Kontinuierlicher Verbesserungsprozess für Governance in der Mobilitätswende

Projektbeschreibung

Eine zentrale Herausforderung für Verwaltungseinrichtungen ist das aktive Vorantreiben der Mobilitätswende, besonders im urbanen Wirtschaftsverkehr mit seinen komplexen ökonomischen, sozialen und ökologischen Anforderungen. Entscheidende Faktoren sind innovative, flexible Governance-Prozesse, die jedoch oft reaktiv statt vorausschauend entstehen. Erschwerend wirken begrenzte Ressourcen, komplexe rechtliche Vorgaben und fehlende Vergabestandards. Erfahrungen mit der Stadt Wien zeigen, dass marktnahe Lösungen nur durch abgestimmte, klare Umsetzungswege realisierbar sind – erfordert werden neue Formen kollektiven Handelns.
KoGoMo-PRO verfolgt das Ziel, innovative Governance-Prozesse für Kommunen und Regionen zu entwickeln, die Kooperation (Participatory Governance) und Co-Creation fördern und so wesentliche Grundlagen für die Mobilitätswende schaffen. Methodisch nutzt KoGoMo-PRO wissenschaftliche, aber auch praxisnahe Methoden und fokussiert auf zwei konkrete und reale Governance-Anwendungsfälle (GAF) aus der Stadt Wien (1. Baulogistik-(Re-Use) Flächen für emissionsarme kreislauffördernde Logistik, 2. e-Truck Charging-Infrastruktur im (semi-öffentlichen) Raum). Prozesse, Werkzeuge, Methoden und vergabefähige Dienstleistungen werden für diese GAF entwickelt, praxisnah erprobt und laufend evaluiert. Prozessschritte werden harmonisiert, um als Ergebnis einen transparenten Governance-Kernprozess zu definieren. Flexible Governance-Module sollen, je nach Ausgangslage und Problemstellung, variieren können und so eine rasche Anpassung an Mobilitätsanforderungen ermöglichen (Agile Governance). KoGoMo-PRO unterstützt bewusst nicht hierarchische, sondern bi-direktionale Impulse, d.h. „top-down” (Strategien & Ziele der Stadt) als auch „bottom-up“ (Innovationen aus Markt, Wirtschaft, Gesellschaft).
KoGoMo-PRO taucht – speziell durch Vorerfahrungen des Projektteams - wesentlich tiefer in Governance-Prozesse ein als der State-of-the-Art. Es schafft, mit spezifischem Blick auf urbane Logistik, erstmalig kollaborative Umgebungen unter Einbindung der Quadruple Helix (Wissenschaft, Wirtschaft, öffentliche Verwaltung und Gesellschaft). Zahlreiche kommunale Stellen der Stadt Wien (MD BD, MA18, MA22, MA23, MA33 [informell eingebunden], MA46) sowie Wirtschaftsakteure (Wien Energie, Wiener Stadtwerke, Schachinger, SiteLog, ASFINAG) haben ihr Bekenntnis für KoGoMo-PRO mittels LOI bestätigt.
Im Projekt werden Predictive Governance Fähigkeiten entwickelt, um zukünftige Anforderungen und Schlüsselmomente präzise prognostizieren und Mobilitätsprojekte gezielt steuern zu können. Social Disturbance-Analysen dienen der Identifikation und Analyse sozialer Spannungen, um soziale Akzeptanz für innovative Mobilitätslösungen zu erhöhen und Widerstände frühzeitig zu adressieren.
Den Brückenschlag zwischen Forschung und Praxis ermöglicht die Bildung Agiler Teams, wodurch bestmögliche Flexibilität bei gleichzeitig maximaler Kompetenzeinbindung aus Praxis, Stadt und Wissenschaft geschaffen wird. Erkenntnisse werden mit einem EU-weiten Sounding Board (Vertreter:innen europäischer Städte und ÖBB Open Innovation) reflektiert sowie Erfahrungen eingeholt. Durch die enge Zusammenarbeit mit Verwaltungseinheiten und Praxis werden Strategien, stätische Zielsetzungen und marktnahe Innovationen gebündelt, wodurch neue Netzwerke entstehen. Wissen um harmonisierte, innovative Governance-Prozesse wird verdichtet am Ende des Projekts in Gemeinden und Regionen in Österreich transferiert.

Abstract

A key challenge for administrative institutions is actively driving the mobility transition, particularly in urban commercial transport with its complex economic, social, and environmental demands. Crucial factors include innovative, flexible governance processes, which often emerge reactively rather than proactively. Limited resources, complex legal regulations, and a lack of procurement standards further complicate the situation. Experiences with the City of Vienna show that market-oriented solutions can only be implemented through well-coordinated, clear execution paths—requiring new forms of collective action.
KoGoMo-PRO aims to develop innovative governance processes for municipalities and regions that foster cooperation (participatory governance) and co-creation, thereby laying essential foundations for the mobility transition. Methodologically, KoGoMo-PRO employs both scientific and highly practice-oriented approaches, focusing on two concrete and real-world application cases (Governance Use Cases) in the City of Vienna: (1) construction logistics (re-use) areas for low-emission, circular economy logistics, and (2) e-truck charging infrastructure in (semi-public) spaces. Processes, tools, methods, and procurement-ready services for these governance use cases are developed inclusively, tested in practice, and continuously evaluated. Process steps are harmonized where possible to define a transparent core governance process. Flexible governance modules will allow for adaptation depending on the specific context and problem, enabling a swift response to mobility requirements (Agile Governance). KoGoMo-PRO consciously supports non-hierarchical, bidirectional impulses—both “top-down” (city strategies and goals) and “bottom-up” (innovations from the market, economy, and society).
KoGoMo-PRO delves significantly deeper into governance processes than the current state of the art, particularly due to the prior experience of the project team. With a specific focus on urban logistics, it creates collaborative environments that strongly integrate the Quadruple Helix—science, business, public administration, and society—for the first time. Numerous municipal departments (MD BD, MA18, MA22, MA23, MA33 [informally involved], MA46) and industry stakeholders (Wien Energie, Wiener Stadtwerke, Schachinger, SiteLog, ASFINAG) have confirmed KoGoMo-PRO‘s added value through letters of intent (LOI).
The project develops predictive governance capabilities to accurately forecast future demands and key moments, ensuring targeted management of mobility projects. Social disturbance analyses help identify and assess social tensions, increasing public acceptance of innovative mobility solutions and addressing resistance at an early stage.
Bridging research and practice, the project fosters the formation of agile teams, enabling flexibility while ensuring best possible integration of expertise from practice, city administration, and academia. Findings are continuously reviewed with an EU-wide sounding board, composed of representatives from cities and OEBB open innovation, to gather experiences. By closely collaborating with administrative units and industry partners, the project aligns strategies, urban policy objectives, and market-driven innovations, fostering the emergence of new networks. Knowledge of harmonized, innovative governance processes will be systematically transferred to municipalities and regions across Austria by the project's conclusion.
