Klimaneutralitätsfahrplan Schwechat

Projektbeschreibung

• Ausgangssituation/Motivation
Seit einem Vierteljahrhundert setzt sich die Stadt Schwechat bewusst für den Klimaschutz ein. Schwerpunkte bildeten Mobilität, Gebäude, Energie und Nachhaltige Verwaltung und Beschaffung. Schwechat ist Mitglied der KEM-Region Römerland Carnuntum (dzt. inaktiv) und Klimabündnisgemeinde seit 1999.
2023 setzte die Stadt mit den Richtlinien zur Energie- & Klimaschutzförderung erneut Klimaschutzakzente. Sie fördert thermische Gebäudesanierungen, die Installation von Solar- und PV-Anlagen sowie Batteriespeicher, den Umstieg auf erneuerbare Heizsysteme und Maßnahmen zur Verringerung des motorisierten Individualverkehrs (Fahrradanhänger & Lastenräder, ÖPNV-Tickets). Auch 2024 setzt sie u.a. mit dem Mobilitätskonzept und der Stadtklimaanalyse ihr Engagement fort.
Die Erstellung des Klimaneutralitätsfahrplans bietet der Stadt die Möglichkeit, die einzelnen Aktivitäten zusammenhängend zu sehen und so die Basis für eine nachhaltige Transformation der Gesellschaft und Wirtschaft zu legen.
• Inhalte und Zielsetzungen
Projektziel ist es Klimaneutralität in Ihrer Gesamtheit zu fassen und diese zielgerichtet umzusetzen. Dazu will die Stadt die vorliegenden Grundlagen konsolidieren, ergänzen und strukturieren sowie Umsetzungsmaßnahmen im eigenen aber auch außerhalb des direkten städtischen Handlungsspielraums initiieren. Schwerpunkte sind aus derzeitiger Sicht u.a. (innovative) Maßnahmen im Bereich Energie (erneuerbare Energiegemeinschaften), Gebäude (Neubau Freizeitzentrum in klimaaktiv GOLD), Raumplanung/Klimawandelanpassung/Bodenschutz (Stadtklimaanalyse und daraus abgeleitete Maßnahmen; Entsiegelung und Baumpflanzung; Revitalisierung der Liesing) sowie Verwaltung (Steigerung der Personalkapazitäten im Umweltreferat; mehr Präsenz von Klimaschutz/Energie/Umwelt über die gesamte Verwaltung).
• Methodische Vorgehensweise
Nach Analyse der aktuellen Stadtentwicklungspläne und -strukturen, der Ergebnisse umgesetzter Klimaschutzvorhaben sowie Best practice Beispielen wird die zielorientierte Entwicklungsvision für die Stadt Schwechat entwickelt.
Gemeinsam mit den lokalen Akteur:innen werden individuelle Ziele und (innovative) potentielle Maßnahmen für die thematischen und strukturellen Sektoren sowie die Themen Klimawandelanpassung und Bodenschutz erfasst. Die Auswirkung dieser Maßnahmen auf direkte und indirekte CO2-Emssionsredutionen wird abgeschätzt um endgültige Maßnahmen zu wählen. Parallel werden Innovationen, geeignete Instrumente und Finanzierungsoptionen für die Umsetzung eruiert. Es wird erhoben, welche (Verwaltungs)-strukturen, -prozesse und -kapazitäten notwendig sind bzw. adaptiert werden müssen um bestmögliche Voraussetzungen für die Realisierung der Maßnahmen zu schaffen.
Der endgültige Klimaneutralitätsfahrplan mit dem Kapazitäts-, Struktur- und Umsetzungsplan wird erstellt. Die Bürger:innen werden über Öffentlichkeitsarbeit (Veranstaltungen, Inforamtions, Medien, …) laufend in das Projekt eingebunden.
• Erwartete Ergebnisse
Klimaneutralitätsfahrplan mit Vision, Zielen, Strategien, Maßnahmen, Kapazitäts-, Struktur- und Umsetzungsplan sowie Finanzierungsoptionen in den thematischen Sektoren (Energie, Mobilität, Gebäude, (Abfallwirtschaft), …), den strukturellen Sektoren (Stadtentwicklung & Raumplanung, klimaneutrale Verwaltung, Verwaltungsstrukturen, -prozesse & -kapazitäten, Kommunikation, Bewusstseinsbildung & Partizipation) sowie den Themen Klimawandelanpassung und Bodenschutz.

