Entwicklung eines ehemaligen Tischlerei-Areals zu einem multiplizierbaren europäischen Leuchtturm-NEB-Quartier

Projektbeschreibung

Motivation
Am ehemaligen Produktionsgelände der Tischlerei Fürst, Jakob Prandtauerstraße 11 – 3390 Melk, soll in unmittelbarer Nähe zum weltberühmten Stift Melk ein klimaneutrales, multifunktionales, skalierbares NEB-Stadtquartier als Leuchtturmprojekt mit internationaler Strahlkraft und Anziehungskraft entstehen. Dieses Quartier namens „Tischlerei Melk“ soll die höchsten Ambitionslevels des NEB-Kompasses erreichen und Österreich in Horizon Europe stark positionieren und repräsentieren.

Ausgangslage
Wesentliche NEB-Aspekte waren bereits seit jeher am Areal verankert:
• von 1938 – 2008 Produktionsstätte der „Fürst Möbel GmbH“: Tischlereibetrieb, Tochterunternehmen der Fürst Holding GmbH mit Fokus auf ÄSTHETIK)
• INKLUSION durch Nutzung als multifunktionales Stadtquartier (Wohnen, Büro, Handwerksräume, Gemeinschaftsflächen wie Nutzgärten für betriebsinterne und -fremde Personen)
• Seit 2008 (Übersiedlung der Produktion aus Platzmangel) Nachnutzung als Kultur- und Theaterbühne „Tischlerei Kulturwerkstatt“– bisher mehr als 100.000 Besucher:innen
Nach fast 90-jähriger Nutzung ist die Lebensdauer der Bausubstanz erreicht. Daher startete im Februar 2021 ein umfassender Quartiers-Entwicklungsprozess – bisher über 500 Gespräche mit Expert:innen besonders aus NEB-Kernbereichen Nachhaltigkeit, Inklusion, Ästhetik und Bevölkerung
Die Ziele der Fürst Holding (deckungsgleich mit jenen des NEB-Programms), die attraktive Lage in unmittelbarer Nähe zu Stift Melk (jährlich 1 Mio. Besucher:innen) inmitten des Stadtentwicklungsprojekts „Boulveard Melk“ (als größtes Einzelprojekt) sowie die Erfordernis für bauliche Maßnahmen prädestinieren „Tischlerei Melk“ als international ausgerichtetes NEB-Projekt.

Ziele
Das übergeordnete Ziel des Projekts ist die Weiterentwicklung des Quartiersprojekts „Tischlerei Melk“ gemäß den Prinzipien des New European Bauhauses zu einer umsetzungsreifen Vision eines NEB-Quartiers. Dazu werden 3 Sub-Ziele bzw. methodische Prozessschritte verfolgt:
• Ziel 1: Interdisziplinäre, inklusive Entwicklung von Planungszielen und Kriterien, mit welchen der Erfüllungsgrad der Anforderungen des NEB-Programms bewertet werden kann.
• Ziel 2: Entwicklung der umsetzungsreifen Vision des NEB-Quartiers „Tischlerei Melk“ durch ein kooperatives, co-kreatives Planungsverfahren.
• Ziel 3: Vorbereitung der Umsetzung des NEB-Quartiers „Tischlerei Melk“.

Innovationsgehalt
Die „Tischlerei Melk“ zeichnet sich besonders durch folgenden Innovationsgehalt aus:
• Generationsübergreifende Projektperspektive – Lebenszyklus mindestens 150 Jahre (Vorbild: Stift Melk bereits 300 Jahre)
• Hohes Level an Ambition, Qualitätsanspruch und disruptiver Entwicklungsprozess
• Breit angelegter Entwicklungs- und Partizipationsprozess
• Impact-Potential des Projekts „NEB-Tischlerei-Melk“ ist enorm – durch Nähe zu Stift Melk, strategische Partnerschaften, breite Einbindung von Stakeholder:innen und Akteur:innen

• Konkrete umsetzungsreife Vision des NEB-Quartiers „Tischlerei Melk“ – architektonisch, städtebauliches, technisches Konzept

Abstract

motivation
At the former production site of the furniture carpentry Fürst, Jakob Prandtauerstraße 11 - 3390 Melk, a climate-neutral, multifunctional, scalable NEB city quarter is to be built in the immediate vicinity of the world-famous Melk Abbey as a lighthouse project with international appeal. This quarter called “Tischlerei Melk” is intended to achieve the highest ambition levels of the NEB compass and to position and represent Austria strongly in Horizon Europe.

initial situation
Key NEB aspects have always been part of the site:
• from 1938 – 2008 production facility of “Fürst Möbel GmbH” (subsidiary of Fürst Holding GmbH) with strong focus on AESTHETICS)
• INCLUSION through use as a multifunctional urban district (living, office, craft rooms, common areas such as kitchen gardens for people inside and outside the company)
• Since 2008 (relocation of the production due to lack of space) subsequent use as a cultural and theater stage “Tischlerei Kulturwerkstatt” – more than 100,000 visitors so far
After almost 90 years of use, the lifespan of the building structure has been reached. Therefore, a comprehensive neighborhood development process began in February 2021 - so far over 500 discussions with experts, particularly from NEB core areas of sustainability, inclusion, aesthetics and population
The goals of Fürst Holding (congruent with those of the NEB program), the attractive location in the immediate vicinity of Melk Abbey (1 million visitors annually) in the middle of the urban development project “Boulveard Melk” (the largest single project) and the requirement for structural measures predestine “Tischlerei Melk” as an internationally oriented NEB project.

Goals
The main goal of the project is to further develop “Tischlerei Melk” neighborhood project in accordance with the principles of the New European Bauhaus into a vision of an NEB neighborhood that is ready for implementation. For this purpose, 3 sub-goals or methodical process steps are pursued:
• Goal 1: Interdisciplinary, inclusive development of planning goals and criteria with which the degree of fulfillment of the requirements of the NEB program can be assessed.
• Goal 2: Development of the ready-to-implement vision of the NEB district “Tischlerei Melk” through a cooperative, co-creative planning process.
• Goal 3: Preparation for the implementation of the NEB district “Tischlerei Melk”.

Innovation content
The “Tischlerei Melk” is particularly characterized by the following innovative content:
• Cross-generational project perspective – life cycle at least 150 years (model: Melk Abbey already 300 years)
• High level of ambition, quality standards and disruptive development process
• Broad-based development and participation process
• The impact potential of the “NEB-Tischlerei-Melk” project is enormous – through proximity to Melk Abbey, strategic partnerships, broad involvement of stakeholders and actors
