VREDE-Toolbox for Partizipation

Projektbeschreibung

Beteiligungsprozesse gewinnen in Wirtschaft, Gesellschaft und Verwaltung zunehmend an Bedeutung. Jüngere Mitarbeiter*innen fordern Mitsprache; Kommunen setzen auf partizipative Stadtentwicklung; Genossenschaften und Plattformen der Sharing Economy stehen vor der Herausforderung, tragfähige Entscheidungen mit großen, diversen Gruppen zu treffen. Gleichzeitig werden physische Treffen seltener – hybride und digitale Formate sind gefragt, stoßen jedoch rasch an methodische und technische Grenzen.

VREDE-P entwickelt eine digitale Toolbox aus Mini-Tools zur Unterstützung von Mitbestimmungs- und Beteiligungsprozessen – insbesondere in Online-Settings. Ein interdisziplinäres Konsortium aus Beraterinnen, Führungskräften, Entwicklerinnen und Vertreter*innen der Zivilgesellschaft bringt reale Anwendungsszenarien aus Unternehmen, Kommunen, Initiativen und kooperativen Organisationen ein – etwa zu Change-Prozessen, Tarifentscheidungen oder gemeinschaftlicher Projektentwicklung.

Das Forschungsvorhaben baut auf dem Vorgängerprojekt VREDE auf, in dem ein Phasenmodell für Gruppenentscheidungen und erste digitale Prototypen entstanden. In VREDE-P wird dieser Ansatz durch einen offenen Innovationsprozess weiterentwickelt: Mit Methoden der User- und Designforschung, in enger Zusammenarbeit mit Beta-Usern und unter Berücksichtigung von Diversitätsdimensionen entstehen praxisnahe, innovative Tools für bislang unzureichend digital abgebildete Prozessphasen.

Die entstehende Toolbox wird mehrsprachig, modular erweiterbar, und über App-Stores sowie per Zoom-Anbindung verfügbar gemacht. Sie adressiert zentrale gesellschaftliche und wirtschaftliche Herausforderungen wie Demokratisierung, Inklusion und Nachhaltigkeit – und stärkt gleichzeitig die Innovationsfähigkeit österreichischer Unternehmen und Organisationen.

Abstract

Participatory processes are gaining increasing importance across business, civil society, and public administration. Younger employees are demanding more say in decision-making; municipalities are promoting participatory urban development; cooperatives and platforms within the sharing economy face the challenge of reaching sustainable decisions in diverse and decentralized groups. At the same time, in-person meetings are becoming less frequent – hybrid and digital formats are on the rise but often reach their methodological and technical limits.

VREDE-P develops a digital toolbox of mini-tools to support participation and co-decision processes – especially in online settings. An interdisciplinary consortium of consultants, developers, executives, and civil society actors contributes real-life use cases from businesses, municipalities, social initiatives, and cooperative organizations – including change processes, tariff decisions, or collaborative development of industrial sites.

The project builds on the predecessor initiative VREDE, in which a multi-phase model for group decision-making and initial digital prototypes were created. In VREDE-P, this approach is extended through an open innovation process that integrates methods from user research, interaction design, and co-creation, while explicitly addressing diversity dimensions. The focus lies on developing digital tools for process phases that are not yet well supported by existing solutions.

The resulting toolbox will be multilingual, modular, and accessible via app stores and integrated into Zoom. It addresses key societal and organizational challenges such as democratization, inclusion, and sustainability – while strengthening the innovation capacity of Austrian companies and networks.
