Klimaneutrales Leonding

Projektbeschreibung

Ausgangssituation:
Die Welt befindet sich in einer Klimakrise, der menschliche Einfluss auf die Klimaentwicklung ist hinlänglich bekannt und wissenschaftlich belegt. Die Republik Österreich hat sich zum Ziel gesetzt, bis spätestens 2040 klimaneutral zu sein. Dazu müssen auch auf kommunaler Ebene Maßnahmen gesetzt werden. In Anbetracht dieser Entwicklung hat sich die Stadt Leonding daher dazu entschlossen aktiv zu werden und sich das ambitionierte Ziel gesetzt bis 2035 klimaneutral zu sein. Die Stadt hat der eigenen Standortagentur den Auftrag erteilt, unter Einbindung der Fachabteilungen, der Politik sowie der breiten Öffentlichkeit einen Klimaneutralitätsfahrplan mit klaren Zielvorgaben für Leonding zu entwickeln.

Ziele und Innovationsgehalt:
Ziel des geplanten Projekts ist es, aufbauend auf die bereits geleisteten Vorarbeiten, gemeinsam der Stadtverwaltung sowie der breiten Öffentlichkeit einen ambitionierten und breit akzeptierten Klimaneutralitätsfahrplan zu entwickeln, der einen klaren und umsetzbaren Weg für die Stadt Leonding und aufzeigt, um bis 2035 klimaneutral zu werden. Dabei werden unter anderem folgende Subziele verfolgt:

1. Gemeinsame Entwicklung einer Vision bzw. Strategie für ein klimaneutrales Leonding sowie Ableitung von messbaren Zielen

2. Einbindung der Stadtverwaltung sowie der relevanten Akteur:innen im städtischen Kontext, um das größtmögliche Commitment zu erhalten und die Umsetzung des Programmes sicherzustellen.

3. laufende Einbindung aller identifizierten Akteur:innen, die für die Umsetzung von Maßnahmen innerhalb und außerhalb des städtischen Handlungsspielraums erforderlich sind, sowie der breiten Öffentlichkeit, um Akzeptanz der erarbeiteten Maßnahmen und die Bereitschaft zur Mitwirkung bei der Umsetzung zu maximieren

4. Stärkung des Wirtschaftsraums Leonding und Etablierung als zukunftssicherer und klimafitter Standort mit entsprechender Strahlkraft für die gesamte Region.

5. einstimmiger Beschluss des Klimaneutralitätsfahrplan des Gemeinderats soll diesen darüber hinaus auch offiziell als zentrales Dokument legitimieren.

Angestrebte Ergebnisse bzw. Erkenntnisse: Das zentrale Ergebnis des Projekts ist ein Klimaneutralitätsfahrplan für Leonding, der unter anderem folgende Themen umfasst:

1. konkrete, umsetzbare kurz-, mittel- und langfristige Maßnahmen inkl. einer umfassenden Beschreibung anhand von vorgegebenen Kriterien (Zielbeitrag, betroffene Akteur:innen, Umsetzungskosten, Finanzierungsbedarf, CO2-Ein-sparungspotenzial,. .)

2. aufeinander abgestimmter Umsetzungsplan, inkl. möglicher Finanzierungsoptionen für die kurz- und mittelfristigen Maßnahmen

3. notwendige Anpassungen bzw. Neugestaltung von Verwaltungsprozessen und –strukturen, um eine Umsetzung der erarbeiteten Maßnahmen nicht unnötig zu verzögern bzw. zu verhindern bzw. darüber hinaus Klimaneutralität zentral und umfassend zu verankern

Damit steht der Stadtgemeinde erstmals ein umsetzbarer Fahrplan für den Ausstieg aus dem fossilen Zeitalter zur Verfügung. Dieser bzw. die darin empfohlenen Maßnahmen bilden den Rahmen bzw. die Grundlage für zukünftige politische Entscheidungen und Beschlüsse am Weg zur Klimaneutralität.

Darüber hinaus wird eine Weiterführungsstrategie erarbeitet, mit dem Ziel mittels einer dynamischen Monitoring- und Evaluierungsmethode die Umsetzung der im Klimaneutralitätsfahrplan enthaltenen Maßnahmen laufend und regelmäßig zu evaluieren und damit die Umsetzung dieser Maßnahmen sicherzustellen.

Abstract

Initial Situation:
The world is facing a climate crisis, and the human influence on climate development is well-known and scientifically proven. The Republic of Austria has set the goal of becoming climate-neutral by 2040 at the latest. This requires ambitious goals at the municipal level as well. In view of this development, the municipality of Leonding has therefore decided to take action, with the ambitious goal of becoming climate-neutral by 2035. Therefore, the city has commissioned its own location agency to develop a Climate Neutrality Roadmap with clear objectives for the city of Leonding, involving the relevant departments, politics, and the general public.


Objectives and Innovations:
The aim of the planned project is, building on the groundwork already laid, to develop an ambitious and widely accepted Climate Neutrality Roadmap together with the relevant stakeholders, the city administration, and the general public. This roadmap will provide a clear and actionable path for the municipality of Leonding to achieve climate neutrality by 2035 and also demonstrate the location advantages of a climate-neutral Leonding. The following sub-goals are pursued:

Collaborative development of a vision or strategy for a climate-neutral Leonding, including deriving measurable goals with all relevant actors and accompanied by a comprehensive stakeholder engagement process.

Involvement of the city administration and relevant stakeholders in the urban context to secure maximum commitment and ensure implementation.

Ongoing involvement of all identified stakeholders necessary for implementing measures within and outside the city's scope of action, as well as the general public, to maximize acceptance of the developed measures and willingness to participate in their implementation.

Strengthening of the economic area of Leonding and establishment as a future-proof and climate-fit location with corresponding attractiveness for the entire region.

The unanimous adoption of the Climate Neutrality Roadmap by the City Council is intended to officially legitimize it as a central document.

Expected Results or Findings:
The central result of the project is a Climate Neutrality Roadmap for Leonding, including the following topics:


Concrete, actionable short-, medium-, and long-term measures, including an exact and comprehensive description based on predefined criteria such as goal contribution, involved stakeholders, implementation costs, financing needs, CO2 reduction potential, etc.

Coordinated implementation plan, including possible financing options for short- and medium-term measures.

Necessary adjustments or redesigns of administrative processes and structures to avoid unnecessary delays or hindrances in implementing the developed measures and to centrally and comprehensively anchor climate neutrality.

This provides the municipality with an actionable roadmap for transitioning away from the fossil age. This, along with the recommended measures, forms the framework or basis for future political decisions and resolutions on the path to climate neutrality.



Additionally, a follow-up strategy will be developed with the aim of continuously and regularly evaluating the implementation of measures contained in the Climate Neutrality Roadmap through a dynamic monitoring and evaluation method, thus ensuring the implementation of these measures.
