitate modeling, reporting and decision support. By maintaining the BORIS interface to the FDI, BORIS data can be used in joint evaluations and visualized for users.
The tasks of the Data Steward (DS) will be to design and carry out the work steps for the agendas of the Environment Agency Austria within the framework of ASDaC and to support software implementation. In particular, the DS is to contribute to the development of the data selection and visualization services of the ASDaC, as these could replace the existing BORIS applications. All tasks are to be carried out in close cooperation with the other DSs requested by the consortium partners of the ASDaC project.
The DS will be employed by the Environment Agency Austria beyond the end of the project. In future, this person will be responsible for the soil data agendas related to the ASDaC and will be part of the BORIS and soil team. The added value for the Environment Agency Austria lies in the long-term management of soil data, the long-term safeguarding of the support and use of the BORIS Soil Information System and the processing of data requests and the implementation of evaluations, e.g. for the State of the Environment Report and the national implementation of the EU Soil Monitoring and Resilience Directive.
The DS contributes to the objectives of the EU mission “A Soil Deal for Europe”. The DS significantly supports the establishment and operation of the ASDaC, which will improve soil monitoring, facilitate reporting and public access to soil data and strengthen cooperation between research and practice.