Abstract

• Starting point / motivation
For 25 years, the city of Schwechat has been consciously committed to climate protection. The focus has been on mobility, buildings, energy and sustainable administration and procurement. Schwechat is a member of the KEM region Römerland Carnuntum (currently inactive) and has been a Climate Alliance municipality since 1999.
In 2023, the city set climate protection priorities with the guidelines for energy and climate protection funding. It is funding thermal building renovations, the installation of solar and PV systems as well as battery storage, the switch to renewable heating systems and measures to reduce motorised private transport (bicycle trailers & cargo bikes, public transport tickets). It will continue its commitment in 2024 for example with the mobility concept and the urban climate analysis.
The creation of the climate neutrality roadmap offers the city the opportunity to see the individual activities in a coherent way and thus lay the foundation for a sustainable transformation of society and the economy.
• Contents and goals
The aim is to capture climate neutrality in its entirety and implement it in a targeted manner. To achieve this, the city wants to consolidate, supplement and structure the existing foundations and initiate implementation measures both within and outside the city's direct scope of action. From a current perspective, the focus is on (innovative) measures in the areas of energy (renewable energy communities), buildings (new leisure centre in klimaaktiv GOLD), spatial planning/climate change adaptation/soil protection (urban climate analysis and measures derived from this; unsealing and tree planting; revitalisation of the Liesing) and administration (increase in personnel capacities in the environmental department; more presence of climate protection/energy/environment across the entire administration).
• Methods
After analysing the current urban development plans and structures, the results of implemented climate protection projects and best practice examples, the goal-oriented vision for the city of Schwechat is developed.
Together with the local stakeholders, individual goals and (innovative) potential measures for the thematic and structural sectors as well as the topics of climate change adaptation and soil protection are recorded. The impact of these measures on direct and indirect CO2 emission reductions is estimated in order to select the final measures. In parallel, innovations, suitable instruments and financing options for implementation will be identified. It will be determined which (administrative) structures, processes and capacities are necessary or need to be adapted in order to create the best possible conditions for the realisation of the measures.
The final climate neutrality roadmap with the capacity, structure and implementation plan is drawn up. Citizens are continuously involved in the project through public relations work (events, information, media, etc.).
• Results
Climate neutrality roadmap with vision, goals, strategies, measures, capacity, structure and implementation plan as well as financing options in the thematic sectors (energy, mobility, buildings, (waste management), ...), the structural sectors (urban development & spatial planning, climate-neutral administration, administrative structures, processes & capacities, communication, awareness-raising & participation) as well as the topics of climate change adaptation and soil protection.

Inhalt - Kurzfassung des Projekts

Die Stadtgemeinde Schwechat ist eine Industriestadt mit einer Reihe von Großbetrieben. Der internationale Flughafen von Wien, die größte Erdölraffinerie Österreichs (ÖMV) sowie der Brauerei Schwechat liegen im Stadtgebiet.

Ziel ist es, durch die Erstellung eines Klimaneutralitätsfahrplans, eine möglichst breit angelegte Grundlage zu schaffen, die es der Stadt Schwechat ermöglicht, bis 2040 klimaneutral zu werden.

Es wurden in den Handlungsfeldern Verwaltungsstrukturen & Kapazitäten, Energie, Mobilität, Gebäude, Klimawandelanpassung (inkl. Bodenschutz) & Stadtentwicklung und Kreislaufwirtschaft & Bewusstseinsbildung konkrete, individuelle Zielsetzungen und Maßnahmen formuliert und zu einem Fahrplan zusammengeführt.

Mit Hilfe zielgerichteter Literaturrecherchen, ergänzt mit Kontaktaufnahmen mit lokalen Stakeholdern, mit Recherchen nach Best Practice Beispielen wurde die Datengrundlage sukzessive erweitert. Es wurden die relevanten Akteure bzw. Multiplikatoren für die Umsetzung von Maßnahmen identifiziert und kontaktiert. Die Kontaktaufnahme mit den Bürger:innen erfolgte über eine Auftakt- und eine Schlussveranstaltung ergänzt um Beiträge in den klassischen und sozialen Medien.

Der Klimaneutralitätsfahrplan wurde unter Einbindung aller relevanten, lokalen Akteure erstellt. Er enthält über 40 konkrete Maßnahmen. Der Kapazitätsaufbau in der Verwaltung der Stadt ist gelungen. Viele Projekte wurden bereits gestartet.

Schlussfolgerungen: Ein Zusammenwirken aller lokalen Akteure ist erforderlich. Aufbau und Unterhalt von Netzwerken ist ein Schlüssel zum Erfolg. Ein strukturierter Prozess hilft enorm in der Planung und in der Folge in der Umsetzung. Ein Wissensaufbau/Kompetenzaufbau zum Systemverständnis und zur Umsetzung ist wichtig.

Kapazitätsaufbau in der Stadtverwaltung, die Einbindung von Unternehmen, von Vereinen von der Politik und der Bevölkerung von zentraler Bedeutung. Es wurde die Stelle eines Umwelt- und Klimakoordinators geschaffen. Die Hauptaufgabe dieses Koordinators ist es, die Netzwerke zu betreuen, für die Umsetzung von Maßnahmen zu sorgen. Die Stadt alleine kann die Umsetzung nicht schaffen, sie benötigt dazu Kooperationspartner auf allen Ebenen.





Englische Version

The municipality of Schwechat is an industrial town with a number of large companies. Vienna International Airport, Austria's largest oil refinery (ÖMV) and the Schwechat brewery are located within the municipal area.

The aim is to create as broad a basis as possible by drawing up a climate neutrality roadmap that will enable the town of Schwechat to become climate neutral by 2040.

Concrete, individual objectives and measures were formulated in the fields of administrative structures & capacities, energy, mobility, buildings, climate change adaptation (including soil protection) & urban development, and circular economy & awareness raising, and combined into a roadmap.

The data basis was gradually expanded with the help of targeted literature research, supplemented by contacts with local stakeholders and research into best practice examples. The relevant actors and multipliers for the implementation of measures were identified and contacted. Contact with citizens was established via a kick-off and closing event, supplemented by contributions in traditional and social media.

The climate neutrality roadmap was drawn up with the involvement of all relevant local stakeholders. It contains over 40 specific measures. Capacity building in the city administration has been successful. Many projects have already been launched.

Conclusions: Cooperation between all local stakeholders is essential. Establishing and maintaining networks is key to success. A structured process is extremely helpful in planning and, subsequently, implementation. Building knowledge and expertise in understanding the system and its implementation is important.

Capacity building in the city administration, the involvement of businesses, associations, politicians and the population are of central importance. The position of an environment and climate coordinator has been created. The main task of this coordinator is to manage the networks and ensure that measures are implemented. The city cannot achieve this on its own; it needs cooperation partners at all levels.
