Proof-of-Concept für die ökosoziale Transformation von Wohnhausanlagen

Projektbeschreibung

Potenzial Bestand ist das Proof-of-Concept unseres Gesamtkonzepts für die ökologische und sozial inklusive Sanierung - kurz: ökosoziale Transformation - von Wohnhausanlagen. Die ökosoziale Transformation basiert auf 20 konkreten Maßnahmen, die wir in den Maßstäben Siedlung, Gebäude und Detail bereits planerisch ausgearbeitet haben. Die Umsetzung dieser Maßnahmen bewirkt somit eine sprunghafte und langfristige Verbesserung ganzer Quartiere. Damit verfolgt unser Konzept eine bestimmte Agenda - 1) Klimakrise eindämmen, 2) Klimaresilienz stärken und 3) Inklusion (DEI) fördern - und adressiert so die komplexen Problemstellungen aus Klimakrise, Klimavulnerabilität und Ungleichheit.

In Potenzial Bestand werden diese 20 Maßnahmen in einem transdisziplinären Evaluierungsprozess erstmals für eine konkrete Wohnhausanlage unter realen Bedingungen validiert und weiterentwickelt. Die Projektpartner:innen - Bauvereinigung, Fachplanende, ein Partner-Architekturbüro und wir - analysieren dabei den Ist-Zustand der Wohnhausanlage, definieren Muss-Ziele für die Sanierung, entwickeln eine Best-Case-Sanierung sowie die tatsächlich umsetzbare Potenzial-Bestand-Sanierung. Das Projekt stellt damit die Umsetzungsplanung unseres Konzepts dar, in der sämtliche relevanten Fachbereiche - Architektur, Ökologie, Bau- und Mietrecht, Kosten und Finanzierung, Wohnraumbedarf, Tragwerksplanung, Bauphysik, Brandschutz, Gebäudetechnik und Energie, Freiraum, Mobilität sowie Social Design - berücksichtigt werden. Die Umsetzung erfolgt dann unmittelbar nach der Sondierung zunächst in einem Leuchtturmprojekt, dann als standardisierte Dienstleistung skaliert und internationalisiert.

Unser Konzept bietet - im Gegensatz zu derzeit üblichen, konventionellen Sanierungen - folgende Innovationsbereiche: 1) Räumliche Gesamtheitlichkeit, also die umfassende Verbesserung ganzer Quartiere; 2) ökologische und soziale Gesamtheitlichkeit, das heißt Emissionssenkung, Dekarbonisierung, Ressourcenschonung, Kreislauffähigkeit und Inklusion im Sinne von DEI; 3) Integration von Technologieinnovationen und 4) Standardisierung. Die Standardisierung von Planungsinhalten und -abläufen macht die ökosoziale Transformation skalierbar - um gesamtheitlich, digitalisiert und rasch zu sanieren. Die ökosoziale Transformation soll so den Marktanteil von Neubauten und konventionellen Sanierungen künftig deutlich reduzieren.

Grundlage für die Sondierung ist die planerische Ausarbeitung unseres Konzepts in unserer Buchpublikation "Zukunft Bestand. Abstract

Potenzial Bestand is the proof-of-concept of our holistic concept for the ecological and socially inclusive renovation - in short: eco-social transformation - of housing complexes. The eco-social transformation is based on 20 specific measures that we have developed on the scales of settlement, building and detail. The implementation of these measures brings about a comprehensive and long-term improvement for entire neighborhoods. Our concept pursues a specific agenda - 1) mitigating the climate crisis, 2) strengthening climate resilience and 3) fostering inclusion (DEI) - and therefore addresses the complex problems of climate crisis, climate vulnerability and social inequality.

In Potenzial Bestand, these 20 measures are being validated and further developed in a transdisciplinary evaluation process for the first time for a specific housing complex under real-life conditions. The project partners - the housing association, specialist planners, a partner architecture firm and ourselves - are analyzing the status-quo of the housing complex, defining must-achieve targets for the renovation, developing a best-case renovation and a Potenzial Bestand renovation that can actually be implemented. The project thus represents the planning of the implementation of our concept, in which all relevant specialist areas - architecture, ecology, building and tenancy law, cost and financing, housing demand, structural design, building physics, fire protection, building services and energy, landscape design, mobility and social design - are taken into account. Implementation then takes place immediately after the project, initially in a case study project, then scaled up and internationalized as a standardized service.

In contrast to current conventional renovations, our concept presents the following areas of innovation: 1) spatial comprehensiveness, i.e. the comprehensive improvement of entire neighborhoods; 2) ecological and social comprehensiveness, i.e. emission reduction, decarbonization, resource conservation, circular economy and inclusion in the sense of DEI; 3) integration of technical innovations and 4) standardization. The standardization of planning content and processes makes the eco-social transformation scalable - in order to achieve holistic, digitalized and rapid renovation. The eco-social transformation is thus designed to significantly reduce the market share of new construction and conventional renovations in the future.
