Regionales Mobilitätslabor Amstetten - Waidhofen/Ybbs

Projektbeschreibung

Die Etablierung von Regionalen Mobilitätslaboren (RML) ist ein wichtiger Schritt zur Unterstützung von Projekten zur Förderung und Forcierung nachhaltiger Personen- und Gütermobilität im ländlichen Raum. Dieser hat bisher eher weniger Aufmerksamkeit erhalten als der urbane Raum, für den bereits seit mehreren Jahren Urbane Mobilitätslabore etabliert sind.
Die Stadtgemeinde Amstetten gemeinsam mit der Stadtgemeinde Waidhofen/Ybbs als überregionale Zentren einer wirtschaftlich starken Region haben auch hinsichtlich Mobilität eine zentrale Lage mit sehr guter Anbindung an die Westbahnstrecke ebenso wie an das hochrangige Straßennetz (Westautobahn A1) im Raum Amstetten einerseits und entlang der B121 sowie der Rudolfsbahn (Amstetten – Waidhofen/Ybbs) andererseits. Somit handelt es sich um eine wichtige Region entlang zentraler Verkehrsachsen.
Die Region Amstetten-Waidhofen/Ybbs ist gekennzeichnet durch einen hohen Anteil an motorisiertem Individualverkehr im Modal Split. Daneben induzieren die angesiedelten Unternehmen einen Große Menge an Güterverkehr. Im Sinne einer zukunftsgerichteten Regional- und Stadtentwicklung haben sich die beiden Stadtgemeinden dazu entschlossen, einen ressourcenschonenden Umgang mit Grund und Boden, sowie eine nachhaltige Mobilität noch stärker zu fördern.
Das geplante Regionale Mobilitätslabor AmWy.mobility wird dabei als Chance für die Region gesehen und soll diese Entwicklung entsprechend voranbringen. AmWy.mobility wird dafür als Vernetzungsplattform und Drehscheibe für Wissenstransfer und innovative Mobilitätsprojekte in der Region konzipiert. Dafür wurden im Vorfeld bereits im Rahmen der Sondierung AM.mobility.lab die entsprechenden Herausforderungen und Bedarfe, mögliche Dienstleistungen und Finanzierungsmodelle erarbeitet.
Mit dem konzipierten Dienstleistungsanbot in Zusammenhang mit den erhobenen relevanten Themenfeldern in der Region ergeben sich drei Kernmodule von AmWy.mobility, nämlich:
• Modul A „Information & Potenzial“
• Modul B „Wissensaufbau & Vertiefung“
• Modul C „Projektierung & Daten“
Damit soll AmWy.mobility einen wesentlichen Beitrag dazu leisten, dass eine gemeindegrenzenübergreifende Bearbeitung von Mobilitätsthemen gefördert wird. Ein Fokus liegt dabei auf wirtschaftsinduzierten Mobilitätsabläufen (Pendler*innenmobilität, betriebliches Mobilitätsmanagement, Gütermobilität, ...). Diesbezüglich ist auch eine verstärkte Kooperation mit dem oberösterreichischen MobiLab2.0 vereinbart, wodurch ein bundeslandübergreifender Wissenstransfer zu Themen der Mobilität gefördert wird.
Kooperationen mit Unternehmen in der Region ebenso wie mit Institutionen und Gemeinden tragen dazu bei, nachhaltige Mobilitäts- und Logistiklösungen für ländlich geprägte Regionen entlang der Verkehrsachsen zu entwickeln und somit gesellschaftliche und strukturelle Transformationsprozesse im Bereich der Mobilität und Logistik anzustoßen. Die Bereitschaft zu diesen Kooperationen wurde in zahlreichen Unterstützungserklärungen im Projektvorfeld ausgedrückt.
Das Konsortium des Projekts AmWy.mobility besteht zum Großteil aus Partnern, die auch schon im vorgelagerten Sondierungsprojekt AM.mobility.lab zusammengearbeitet haben. Dadurch kann eine kontinuierliche Weiterarbeit gewährleistet werden, die als wesentlicher Erfolgsfaktor für das regionale Mobilitätslabor in der Region Amstetten-Waidhofen/Ybbs gesehen wird.

Abstract

The establishment of Regional Mobility Labs (RML) is an important step towards supporting projects to promote and encourage sustainable passenger and freight mobility in rural areas. So far, these have received less attention than urban areas, for which Urban Mobility Labs have been established for several years.
The municipality of Amstetten together with the municipality of Waidhofen/Ybbs as supra-regional centres of an economically strong region also have a central location in terms of mobility with very good connections to the Westbahn as well as to the high-ranking road network (Westautobahn A1) in the Amstetten area on the one hand and along the B121 and the Rudolfsbahn (Amstetten - Waidhofen/Ybbs) on the other. This makes it an important region along central transport axes.
The Amstetten-Waidhofen/Ybbs region is characterised by a high proportion of motorised private transport in the modal split. In addition, the companies located here induce a high level of goods transport. In the interests of forward-looking regional and urban development, the two municipalities have decided to promote the resource-conserving use of land and sustainable mobility even more strongly.
The planned Regional Mobility Lab AmWy.mobility is seen as an opportunity for the region and is intended to promote this development accordingly. AmWy.mobility is designed as a networking platform and hub for knowledge transfer and innovative mobility projects in the region. To this end, the corresponding challenges and requirements, possible services and financing models were developed in advance as part of the AM.mobility.lab exploratory study.
The range of services designed in connection with the relevant topic areas surveyed in the region results in three core modules of AmWy.mobility, namely:
- Module A "Information & Potential"
- Module B "Knowledge development & deepening"
- Module C "Project planning & data"
AmWy.mobility is thus intended to make a significant contribution to promoting the handling of mobility issues across municipal boundaries. One focus here is on business-induced mobility processes (commuter mobility, company mobility management, freight mobility, etc.). In this regard, increased cooperation with the Upper Austrian MobiLab2.0 has also been agreed by means of a LoI, which will promote a cross-state transfer of knowledge on mobility topics.
Cooperations with companies in the region as well as with institutions and municipalities contribute to the development of sustainable mobility and logistics solutions for rural regions along transport axes and thus initiate social and structural transformation processes in the field of mobility and logistics. The willingness of this cooperation was expressed in numerous declarations of support in the run-up to the project.
The consortium of the AmWy.mobility project consists largely of partners who have already worked together in the preceding exploratory project AM.mobility.lab. This ensures the continuity of work, which is seen as a key success factor for the Regional Mobility Lab in the Amstetten-Waidhofen/Ybbs region.
