IEA-PVPS Task 1 - Strategische PV-Analyse, Informationsaustausch und -verbreitung

Projektbeschreibung

Das Photovoltaik Programm der IEA (IEA Photovoltaic Power Systems Programme) ist eines der größten Technologieprogramme im IEA-Rahmen. 31 Mitglieder aus 25 teilnehmenden Ländern, der Europäischen Kommission, 4 Vereinen sowie 2 Forschungsinstituten entsenden gesamt mehr als 300 ExpertInnen in die aktuell acht laufenden und zwei in Vorbereitung stehenden Arbeitsgruppen (Tasks).
Task 1, dessen weitere nationale Mitarbeit hier beantragt wird, ist ein verpflichtender Task des PVPS-Programms, da von allen Mitgliedern über diese Taskaktivität die nationalen Kennzahlen ermittelt werden, die in die jährlichen Hauptpublikationen des Programmes, den Trends Report sowie die National Survey reports, die seit 1993 weltweite jährliche Statistik- bzw. Marktübersichten über die PV ermöglichen, einfließen. Darüber hinaus erfüllt der Task eine weitere Rolle: durch Internat. Austausch von Wissen und Wissens-Verbreitung in technischen, wirtschaftlichen, gesetzlichen, ökologischen und sozialen Aspekten der Photovoltaik (PV) aus allen IEA-PVPS Mitgliedsländern und darüber hinaus werden vielfach Lösungen für nationale Herausforderungen gefunden. Weiters sollen neue Schwerpunkte im PVPS Gesamtprogramm gesetzt werden, womit dem Task eine strategische Aufgabe für das PVPS Programm zukommt. Da Österreich im ExCo, auch die Funktion der Strategiekoordination inne hat (durch die Funktion des Vice Chair for Strategy) ist eine durchgehend aktive Mitarbeit in Task 1 wesentlich und seit mittlerweile 12 Jahren bewährt.
Der fachliche Austausch mit Photovoltaikexpertinnen und -Experten aus etwa 30 Ländern weltweit ermöglicht es, frühzeitig Trends zu erkennen aber auch best practice kennenzulernen, wie PV optimal in die nationalen Energiesysteme integriert werden kann, wie die Akzeptanz gesichert und eine dauerhafte Finanzierbarkeit garantiert werden kann.
Inhaltlich adressiert werden bei den internationalen Treffen die IEA-PVPS Gesamtziele hinsichtlich Rolle der Photovoltaik bei der Energiewende d.h. die Rolle bei Gebäuden, Energieinfrastrukturen, im Verkehrswesen, in der Landwirtschaft, etc.. sowie die Themen Qualitätssicherung, Nachhaltigkeit, Kostenreduktion, Bewusstseinsbildung, Potential und Wert der PV- Stromerzeugung.
Alle diese Analysen zielen darauf ab, technische und nichttechnische Barrieren zu überwinden und Entscheidungsträger:innen möglichst konkrete Handlungsempfehlungen zu geben. Die jährlichen Statistik-Reporte werden anlassbezogen ergänzt durch diverse aktuelle Aktivitäten.
In jüngster Zeit waren beispielsweise die Vorreiteraktivitäten hinsichtlich optimaler Netzintegration von Photovoltaik am Beispiel des beim Meeting im Oktober 2023 in Adelaide präsentierten australischen "Flexible Export Modells" ein wichtiger Input aus dem Task 1 Umfeld; diese weltweite "best practice" der PV Netzintegration wurde intensiv in die nationale Diskussion eingebracht und wird bei der nationalen Gesetzgebung (Energiewirtschaftsgesetz) und beim Klimafonds (Vorbereitung eines entsprechenden Förderprogramms) ihre nationale Umsetzung finden.
Österreichs Rolle ist neben der aktiven Mitarbeit im Task selbst auch die Abstimmung der Taskaktivitäten mit dem IEA-PVPS Executive Komitee.

Abstract

The IEA Photovoltaic Power Systems Programme is one of the largest technology programmes within the IEA framework. 31 members from 25 participating countries, the European Commission, 4 associations and 2 research institutes send a total of more than 300 experts to the currently eight ongoing and two preparatory working groups (tasks).
Task 1, whose further national participation is requested here, is a mandatory task of the PVPS programme, as this task activity is used by all members to determine the national key figures that are included in the programme's main annual publications, the Trends Report and the National Survey reports, which have been providing annual statistical and market overviews since 1993. In addition, the Task fulfils another role: Through the international exchange of knowledge and dissemination of knowledge in technical, economic, legal, ecological and social aspects of photovoltaics (PV) from all IEA-PVPS member countries and beyond, solutions are often found for national challenges and new priorities are to be set in the overall programme, giving the Task a strategic role for the overall programme. Since Austria also has the function of strategy coordination in the overall programme, i.e. in the ExCo (through the function of Vice Chair for Strategy), continuous active participation in Task 1 is essential and meanwhile proven since about 12 years.
The professional exchange with photovoltaic experts from around 30 countries worldwide makes it possible to recognise trends at an early stage, but also to learn about best practice, how PV can be optimally integrated into national energy systems, how acceptance can be ensured and how long-term financial viability can be guaranteed.
The international meetings will address the overall IEA-PVPS objectives regarding the role of photovoltaics in the energy transition, i.e. the role in buildings, energy infrastructures, transport, agriculture, etc., as well as the topics of quality assurance, sustainability, cost reduction, awareness raising, potential and value of PV power generation.
All of these analyses are aimed at overcoming technical and non-technical barriers and providing decision-makers with recommendations for action that are as concrete as possible. The annual statistical reports are supplemented by various current activities as required.
Recently, for example, the pioneering activities regarding the optimal grid integration of photovoltaics using the example of the Australian "Flexible Export Model" presented at the meeting in October 2023 in Adelaide were an important input from the Task 1 environment; this global "best practice" of PV grid integration was intensively introduced into the national discussion and will find its national implementation in national legislation (Energy Industry Act) and the Austrian Energy and Climate Fund (preparation of a corresponding funding programme).
In addition to active participation in the task itself, Austria's role is also to coordinate the task activities with the IEA PVPS Executive Committee.
